Everist, Inc. and Andesite Rock Company 7321 E. 88th Avenue Henderson, CO 80640 Re: Lohmann/French Sand Gravel Pit Weld County, Colorado (LSC # 010340) Dear Ms. Mayer: We are pleased to submit our report of the traffic impacts of the proposed Lohmann/French Sand Gravel Pit in Weld County, Colorado. This study first provides a summary of existing traffic conditions in the vicinity of the proposed site. It then provides estimates of the amount and directional distribution of traffic that will be generated by the proposed operation as well as estimates of existing plus project-generated traffic volumes on the surrounding road system. In light of the 15-year life of the operation, estimates of Year 2015 background and total traffic are also provided. Finally, the impacts of the project's generated traffic are evaluated and recommendations are made regarding roadway improvements. The remainder of this report presents out findings concerning the traffic impacts of the proposed development. Site Location and Proposed Use The site is located about seven miles east of the City of Longmont and four miles north of the Town of Firestone, Colorado, south of Weld County Road (WCR) 26. All access is planned at a single access point onto WCR 26 about one-half mile east of WCR 13. Proposed uses include gravel mining, aggregate and concrete production, and storage of aggregate materials. Existing Roadway Characteristics Figure 1, enclosed, illustrates the site location relative to the nearby roadway system. This site is within the jurisdiction of Weld County, Colorado, and this report has been prepared in accordance with its requirements. Figure 2 illustrates the existing lane geometry and traffic control at the intersections of State Highway (SH) 66/I-25 SB Ramps, SH 66/I-25 NB Ramps, SH 66/WCR 13, WCR 26/WCR 13, and WCR 24/WCR 13. Ms. Lynn Mayer Page 2 May 23, 2001 SH 66 is currently a two-lane roadway with east/west continuity through Weld County. I-25 is a four-lane interstate highway with north/south continuity throughout the State of Colorado. There is an existing diamond interchange at the intersection of SH 66 and I-25. WCR 13 is a paved, two-lane, north/south county road with continuity between 168th Avenue on the south and WCR 62 on the north. WCR 24 is a paved, two-lane, east/west county road with continuity between WCR 23 on the east and 1-25 on the west where it becomes SH 119. WCR 26 is an unpaved east/west county road with continuity between WCR 31 on the east and WCR 11 on the west. All intersections in the study area are north/south Stop controlled except for the intersections of WCR 26/WCR 13 which operates under east/west Stop control and WCR 24/WCR 13 which operates under four-way Stop control. Figure 3 shows lengths for deceleration lanes, acceleration lanes, and tapers at the I-25 and SH 66 interchange. Due to the fact that the Lohmann/French Sand Gravel Pit site-generated traffic will consist of 85 percent heavy vehicles, it is important that the deceleration and acceleration lengths at this interchange be sufficient for these heavy vehicles to safely enter and exit the freeway. Therefore, required lengths according to the State Highway Access Code are also provided. As shown, the northbound and southbound deceleration lanes and their respective tapers exceed the State Highway Access Code standards. However, the acceleration lane lengths do not meet the 1,380 foot requirement. The northbound acceleration lane length is approximately 1,250 feet while the southbound acceleration lane length is approximately 1,230 feet. Therefore, both lengths are approximately 150 feet too short. However, the taper lengths of 590 feet and 460 feet for the northbound and southbound acceleration lanes, respectively, exceed the 300-foot standard. Therefore, the longer taper lengths compensate for the shorter acceleration lane lengths and as a result no improvements are necessary. Due to recent improvements, the I-25 and SH 119 interchange deceleration lane, acceleration lane, and taper lengths were not analyzed due to the assumption that they were done according to the State Highway Access Code standards. Existing Traffic Figure 4 illustrates existing peak-hour intersection turning movement traffic volumes in the vicinity of the proposed Lohmann/French Sand Gravel Pit at the intersections of SH 66/I-25 SB Ramps, SH 66/I-25 NB Ramps, SH 66/WCR 13, WCR 26/WCR 13, and WCR 24/WCR 13. Volumes at the intersections of SH 66/WCR 13 and WCR 26/WCR 13 were obtained from counts by CounterMeasures, Inc. in March 2001. The intersection of WCR 24/WCR 13 was counted by CounterMeasures, Inc. in February 2000 and adjusted by an annual growth factor discussed later in this report. Volumes for the SH 66 intersections with the I-25 ramps were taken from LSC's September 27, 2000 report for the I-25/SH 66 Commercial development