HomeMy WebLinkAbout20103150.tiff THE WELD COUNTY REGIONAL COMMUNICATIONS ADVISORY BOARD TUESDAY, June 22nd, 2010, 10:30 AM PUBLIC WORKS CONFERENCE ROOM 1111 H Street The Weld County Regional Communications Advisory Board met in session in on Tuesday, June 22nd, 2010 at 10:30 a.m. in the Public Works Conference Room. ROLL CALL: The meeting was called to order by Chairperson Doug Rademacher. Present were board members Doug Rademacher, Gary Barbour, Rod Deroo, Jim Burack, Roy Rudisill, Jay McDonald, Mark Lawley, Juan Cruz, Duane McDonald and Phil Tiffany. Staff members present were Mike Savage, Dave Mathis, Robert Olsen, and Susan Johnson. Dave Bressler represented Rod Deroo and Jeff Odell represented Duane McDonald. Ron Grannis was excused absent and Frank Acosta was also present. MINUTES: Juan Cruz moved to accept the minutes from the May 25th, 2010 meeting. Gary Barbour seconded the motion, which carried unanimously. OLD BUSINESS: 1. Staff Report: Dave Mathis presented Dispatch stats for May 2010 [refer to Sgt. Mathis' May 2010 WCRCC Monthly Report and Personnel Report as of June 2010]. 2. Hugh Kane Appointment: Doug Rademacher reported that Hugh Kane's application and appointment had been finalized by the Board of County Commissioners. Jay McDonald moved, Juan Cruz seconded a motion to approve Hugh Kane's appointment to the Communications Advisory Board. The motion carried unanimously. 3. Policy Updates: Two policy updates were approved by the Weld County Police Chiefs last week: • Hostage Code: Juan Cruz moved, Mark Lawley seconded a motion to approve the new hostage code as recommended. Motion carried unanimously. Juan Cruz also advised that section of the Handbook needs to be flagged as confidential information, not to be distributed. • Status Checks: Roy Rudisill moved, Rod Deroo seconded a motion to approve the status check policy as recommended. During discussion, Gary Barbour suggested amending the policy from considering officers Code 4 (OK) at North Colorado Medical Center to changing that wording to include any hospital, because South County officers often do follow-up contacts at other hospitals. Roy Rudisill moved, Rod Deroo seconded the motion to approve the status check policy as amended. The motion carried unanimously. 4. Computer Upgrade: Doug Rademacher updated the Board on the computer upgrade advising that the City and County have agreed that ACS will be the IT provider. A computer vendor will be recommended to the City/County elected officials by a group of end users. The City/County officials will consider all information including equipment and training issues and have a decision by the end of July. In the future, the computer governance board will have more representation from other agencies. 5. Cost allocation: More information needs to be gathered to determine a formula, and a work-group from the Communications Advisory Board will likely be created to identify issues concerning a cost allocation plan. 6. Siren Testing: Jim Burack brought a concern about tornado siren testing to the Board. The original siren testing protocol presented by Roy Rudisill was a good starting point, but more standardization needs to be implemented to ensure individual sirens can be tested in addition to the mass testing scheduled for March and October. Roy will return with another draft to address individual testing. Dave or Roy will check with Advanced Wireless to be sure the siren template in the Comm Center is user friendly and easy to use. (NO NEW BUSINESS) INFORMATION ITEMS: 1. Intrado opt-in numbers: Dave will try to find out how many Intrado emergency opt-ins have been added since they were offered. 2. Radio interoperablity: Jay McDonald advised that Public Works and WCSO had very good communication on the MAC channels during recent flooding in Weld County Juan Cruz moved, Rod Deroo seconded a motion to adjourn, motion carried unanimously. As there was no further business, the meeting was adjourned at 11:15. Minutes recorded and submitted by Susan Johnson Hostage Code (the following bullet will be replaced with the next bullet in red) • If a unit is taken hostage they will advise the dispatch center as soon as possible by using the hostage code, "Weld Communications" followed by their unit identifier • If a unit is taken hostage they will advise the dispatch center as soon as possible by using the hostage code, "Henry" followed by their unit identifier o E.g. "Dispatch, Henry 162" • When the hostage code is given dispatch will: o Acknowledge the traffic o Inform a supervisor of the department of the unit taken hostage o Use any tools available to determine the location of the unit taken hostage • E.g. AVL mapping tool, pinging their cellular telephone o Make the channel sound normal occasionally attempting to assign a call to the unit taken hostage o Communicate to assisting units via MDT, cell phone or land line any information related to the hostage situation • Greeley PD will move tactical operations to TAC4 • WCSO and Towns agencies will move tactical operations to their respective clearance channel • The officer taken hostage will remain on their assigned primary dispatch channel o When the unit is located the call will be handled as any other barricaded/hostage situation Status Checks Dispatchers may perform status checks or confirm status on any unit at their discretion; however, the following are in place to establish guidelines and minimum status check requirements: • Law Agencies o Status checks are programmed into CAD by call type o When the timer flashes red dispatch is required to status check the officer and OK the officer on the CAD screen o In the event CAD goes down dispatchers will perform status checks at the following intervals: • 5 minutes on traffic stops and citizen contacts for the initial status check, followed by ongoing status checks every 10 minutes • 4 minutes on priority one calls for the initial status check, followed by ongoing status checks every 10 minutes • 5 minutes on priority two calls for the initial status check, followed by ongoing status checks every 10 minutes • 20 minutes on priority three, four and five calls for the initial status check, followed by ongoing status checks every 30 minutes o Status checks are not done during clear channels o The following locations are considered safe, status checks are not required and officers will be set to OK status upon arrival: • Records • Dispatch • Police Departments or the Sheriff's Office • Evidence storage o When officers transport to the following locations they are considered safe, status checks are not required and officers will be set to OK status upon arrival: • Inside the North Jail Complex • At any hospital facility • Island Grove Detox o Any administrative or out of service call types do not have an associated timer, status checks are not required and officers will be set to OK status upon arrival at their destination o Following any communication with the clearance channel for the purpose of running or confirming information on contacted parties or vehicles, requesting a CR or call times is an indication that the situation is code 4 and officers will be set to OK status • Fire and Ambulance Agencies o Status for fire and ambulance call types are not programmed into CAD o Status checks are performed as follows: • 10 minutes for paramedics • 30 minutes for fire when there has been no communication with dispatch o Following the status check a notation of code 4 will be entered into the incident history o Status checks for fire are not necessary when they are on scene with paramedics who have advised code 4 Hello
