COLORADO SUBJECT: USR-1739, Kerr McGee Onshore, LP
The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. A detailed review of these items was not complete at this step in process.
Comments made during this stage of the review process will not be all inclusive, as revised materials are
submitted other concerns or issues may arise. All issues of concern and critical issues during further review
must be resolved with the Public Works Department.
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002) WCR 28 is a collector road and requires an 80-
foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld
County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is
measured from the future right-of-way line. The applicant shall delineate or dedicate an additional 10-foot of
ht-of-way parallel to the WCR 28 right-of-way for future build-out.
Access: The applicant is proposing to access both drilling locations through existing access roads. The
access road shall have a vehicle tracking pad prior to entering or exiting WCR 28. The access shall be a
minimum of 20 feet in width, 6 inches of aggregate base course, and compacted to accommodate heavy
loading.
Storm Water Drainage: The applicant has submitted a storm water management plan (SWMP). The SWMP
appears to be acceptable. Kerr McGee will adhere to all Colorado Department of Public Health & Environment
rules and regulations in regards to storm water discharge. If applicable, the applicant shall obtain a storm
water discharge permit from the Colorado Department of Health & Environment, Water Quality Control
Division.
REQUIREMENTS:
Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or
become established as a result of the proposed development, the applicant/landowner shall be responsible for
controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum
height of 12 inches until the area is completely developed.

of-Way permit for any work that may be required in the right-of-way on WCR 28. A special transport permit will
be required for any oversized or overweight vehicles that may access the site and may be obtained by
contacting Amy as well.

Environmental Health Services has reviewed this proposal for an oil and gas production
facility. This request will utilize two existing oil and gas operation areas to directionally
drill 9 oil and gas wells. No employees will be permanently located at the site once the
wells are operational. Temporary sanitary facilities (portable toilets) will be located on
the site during drilling operations and a dumpster will be provided for debris during
drilling. The stormwater management plan states that dust will be controlled by
watering or the application of dust suppressants, this approach will be sufficient for dust
control during drilling and operation as necessary.
I• We have no objections to this proposal, however, we recommend that the following
requirement be incorporated into the permit as a condition that must be met 45 days
after first production:
1. The applicant shall submit evidence of an Air Pollution Emission Notice (APEN)
application from the Air Pollution Control Division, Colorado Department of
Health and Environment. Alternately, the applicant can provide evidence from
the APCD that they are not subject to these requirements.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
c• 3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
5. The operation shall comply with all applicable State noise statutes and/or
regulations.
6. Adequate drinking (bottled water), toilet facilities (portable toilets) and hand
washing units shall be provided during the construction of the facility.
7. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
8. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

Weld County Road 28 and west of Weld County Road 13 (Case Name: Kerr McGee
Carina 3-36, 5-36, 8-26, 12-36, 21-36, 22-36, Case Number. USR-1739)The location of
the proposed wells is within the boundaries of the Mountain View Fire Protection District
and receives service from the District
�• The Fire District does not object to the drilling of the wells. The Operating Plan and the
Fire and Emergency Response Plan meet the requirements of the Fire District.
Nothing in this review is intended to authorize or approve any aspect of the proposed

The Town of Mead has reviewed the Kerr McGee USR-1739 application for an Oil and
Gas Production facility in a PUD/Estate, C-1, C-2, R-1, R-2, R-3, and R-4 Residential
zone districts.
This property is within the Town of Mead's Planning Area, and has a Future Land Use
designation as A—Agriculture. The northwest corner of the property is adjacent to Town
limits. The property owner is Carma Bayshore, LLC.
Kerr-McGee intends to use two existing oil and gas operations areas as locations to
directionally drill nine (9) oil and gas wells. Two oil and gas operations areas will be
approximately 3 acres, and consist of flow lines and tank batteries, separators, meter
houses, and possible emissions control devices. Drilling is approximately 6 to 8 days per
well, 24 hours per day. The entire process from drilling to reclamation will take
approximately 120 - 180 days. KMG will utilize the existing lease access road from
WCR 28.
During the initial drilling phase, trucks move the drilling rig in 18 loads, and the total
weight of the rig is 1,200,000 pounds. During drilling and completion phases, there will
be ongoing heavy truck traffic with trucks weighing up to 40,000 pounds.
The application did not provide a truck route map, from the State Highway system to this
site, and did not identify Town of Mead roads that may be impacted.
Town of Mead Comments
The Town of Mead requests that Weld County the following
requirements with the USR application:

• 1. Identify the truck hauling route, to and from the site, to the
nearest State Highway and paved road, for drill rig set up.
2. Identify the truck route for waste and product removal
from the site.
3. Identify all Town roads, and any surfaces, culverts or
bridges that may be affected by these heavy loads.
4. That Weld County require KMG to mitigate impacts to
Town roads used in the development and operation of these
9 well sites.
5. That Weld County require KMG to have road cleaning
equipment and water trucks at the site and available for
use, and to timely keep all paved roads free of mud and dirt
that may be tracked onto the road system.
6. That Weld County require KMG to repair any damage that
may occur to Town roads during set up and completion
phases.
7. An Overweight Vehicle Permit be secured from the Town of
Mead.
8. The applicant confirm the location of wetlands on the
• property, in relation the proposed well sites.
