HomeMy WebLinkAbout20101099RESOLUTION RE: APPROVAL OF SPECIAL EVENTS PERMIT ISSUED TO ROCKY MOUNTAIN WILDLIFE CONSERVATION CENTER, INC., DBA THE WILD ANIMAL SANCTUARY AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Rocky Mountain Wildlife Conservation Center, Inc., dba The Wild Animal Sanctuary, presented to the Board of County Commissioners of Weld County, Colorado, an application for a Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, and WHEREAS, said applicant has paid the sum of ONE HUNDRED DOLLARS ($100.00) to Weld County, Colorado, pursuant to the laws providing therefore in payment for a County Retail Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, for an event scheduled for one day only on June 19, 2010, from 11:00 a.m., to 9:00 p.m., outside the corporate limits of any town or city in the County of Weld at the location described as follows: 1946 County Road 53, Keenesburg, Colorado 80643; being more fully described as Lot B of Recorded Exemption #2344, being part of the N1/2NW1/4 of Section 28, Township 1 North, Range 64 West of the 6th P.M., Weld County, Colorado WHEREAS, said applicant has also paid the sum of TWENTY-FIVE DOLLARS ($25.00) to the Colorado Department of Revenue and has exhibited a State Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld County, Colorado, having examined said application and the other qualifications of the applicant, does hereby grant Special Events Permit Number 2010-06 to said applicant to sell malt, vinous and spirituous liquors for consumption by the drink on the premises only, only at retail at said location; and the Board does hereby authorize and direct the issuance of said permit by the Chair of the Board of County Commissioners, attested to by the Clerk to the Board of Weld County, Colorado, which permit shall be effective from 11:00 a.m., to 9:00 p.m., on June 19, 2010, providing that said place where the permitee is authorized to sell malt, vinous and spirituous liquors for consumption by the drink on the premises only, shall be conducted in strict conformity to all of the laws of the State of Colorado and the rules and regulations relating thereto, heretofore passed by the Board of County Commissioners of Weld County, Colorado, and any violations thereof shall be cause for revocation of the permit. Our mission includes rescuing and providing lifelong homes for these animals, as well as educating the public about the tragic plight faced by more than 30,000 such animals in the United States today. The Wild Animal Sanctuary is currently home to 220 tigers, lions, bears, leopards, mountain lions, wolves, servals, foxes, bobcats, lynx and raccoons, most of them roaming on large acreage habitats built on 320 acres of rolling prairie land. We offer three specific programs to advance our mission: Wild Animal Care Program — This includes serving regular meals of species -appropriate food, cleaning the animals' enclosures on a regular basis, and providing health care and enrichment or play activities. More than 7,000 pounds of raw meat — at more than $7,000 — is needed to feed our great cats each week. While most of our bear food is donated (8,000 lbs. of all types of food products are fed weekly to the bears), there are transportation costs associated with bringing in food and dietary supplements. Animal habitats and housing are constantly being improved, upgraded and developed, as are enrichment programs. Wild Animal Education Program — We provide hundreds and hundreds of presentations annually (both on and off site), educational tools, college and university internships, and an interactive website: www.WildAnimalSanctuaiy.org. We have added social networking as a significant avenue to the tell animals' story, reaching millions of people worldwide. We also have a Visitor Education Center on our property. We give presentations to students at all age levels, and we offer outreach to universities, conservation fairs and public organizations. Government agencies and professional organizations involved with captive wildlife issues frequently seek our advice on the animals' care, transportation and behaviors. Captive Wildlife Rescue Program — We are contacted by state and federal agencies, other facilities, the entertainment industry and private citizens to rescue captive exotic and endangered large carnivores. Calls come from people who have procured a wild animal and are unable to care for it. Many of these animals come from local and national agencies that have confiscated them from individuals who kept them illegally. In some cases, however, the owners contact us directly when they realize that caring for a large wild animal is more dangerous and expensive than they anticipated. We also provide short-term foster care during pending court action, and permanent guardianship of the animals after legal custody is obtained. In addition to individual requests, we respond to calls from overcrowded zoos and other wildlife facilities, where animals face euthanasia due to overcrowded conditions. We also rescue animals from the entertainment industry (movies, circuses, magic acts), and from roadside stands, exotic animal auctions and breeding compounds. We have rescued as many as 44 animals in one year, and continue our rescues, depending on available space. III. Updates A. Staff members were contacted by a contractor out of Longmont that wanted to help finish the veterinary hospital project at no charge. Board members discussed the best way to bring this project to fruition would be to utilize the bottom half of the 2020 WCR 53 property that we are purchasing. B. The staff and board members discussed the donor support we received for the Wild Open Spaces Campaign and would like to further the project by inviting supporters to create an informal committee with the purpose of finding and securing additional funds for this project. IV. New Topics A. Board members discussed the 2245 WCR 53 property and agreed that the portion of the property that lies between the two ponds would be a great area for new Tiger habitats and would like to see the staff begin to develop that area.
