Re: Vacant Land Property Determination Appeal for 2010
To Whom it May Concern,
In addition to the Real Property Questionaire Form from the County, we are submitting
this letter in explanation of the protested valuation attached to Parcel Nos.
146732146001, 002, 006-011, 024-025, 029-084, 091-094 and 096-114. The details on
the Parcel(s) are as shown in the attached table.
In reviewing the comparable land/lot during the valuation period used to determine the
actual value of the property, we discovered that all of the comparable sales used were of
standard configuration,traditional,front-loaded, 6,000-7,000 s.f. single family detached
lots which are not comparable to our Parcel(s). With the non-traditional, "cluster"
configuration of our Parcel(s), and the very atypical lot dimensions, our Parcel(s)are
much less valuable when compared to a traditional lot with more typical dimensions.
Based on the comparable values used of close to $80,000, I would propose that the value
of these lots would be 60% or $48,000, which value would be discounted based on the
current sell-out period to 54% or$25,920.
Not only the shape and configuration render it less valuable, but it also increases the sell-
out period significantly due to the limited number of buyers wanting that type of lot and
living style. Although the records indicate 14 were sold during the valuation period, the
majority of those were sold at the beginning of the period, showing a trend towards the
end of decreasing sales per month. As such I would propose that a longer sell-out period
could be supported, and would propose we use a 20 year period, which based on the
current valuation of$80,000 per parcel, would lower the value to $26,493 per parcel.
In looking at the values from a cost approach, we conclude that a residual land value,
derived from taking the average sales prices, less the cost to complete including
construction hard costs, and any costs of sales, would result in a value of less than to
$24,000 per parcel.
In addition, the Tracts on the Property known as B-T are all private roadway its that
will be deeded to the I-1OA and should be valued as such. Accordingly, we rezest° L.,