and also adjusted by an annual growth factor. Figure 4 also shows ADT volumes. As shown, SH 66 currently carries approximately 6,580 vehicles per day, WCR 24 carries 6,420 vehicles per day, and the ADT volume on WCR 13 is approximately 2,040 vehicles per day. Truck percentages used on SH 66 were approximately nine percent, while WCR 24, WCR 13, and WCR 26 assumed a truck percentage of ten percent obtained from truck classification counts performed by CounterMeasures, Inc in April 2001 on SH 66, WCR 24, and WCR 13. Truck percentages on WCR 26 in the vicinity of the site were assumed to be the same as WCR 13. Ms. Lynn Mayer Page 3 May 23, 2001 Printouts of all count data are enclosed. The I-25 and SH 119 interchange was not counted and included in the capacity analysis due to the assumption that the ramp intersections would operate at good Levels of Service due to recent improvements. Year 2005 and 2015 Background Traffic In 1999, a study performed by Felsburg, Holt, and Ullevig (FHU) contained future daily traffic projections for area roadways in the Year 2020. In light of the expected life of the Lohmann/ French Sand Gravel Pit, growth factors for area roadways were interpolated from the FHU study in order to project future background traffic volumes for the Year 2015. The resulting factors are as follows: 1.72 for SH 66 (based on an annual growth rate of 1.037), 1.45 for WCR 13 (based on an annual growth rate of 1.027), 1.88 for WCR 24 (based on an annual growth rate of 1.046), and 1.71 for WCR 26 (based on an annual growth rate of 1.039). Year 2005 background traffic volumes were also determined because this is the year in which the Lohmann/French Sand Gravel Pit is expected to be at full operation. The growth factors used to determine Year 2005 background traffic were were 1.16 for SH 66, 1.11 for WCR 13, 1.20 for WCR 24, and 1.17 for WCR 26. These growth factors were applied to the existing turning movement volumes to calculate Year 2005 and Year 2015 background volumes. The resulting Year 2005 and Year 2015 background traffic volumes are illustrated in Figures 5 and 6, respectively. Heavy vehicle volumes are also shown. In addition, traffic generated by the proposed I-25/SH 66 Commercial development was also added to the background traffic to accurately depict future conditions at the interchange. These background traffic volumes are the future traffic volumes on the area roadways without the expected traffic generated by the site and form the basis for evaluating the impacts that traffic generated by the proposed Loh- mann/French Sand Gravel Pit will have on the surrounding roadway system. Estimated Traffic Generation Based on information supplied by the applicant, the following peak daily traffic generation activities are projected: • Haul Trucks: 156 one-way trips; • Concrete Trucks: 80 one-way trips; • Light Vehicles: 40 one-way trips. Further breakdown of morning and evening peak-hour trip activity was based on trip distributions at an existing L.G. Everist, Inc. and Andesite Rock Company site. A copy of the distribution graph is included. The resulting trips generated are shown in Table 1. As indicated in Table 1, the Lohmann/French Sand Gravel Pit is projected to generate a total of 276 vehicle-trips, or 138 vehicles entering and 138 vehicles exiting the site during a work day. Of these, 31 would enter and 15 would exit in the morning peak,while eight would enter and 24 would exit in the evening peak. Of the morning entering and evening exiting vehicles, about 23 total are projected to be heavy vehicles while all of the morning exiting and evening entering vehicles are projected to be heavy vehicles. Ms. Lynn Mayer Page 4 May 23, 2001 Estimated Traffic Distribution and Assignment Based on estimates from the applicant, about 52 percent of the traffic generated by the Loh- mann/French Sand Gravel Pit would be oriented to and from the north on WCR 13, 46 percent would be oriented to and from the south on WCR 13, and two percent would be oriented to and from the east on WCR 26. Further breakdown of the traffic distribution is illustrated on Figure 7. Application of these percentages to the peak-hour generation estimates of Table 1 yields the intersection traffic assignments shown on Figure 8. The resulting heavy vehicle volumes are also shown. Finally, Figures 9 and 10 illustrate Year 2005 and 2015 total traffic volumes which are the combination of background (Figures 5 and 6) and project-generated (Figure 8) traffic. Again, heavy vehicle volumes are indicated for affected movements. Capacity Analyses A. Assumptions In order to assess the impacts of the proposed Lohmann/French Sand Gravel Pit, related capacity analyses have been performed which compare existing and future background traffic operating conditions (Figures 5 and 6) with those reflecting the addition of project- generated