HomeMy WebLinkAbout760486.tiff RESOLUTION WHEREAS, by resolution dated November 12, 1975, an ad hoc committee to the Weld County Social Services Department was created and members appointed thereto, and WHEREAS, a County Social Services Plan that assures compliance with present Title XX Plan as it relates to Weld County has been developed, said Plan submitted to the Board of County Commissioners on March 3 , 1976, and WHEREAS, the Board, upon adoption of "Alternative A" of said Plan, determined it to be in the best interests of the County to permanently establish a Human Services Committee in accordance with Section 3-8 (4) (h) of the Weld County Home Rule Charter, and WHEREAS, members of the Human Services Committee shall be as follows : 1 . Commissioner Coordinator of Health Services shall serve as Chairman. 2 . Assistant Commissioner Coordinator of Health Serv- ices shall serve as Vice-Chairman. 3 . Director of Social Services . 4 . Director of Health Services. 5. Director of Human Resources . 6. Director of Extension Service. 7 . County Finance Officer., 8 . Director of Planning Services. Members shall serve at the pleasure of the Board, and WHEREAS, duties and functions of the Human Services Committee shall include local planning in the area of Human Serv- ices, coordinating Human Service agencies and communications be- tween same. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that the Weld County Human Services Committee be, and it hereby is established; and that the members and functions thereof shall be as hereinabove mentioned. The above and foregoing resolution was, on motion duly made and seconded, adopted by the following vote this 8th day of March, 1976 . The memo includes reasons for that recommendation, some suggested roles or activities , and suggested membership and structure. Rationale 1 . One of the major recommendations contained in the June , 1975 , COG Human Resources Study was that local planning and management processes needed to be developed. I believe that the Title XX planning effort conducted by the Weld County Ad Hoc Human Services Committee represents the nucleus of that important local planning mechanism and that it should be continued. 2 . Various developments within the human service delivery field indicate that increasingly responsibility for planning and managing human service funds will be returned to local government. These indicators include such things as the consolidation of numerous categorical grant funds into block grants , the campaign statements of many of our presidential candidates and proposed national legis- lation called the Allied Services Act of 1975 . This legislation, which has been previously introduced in Congress, would make limited funds available to state and local governments in order to enable them to plan and manage human service funds which are now received in categorical channels . While the outlook' for this legislation at the national level is uncertain, it indicate's that increasingly local governments will he asked to develop the mechanisms necessary to handle human service funds. • 3. The COG ❑ * iFt Prsources Study identified coordination/planning of services as a primary need throughout the human service delivery agencies . Furthermore , the Title XX hearings have made it clear that there is a tired for better coordination of human service delivery agencies. The establishment of the Weld Ad Hoc Committee ' s Title XX planning process represents an important mechanism for developing this needed c( ;' l ' ieion and communication . Throughout the development of the 1976-1977 Title XX plan, Committee members have experienced the positive benerits of coordination which go beyond the actual Title XX recommendations. Because of the 1vprrtance of the establishment of the process and the planning mechanism itself, and because of the possibilities for a coordin- ating role beyond, but complimentary to , Title XX, I am therefore respect- Wald County Board of Cc,..,,nissioners 2- . cbruary 25 , 1976 fully recommending that you consider establishing this Committee, or one similar, as a permanent body. Suggested Role/Function: In addition to undertaking the yearly Title XX planning effort , the following suggested role/functions could be undertaken by a Weld Human Services Committee : 1. Title XX planning could be developed even further by requesting HEW and the State Department of Social Services to send representatives to work with the Weld County Committee to determine what statutory, regulatory, and budgetary barriers in Title XX need to be lifted in order to do better planning and service delivery at the local level. This could be accomplished by requesting technical assistance from HEW and the State Department of Social Services . 2. Establish a data bank information system suitable for human resources planning needs and compatible with existing data banks systems such as the Weld County Housing Study Data Bank (I would consider this a primary role of this Committee) . 3. Develop an adequate and far more sophisticated needs assessment mechanism than presently exists by working with community resources such as UNC students (at present our needs assessment mechanisms are rudimentary and fragmented) . 4 . Plan and coordinate the development of a community care organi- zation proposal should Weld County decide to develop the concept. 