Vice President Don Mueller, Councilwoman Ginny Buczek and Councilmen John Kivimaki and Charles Tucker were present, constituting a quorum of the members. Also present was Tina Booton, Sandy Bright and Karla Ford, Council Secretary. PUBLIC COMMENT: Sandy Bright, Colorado Early Education Network— CEEN, addressed the council regarding a letter of support request she had emailed to the council. Ms. Bright described her experience in Weld County working with early childhood development/education, committees, boards, and children's programs. Her new non- profit agency called CEEN is currently applying to administer the Head Start and Migrant Head Start programs in Weld County. The county terminated Head Start and the grantee position became available on January 1, 2010. CDI has been the interim administrator since Jan 15t and they will continue until a new grantee is chosen. Ms. Bright requested a letter of support to become the new grantee for the Head Start program. The decision, which will be made in Washington D.C., will be made by September 1st and that entity would take over the program October 1st. The program and employees will continue to be the same; the administrator is the only change. In response to Councilman Mueller, Ms. Bright said she has inquired if any other agency is interested in applying to administer this grant for Head Start and she has found no other agency willing to apply. CDI is only a temporary administrator that helps while finding a new administrator. Councilman Kivimaki made a motion for the Weld County Council to support the Colorado Early Education Network for the grant to administer the Weld County Head Start and Migrant Head Start grant and further authorize Weld County Council President to sign a support letter. Councilwoman Buck seconded the motion and it passed. APPROVAL OF AGENDA: Councilwoman Buczek made a motion to approve the July 19, 2010 agenda. The motion was seconded by Councilman Mueller and carried. APPROVAL OF MINUTES: Councilman Kivimaki a motion to approve the June 21, 2010 minutes. The motion was seconded by Councilman Mueller and carried. REVIEW PROGRAM: Tina Booton came to update the council on the Weed Division of Public Works. With the summer weather and budget cuts, the Weed Division is continuing to try to keep ahead of the weeds and make strides with big issues. There have been four enforcements this year. An issue this year has been the foreclosures and who is ultimately responsible for the weeds, the landowner or the bank. The county does have the right to put a lien on a property and Ms. Booton is working with County Attorney, Bruce Barker, on,this issue. ue nze4i2x� 2010-1952 Weld County Council Minutes July 19,2010 Page 2 of 3 In response to Councilwoman Buck, the division is currently trying to contact and work with the realtors to see if they want to help get the property cleaned up to sell or who to contact to help with the weed cleanup and have made a few strides with this. In response to Councilman Kivimaki and the relationships between county and cities, Ms. Booton stated that most of the cities are generally good to work with but there have been a few that are little more difficult. The relationship with City of Thorton has greatly improved since last year. In response to Councilman Tucker, Ms. Booton stated that the budget cuts did affect this division. They are down to two mowers but are doing the best they can. The division is looking at chemical mowing for 2011. The division is continually working on Purple Loosestrife. There is a grant that will take volunteers for one day and go through stretches of the county and will be on August 11. The council thanked Ms. Booton for coming and for doing a great job. NEW BUSINESS: Letter from Benson & Case A letter from a Denver law firm was emailed to the Council regarding a request for action with the medical marijuana businesses within unincorporated Weld County. Per direction from Councilwoman Buck, the letter was forwarded to Weld County Attorney Bruce Barker and he responded to the law firm. Weld County Newspaper The new county newspaper for legal notices is the Fort Lupton Press. This took effect on July 15, 2010. Councilman Kivimaki made a motion to purchase a one year subscription to the Fort Lupton Press newspaper. The motion was seconded by Councilwoman Buczek and passed. Coordinator Reports Councilman Tucker attended the Ag Day Tour. He traveled up to Fageberg Operations and Horton Feedlot. He stated it was a good tour with a great information. Councilwoman Buczek informed the council that United Power is searching for a new CEO as Bob Broderick is retiring. She also attended the awards ceremony for Millworks in southwest Weld. Councilwoman Buck did attend the NISP meeting. • Upcoming Meetings The council was invited to a work session meeting on July 26 and July 29, 2010.
