The Weld County Dept. of Public Health & Environment has reviewed the Nutrient Management
Plan, submitted on behalf of Sparboe Horizon Corp. by AgPro Environmental Services, LLC.
This proposed build-out of the additional 6 barns will not necessitate changes to Health
Department related conditions of the existing Use by Special Review Permit (3rdAmUSR-655) .
Existing infrastructure and environmental controls will allow the facility to comply with
3rdAmUsr-655.

Dear Trevor:
Thank you for reviewing the Sparboe Farms project, hopefully this letter will clarify the
expansion plans.
Sparboe Farms is planning to build six (6) 180,000 bird high rise poultry barns in two
phases over the next two years. These buildings will hold a total of 1,080,000 birds.
Currently the complex houses approximately 850,000 birds; however, as the new
buildings come on line, old houses will be depopulated and decommissioned and the final
population at the complex will be just under the approved USR capacity of 1.62 million
birds.
The USR was approved for 1,620,000 layers. The process wastewater system was shown
to be adequate for the proposed expansion, as shown in the Comprehensive Nutrient
Management Plan dated February 19, 2001. I have included a copy of the Comprehensive
Nutrient Management Plan.
Sparboe will wash down the front and rear of the new buildings; however the amount of
water used will be minimal. The deep pit under the cages will capture manure and be
cleaned out every six months or so. Any wastewater produced during washing will be
captured and assimilated into the manure and hauled off during manure removal.
As we discussed, the traffic for the facility will remain almost the same. The increased
production onsite will minimize the need for incoming finished product and the
efficiencies of the large volume barns will reduce vehicle trips. The net change in traffic
is estimated to be an increase in four feed trucks per week or 0.57 trucks per day.
While the poultry barns are essentially "ag exempt"buildings similar to freestall barns
for a dairy operation, Sparboe Farms is planning to apply for building permits which will
benefit the County in the review process, and the permit fees applied to the building
permits for six buildings.

The previous plans did have a heat system to keep the water system from freezing and the
new barns will have a heat system to keep the water system at the front of the building
from freezing.
As we discussed in our meeting on July 7, 2010, the Road Impact Fee should apply to the
processing facility and not the livestock housing. This is consistent with the application
of the fees to dairy facilities where the RIF is applied to the milk parlor and not the
freestall buildings. Sparboe will be completing a cooler addition to the processing facility
and anticipates having a Road Impact Fee for that project.

Introduction
Objective
This comprehensive nutrient management plan has been developed to comply with Colorado's
Confined Animal Feeding Operations Control Regulation, 5 CCR 1002-81. It is designed to
prevent discharge of manure or process wastewater to waters of the state. Should this plan be
ineffective in preventing discharges, or if operational changes occur that will affect potential
discharges, this plan shall be modified to reflect appropriate changes to ensure discharge
potential is minimized. Sparboe Horizon Corporation will keep records associated with this plan
for a minimum of three years.

Legal Description
Sparboe Horizon Corporation's Farm No. 1 is located on the East 1/2 of Section 35, Township 2
North, Range 65 West of the 6th Principle Meridian, Weld County, Colorado.
Site Description
Facility
Sparboe Horizon Corporation's Farm No. 1 is located on approximately 300 acres of land
northwest of Hudson. Colorado. It is on the northwest corner of the intersection of WCR 47 and
Interstate 76's north Frontage Road. Sparboe Horizon Corporation's Farm No. 1 produces eggs.
The facility's construction is typical for national egg producers; fully enclosed, mechanically
ventilated buildings, egg processing and storage facilities, and appropriate feed mixing and
storage. Farm ground surrounds the facility. Sparboe Horizon Corporation plans to expand their
laying capacity from approximately 720,000 birds to a maximum one-time capacity of 1,620,000
layers. Layer numbers fluctuate throughout the year as barns are de-populated and re-populated
after sufficient down time. Therefore, the average number of layers at the facility is expected to
be somewhat lower than the maximum capacity.

Animal Outputs
Table 2 below calculates the amount of manure produced and the associated nutrients on an "as
excreted basis". In addition, compost weight is calculated accounting for predictable moisture
losses. The calculations are based on NRCS Agricultural Waste Management Field Handbook,
for typical size layers and a maximum capacity of 1,620,000 layers.

