RE: APPROVE APPOINTMENT OF PRIVACY OFFICERS UNDER HEALTH INSURANCE
PORTABILITY AND ACCOUNTABILITY ACT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by Resolution#2003-0902, the Board of County Commissioners approved the
Health Insurance Portability and Accountability Act (HIPAA) Compliance Plan for Weld County for
Dental,Vision, and Flexible Spending Plans, and the HIPAA Compliance Plan for the Departments
of Public Health and Environment, Paramedic Services, and Human Services as health care
providers, and by Resolution #2008-0329, the Board approved the amended HIPAA Compliance
Plan to Update General HIPAA Security Policies for Weld County, and
WHEREAS, said HIPAA Compliance Plans require HIPAA Privacy Officers be appointed,
and
WHEREAS,the Board deems it advisable to appoint Patricia Russell as the HIPAA Privacy
Officer for the Department of Human Resources HIPAA Security Plan;to appoint Michelle Raimer as
the HIPAA Privacy Officer for the Risk Management/Human Resources HIPAA Security Plan; and to
appoint Cyndy Giauque as the HIPAA Privacy Officer for the County Attorney's Office HIPAA
Security Plan.
NOW,THEREFORE BE IT RESOLVED by the Board that Patricia Russell, Michelle Raimer,
and Cyndy Giauque be, and hereby are, appointed as the HIPAA Privacy Officers for the
Department of Human Resources HIPAA Security Plan, the Risk Management/Human Resources
HIPAA Security Plan, and the County Attorney's Office HIPAA Security Plan, respectively.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 8th day of December, A.D., 2010.