traffic (Figures 9 and 10). The methodology used is that presented in the 2000 edition of the nationally accepted Highway Capacity Manual published by the Trans- portation Research Board of the National Academy of Sciences. The concept of Level of Service (LOS) is used as a basis for computing combinations of roadway operating conditions. By definition, six different Levels of Service are used (A, B, C, D, E, and F) with "A" being a relatively free-flow condition and "E" representing the "capacity" of a given intersection or traffic movement. The capacity analysis for the SH 66 and I-25 interchange for the Year 2005 was performed using existing traffic controls and lane geometry. However, due to the large growth in background traffic, the Year 2015 capacity analyses assumed that the interchange would be improved. The traffic controls and lane geometry used were those taken from Figure 13 of LSC's September 27, 2000 report for the I-25/SH 66 Commercial development. Table 2 summarizes the results of our Level of Service (LOS) analyses. Computer print- outs containing output from the Synchro 5.0 software are enclosed. B. 2005 Traffic Impacts Year 2005 is when the Lohmann/French Sand Gravel Pit is expected to be at full operation. In the Year 2005 traffic scenario, the SH 66 intersections with the I-25 ramps are expected to operate at Level of Service "F" for the morning and evening peak-hours, with or without site-generated traffic. This is due to large delays at the northbound and southbound off-ramps. Ms. Lynn Mayer Page 5 May 23, 2001 The intersection of SH 66/WCR 13 is expected to operate at an excellent Level of Service "A"in the morning peak-hour, with or without site-generated traffic. In the evening peak- hour, the intersection is expected to operate at Level of Service"C"with background traffic and Level of Service"D"with background plus site-generated traffic. However, the north- bound and southbound approaches are expected to experience large delays ranging from 25 seconds to more than 50 seconds per vehicle. With Year 2005 background traffic, the intersection of WCR 24/WCR 13 is expected to operate at an excellent Level of Service "A" for the morning peak-hour and a very good Level of Service "B"for the evening peak period. The addition of site-generated will result in no changes in the Levels of Service during both the morning and evening peak-hours. At the Stop controlled intersection of WCR 13 with WCR 26, all movements are expected to operate at LOS "B" or better with or without the addition of project-generated during both morning and evening peak periods through the Year 2005. The site access onto WCR 26, to be built as part of the Lohmann/French Sand Gravel Pit development, is expected to operate at an excellent Level of Service "A" for both the morning and evening peak-hours. C. 2015 Traffic Impacts Under the Year 2015 background traffic scenario, the improved I-25 and SH 66 inter- change intersections are expected to operate at LOS "B" during the evening peak period with or without the addition of site-generated traffic. During the morning peak period, the two intersections are expected to operate at Level of Service "C" with background traffic. With the addition of project-generated traffic, the overall intersection LOS for the SH 66/1-25 NB Ramps intersection is expected to continue to operate at LOS "C" while the SH 66/1-25 SB Ramps intersection LOS is expected to decline to LOS "D". The intersection of SH 66/WCR 13 is expected to operate at a Level of Service "F" in both the morning and evening peak-hours, with or without site-generated traffic. This is the result of large delays at the northbound and southbound approaches. However,the inter- section is expected to meet signal warrants by the Year 2015. By the Year 2015, the intersection of WCR 24/WCR 13 is expected to operate at a Level of Service "B" for the morning peak-hour and Level of Service "D" for the evening peak- hour,without site-generated traffic. With the addition of site-generated traffic, the Levels of Service are not expected to change and overall intersection delay is expected to increase by less than two seconds/vehicle. At the Stop controlled intersection of WCR 13 with WCR 26, an excellent Level of Service "A" is expected with or without the addition of project-generated traffic during both the morning and evening peak periods through the Year 2015. In addition, all movements are expected to operate at LOS "B" or better. Average Daily Traffic Impacts Figure 11 shows the average daily impacts due to the project-generated traffic including the daily number of heavy vehicles generated by the proposed Lohmann/French Sand Gravel Pit. The average daily impacts are minimal, indicating that by Year 2015, it is estimated that the project-generated traffic will be accountable for less than 61 percent of the