Solid Manure Collection
Sparboe Horizon Corporation cleans litter from the barns on a routine basis. The existing barns
are cleaned out every other day via a conveyor that removes the manure from the building and
deposits it directly into a waiting truck. The trucks then haul the collected manure off site to a
composting facility in the area or to area farmers for use on their land. The new buildings will be
constructed so that manure is removed once per year. A deep pit will be under the layer cages
and manure will collect over time and be removed annually. During annual manure removal,
trucks will take manure immediately off site to a composting facility in the area or to area
farmers for use on their land. Stockpiling of manure is not expected. Sparboe Horizon
Corporation will keep records of how much litter is taken off site. )
Storm water Collection
Stormwater containment at Sparboe Horizon Corporation's Farm No. 1 is not an issue, since the
birds are enclosed inside and no stockpiles of manure are maintained outside.
Process Wastewater
Sparboe Horizon Corporation's Farm No. 1 produces a small amount of process wastewater from
washing the eggs prior to processing. Estimated maximum daily process wastewater generated is
currently approximately 3,000 gallons per day. After expansion the estimated maximum daily
process wastewater generation will be approximately 4.000 gallons per day. Process wastewater
flows out of the processing area and into the first of two ponds northwest of the facility. The two
ponds were constructed before 1989. A calculation table is in Appendix B showing the volumes
for each pond.
The two-cell system is designed for complete evaporation of process wastewater. Per the state
regulation regarding complete evaporation systems, a table is included in Appendix B that
demonstrates the adequacy of the two-cell system for complete evaporation. The table accounts
for the following:
• Precipitation data for the ten wettest consecutive years in history for Greeley, CO
• Average lake evaporation for Greeley, CO
• Constant evaporation area with the first pond full and the second pond with minimal
water
• Process wastewater generation of 4,000 gallons per day
The table demonstrates that the ponds do not approach a volume where pumping would be
necessary.
Land Application
Sparboe Horizon Corporation's Farm No. 1 does not plan to land apply any of its generated
manure. The manure generated is trucked off immediately to an area compost facility or to area
farmers for use on their land. Process wastewater does not need to be pumped, as the previous
section describes the complete evaporation system.

On Thursday, February 25, 2010 an informal discussion took place at the Greeley Administrative
Offices Conference Room regarding a proposed amendment to USR-655. (The legal
description is the E2 of Section 35, T2N, R65W of the 6«' P.M)
Background Information:
The applicants presented some potential changes to USR-655 and inquired if an amendment
would be needed. The applicants are proposing to expand the operation and add up to five (5)
additional "highrise" layer buildings. In addition, the applicants would like to construct an
additional building to store the manure until it is hauled offsite.
Currently the USR permit allows the site to be home to 1.62 million birds. The applicants
indicated that by converting 4 of the existing barns to cage free birds they have thereby reduced
the number, as the size of the area for each bird has increased from 53.3 square inches to 67
square inches, hence an approximate reduction of approximately 20 percent of total birds. The
applicants will not be increasing the total number of birds allowed on site as more room is
required for cage free birds and behavorial enhanced cages.
The applicants are proposing to construct or remodel some existing buildings to incorporate the
Behavorial Enhanced Cages. Should Behavioral Enhanced Cages be utilized, the manure
produced by the birds is required to be removed within twenty-four hours. Removal will require
the construction of a new building for storage, drying and processing of this waste stream, The
applicants indicated that in the current USR the development standard states that no outside
storage of manure is allowed onsite; however the applicants inquired if storing the manure in a
separate building would be acceptable. Discussion on this point follows.
Health Department
Staff stated that a new requirement has been added in the Ag Composting section of the CAFO
regulations, specifically the importing of any materials to assist in the composting. The
applicants indicated that they will not be using any additional materials.
Staff determined, based on past complaints and to give the public an opportunity to be involved
in the discussion of this change in operations, the proposal of storing manure in a separate
building triggers an amendment to the USR, per Development Standard #17.
Staff suggested that the applicants review Section 14 (Composting Section) of the Solid Waste
Regulations and the CAFO regulations to see what requirements would be applicable given the
scenario discussed.
Public Works
CR 47 located in front of the site is under the jurisdiction of the Town of Hudson; it is a paved
two-lane road that extends to other heavy traffic developments to the north.
The applicants indicated that the expansion of the operation will not require any additional
employees nor increase the amount of traffic. No traffic study is required.
The site is not located in a floodplain.
Staff commented that a Geotechnical Report would be required for the buildings.
Staff asked that the plat be updated and include calculations for drainage as well as a
description of how the stormwater will be handled. For further guidance, please contact Clay

Representatives with Public Works also addressed a second property holding for Sparboe
Farms, this facility is the pullet farm located near CR 16 and CR 39. Public works indicated that
if any changes are proposed to USR-1322, that as part of the referral process, Public Works will

there is 30-feet of right-of-way south of Section Line.
Planning Department
Staff informed the applicants that additional Road Impact Fees will be required for any new
structures. This impact fee will be applied to both facilities.
Staff determined that the addition of four buildings for layers would not be a major change
because the facility would remain within the approved number of animal units.
The applicants indicated that at this time they are not prepared to make any changes to the
USR-1322 site as it is surrounded by the Platte Valley airport and residential developments.
Director Jiricek suggested the applicant contact either Kim or Michelle with any follow-up
questions.