5. Develop criteria concerning federal grants requiring an increasing local cash match to ensure that federal grant programs can in fact be phased into local government (the Committee could also provide technical assistance to Weld County persons writing such grants) . While these roles and functions are an initial suggestion for such a committee , it probably would be wise to require that the committee develop goals and objectives on an annual basis for submi'ssi.on to the Commissioners . Evaluation of the committee ' s activities and progress should also be require annually. Suggested MemboL h-i_p/Structure :' • - 1. In addition '-.o the present membership, I would suggest that the committee be e::panded to include other major delivery agencies within Weld County , such as Mental Health , Weld County Community Center Foundation , Sccinl. Fecurity, Division of Employment, etc. The com- mittee could also operate with an Executive Committee and several subcommittees. 2 . The committee could be chaired by the Commissioner/Coordinator responsible for the Health/Social Services Departments. At the very least, I would recommend that this Commissioner/Coordinator attend meetings of the committee regularly because it would be an important Weld County planning body. A chairman could also be appointed by the A Weld County Board of Commissioners 3- February 25 , 1976 Commissioners or elected from within its membership (for purposes of Title XX planning , however, it is probably most appropriate that the Director of the Department of Social Services chair that portion of the committee' s activities) . Monthly meetings would probably be an appropriate schedule for the committee. The committee would, of course , function as it has during the Title XX planning process by developing recommendations for submission to you, the Commissioners . The committee would, I believe , enhance the needed communication and coordination, encourage the development of new partner- ship relationships with state and federal government, be capable of over- seeing the development of new and necessary local human service planning and management processes as well as help prevent crisis problems occurring in the human services area. I would be most happy to provide additional background and answer any questions you might have concerning this recommendation. Commissioner Steinmark made a motion to change the variation of working hours so that it would total sixty (60) hours . Commissioner Carlson seconded the motion and it carried unanimously. DRAFT OF TITLE XX PLAN: Eugene McKenna will present a draft of the Title XX Plan and Recommendations for review by the Committee. 4. DETERMINATION OF FURTHER WORK: Several of recommendations contained in the draft Title XX Plan will require further work sessions between parties or departments involved in specific recommendations. Work sessions will be scheduled in order to develop the details necessary for submission in the final Title XX Plan. 5. YOUTH SERVICES: A study team has been organized to investigate the youth services problem on February 11, 1976. Alice Mack will report on their findings. 6. COORDINATION/FUTURE COMMITTEE ROLE: A draft recommendation concerning coordination of services will be presented. ROLL CALL: Members present were: Eugene McKenna, Barbara Hagans for Dr. Yoder, Walt Speckman, Stan Boyes, Barton Buss, Gary Fortner, Alice Mack and Betty DeGabain. Also present was Dan Fowler of the Department of Social Services. 2. MINUTES: Minutes of the January 23, 1976, meeting were approved as submitted. 3. REVISED TIME SCHEDULE: Gene McKenna presented the Committee with a revised target date list, and also indicated that refinements to the Title XX Plan would still be possible after it had been submitted to the State. 4. RECOMMENDATIONS: After presentation of the draft recommendations, the Committee concensus was to include the recommendations on developmentally disabled services, housing and the shelter home as part of the Weld County Title XX Plan. 5. YOUTH SERVICES: This issue was tabled until further development of a,study team and resolution of the Weld County Human Resources situation. 6. FAMILY PLANNING: Barbara Hagans inforr - ,l the Committee of the present relationships and responsi- bilities involved '. ri I •ir,.i N' planning services. Committee concensus was that this area requires no r'-, t,r i,dation. 7. FAMILY LIVING, EDUCA'I ION SERVICES: Stan Boyes prerrnl:erinrrnnrt resulting from a meeting with extension agents, the ' Health Department t . .;Dial Services Department. The result of this meeting was that nutrition education would be an area of emphasis and that the role for the Extension DeparLm- nl - ..,-J.,i be an educational one and a coordination one of setting up needed training fur other County departments. 8. TRANSPORTATION: After discussion of thy transportation issue, it was Committee concensus that a recommendation concerning this service Area should be written by Alice Mack to the effect that Department of Social Servi•:.:s should reimburse the Department of Human Resources for transportation expenses for medicare/medicaid patients and that furthermore, the Committee supported the development of a coordinated integrated transportation system in the County. 9. PUBLIC HEARING: The Committee reviewed the comments made at the January 27, 1976, Public Hearing and the responses to tha survey questionnaire as tabulated by Dan Fowler. 10.