daily traffic on WCR 26, less than five percent of the daily traffic on WCR 13, less than one percent of daily traffic on WCR 24, and less than one percent of the daily traffic on SH 66. Gravel roads with average daily traffic volumes exceeding 400 vehicles per day are generally considered good candidates for paving. WCR 26 west of the site will exceed this threshold. Truck Impacts on Pavement Condition The destructive effect of repeated wheel loads is the major factor which contributes to the deterioration of roadway pavements. Since both the magnitude of the load and the number of repetitions are important, provision is made in pavement design procedures to allow for the effects of the number and weight of all axle loads expected during the design period. CDOT uses pavement design procedures which convert traffic data to 18 Kip equivalent single-axle load applications (18K ESAL). Eighteen Kip or 18,000 lbs is the maximum legal load allowed on a single axle. CDOT uses the following load equivalency factors for flexible pavement design: 1. passenger vehicle: 0.003 2. single-unit trucks: 0.249 3. combination trucks: 1.087 The latter category includes most of the concrete trucks, dump trucks, and tractor trailer combinations that would be hauling materials to and from the Lohmann/French Sand Gravel Pit. Eighteen Kip ESAL's have been calculated for the Lohmann/French Sand Gravel Pit on WCR 26 and WCR 13 using the CDOT load equivalency factors and assumptions regarding the breakdown of traffic into the various vehicle classifications. Based on these assumptions, the Lohmann/French Sand Gravel Pit will generate about 355,580 ESALs over the life of the project. On WCR 26 west of the site access, the total number of ESALs will be about 358,680 while the total number of ESALs on WCR 13 south of WCR 26 will be about 351,360. In addition, WCR 13 north of WCR 26 will have a total number of ESALs of 371,590. As a result, over the life of the project the traffic generated by the Lohmann/French Sand Gravel Pit will account for approximately 97 percent of the total number of ESALs on WCR 26 from its inter- section with WCR 13 to the entrance to the Lohmann/French Sand Gravel Pit. Additionally, the traffic generated by the Lohmann/French Sand Gravel Pit will account for approximately 47 percent of the total number of ESALs on WCR 13 south of WCR 26 and about 50 percent of the total number of ESALs on WCR 13 north of WCR 26. The results of the ESAL analyses are contained in Tables 3, 4, and 5. Ms. Lynn Mayer Page 7 May 23, 2001 Access Recommendations In order to efficiently accommodate the traffic generated by the development, the following recommendations are made: 1. WCR 26 should be paved from its intersection with WCR 13 on the west to the site access on the east according to Weld County specifications. 2. The intersection of SH 66/WCR 13 should be monitored and signalized when MUTCD warrants are met. However, the signalization is expected to be warranted by back- ground traffic and not traffic generated by the Lohmann/French Sand Gravel Pit. Conclusions Based upon the foregoing analyses, the following conclusions can be made concerning the traffic impacts of the proposed Lohmann/French Sand Gravel Pit: 1. The Lohmann/French Sand Gravel Pit is expected to generate a total of 236 heavy vehicle-trips and 40 passenger vehicle/pickup trips on an average work day. During the morning peak-hour, about 31 entering and 15 exiting vehicles (15 entering and 15 exiting heavy vehicles) will be generated while during the evening peak-hour eight entering and 24 exiting vehicles (eight entering and eight exiting heavy vehicles) will be generated. 2. About 52 percent of the traffic generated by the Lohmann/French Sand Gravel Pit would be oriented to and from the north on WCR 13, 46 percent would be oriented to and from the south on WCR 13, and two percent would be oriented to and from the east on WCR 26. 3. The intersection of WCR 26/WCR 13 is expected to operate at LOS "A" with or without the addition of project-generated traffic during the morning and evening peak periods through the Year 2015. The intersection of WCR 26/Site Access is also expected to operate at an excellent Level of Service "A" during both the morning and evening peak periods through the Year 2015. 4. Over the life of the project,the traffic generated by the Lohmann/French Sand Gravel Pit will account for approximately 97 percent of the total number of ESALs on WCR 26 from its intersection with WCR 13 to the entrance of the Lohmann/French Sand Gravel Pit. 5. WCR 26 should be paved from its intersection with WCR 13 on the west to the site access on the east according to Weld County specifications. 6. The traffic impacts of the Lohmann/French Sand Gravel Pit can be accommodated by the existing roadway system with the improvements recommended herein.
