RE: APPROVE CERTIFICATION OF WEED ENFORCEMENT LIEN -ELIZABETH KNOWLES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 15-2-40 of the Weld County Code, the Board of County
Commissioners may certify to the Weld County Treasurer any assessment for weed enforcement
work not paid within 33 days, to constitute a lien against each lot or tract of land until paid, and
WHEREAS,the Vegetation Management Specialist performed weed enforcement work on
property owned by Elizabeth Knowles, P.O. Box 1109, Berthoud, Colorado 80513, on property
described as Parcel #1061063000091, Section 6, Township 4 North, Range 68 West of the
6th P.M., Weld County, Colorado, and
WHEREAS, a Billing Invoice was delivered by Certified Return Receipt mail on July 26,
2010, in the amount of$288.00, and
WHEREAS, on September 1, 2010, the Board was presented with a request to certify the
Weed Enforcement Lien to the Weld County Treasurer; however, evidence of notice was not
received and the Board deemed it advisable to continue the matter to October 6, 2010, to allow
adequate time for notice of the new date to be sent and documented as received, and
WHEREAS, to date, said Billing Invoice has not been paid, and

WHEREAS, after review on October 6, 2010, the Board deems it advisable to certify a lien
against the property, described as Parcel #1061063000091, in the amount of$288.00,with a delay
of seven (7) days to allow an opportunity for payment to be remitted.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that a lien against the property, after seven (7) days have passed without a
payment being remitted, described as Parcel #1061063000091, in the amount of$288.00, be, and
hereby is, certified, pursuant to Section 15-2-40 of the Weld County Code, due to failure to pay
within 33 days.
BE IT FURTHER RESOLVED by the Board that the Weld County Treasurer be, and hereby
is, authorized to place said lien against each lot or tract of land under the parcel numbers described
above, in accordance with Section 35-5.5-109(5)(a), C.R.S., until such lien is paid in full.

SUBJECT: Agenda Item: Assessment of Enforcement of Bills
In compliance with County Code, Section 15-2-70, Failure to Pay Assessment, I request that the
weed enforcement bills listed below be certified by resolution by the Board of County
Commissioners to the County Treasurer to be collected as taxes in accordance with Section 35-5.5-
109(5)(a) C.R.S.
The amount due is $288.00 for the property owner Elizabeth Knowles; Parcel #1061063000091,
Section 6, Township 4 North, Range 68 West in the 6th P.M., Weld County, Colorado.
Another amount due is$2,304.00 for the property owner George Bollinger;Parcel#080310001006,
Section 10, Township 6 North, Range 65 West of the 6th P.M., Weld County, Colorado.
Another amount due is $98.54 for the property owner Leroy Layer; Parcel#13132520200, Section
25, Township 2 North, Range 68 West of the 6th P.M., Weld County, Colorado.
The bills were delivered to each landowner by Certified Return Receipt mail on July 14,2010,July
23, 2010 and July 26, 2010.

Dealt with through out 2009 with limited compliance. Signed for green card and mowed very late.

June 7, 2010: Complaint came in on the property again.
June 9, 2010: Field ID
June 10, 2010: Phone number disconnected. Mailed an informational letter asking to mowing and call us.
June 30, 2010: Mailed legal notice and posted the property after no compliance or communication.
July 14, 2010: Right-of Entry requested.
July 15, 2010: Enforcement mowed the property. I acre out of 4.36 acres.
June 30, 2010: Mailed legal notice
July 1, 2010: first attempt at delivery (date on envelope)
July 4, 2010: Notify sender of new address (date on envelope)
August 6, 2010: Return to sender; Unable to forward; Unclaimed (date on envelope)
August 9, 2010: Legal notice returned. (41 days later returned to us.)
September 1, 2010: asked for a lien to be placed on the property.
July 23, 2010: Bill compiled ($240.00 mowing plus $48 admin= $288.00)
July 26, 2010: Bill mailed
September 1, 2010: New bill mailed to different address posted on legal notice that was returned
September 27, 2010: No green card or returned mail. 64 days outstanding on bill 1; 27 days on bill 2. At 1:15
pm spoke with the Post Master at Weldona 970-645-2419. She had both bills in her possession. Ms. Knowles is
living with the "Bolands". She would try and be sure to get the bills to them. However, they do not regularly
pick up their mail.
October 5, 2010: Still no green card.
