RE: APPROVAL OF REQUEST FOR CHANGE IN INCOME ELIGIBILITY REQUIRE-
MENTS FOR WELD COUNTY REHABILITATION GRANTS WITH RESPECT TO
THE EVANSTON COMMUNITY DEVELOPMENT.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , it has been brought to the attention of the Board
of County Commissioners by the Department of Planning Services,
that there is a definite necessity to upgrade the eligibility
requirements for Weld County Rehabilitation Grants with respect
to the Evanston Community Development, and
WHEREAS, after careful consideration of the facts and figures
presented, the Board of County Commissioners deems it advisable
and in the best interest of Weld County to allow a change in
income eligibility requirements for Weld County Rehabilitation
Grants in the Evanston Community Development.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that the request for change
in income eligibility requirements for Weld County Rehabilitation
Grants, as stated above, be, and hereby is , granted as follows :

I . GENERAL. This chapter sets forth eligibility requirement:: as to
the property , and the applicant for a. rehabilitation grant and/or
band and information pertaining to the effect n rehahi l i Lanni
grant and loan may have on recipients of public assistance :nlcl
other welfare benefits. A rehabilitation grant and/orloan may
be made only with respect to a property located within : ( a ) the
area of an NDP or urban renewal project approved by IILD for
execution ; (b) the area of a Section 117 concentrated code entercH—
ment project approved by HUD; (c) an approved c•ertitied area
program; or (d) areas approved under the FAIR Plan (see Chapter
21) . The property must need rehabilitation to meet the project
Property Rehabilitation Standards (PRS) , or to meet reason:'ble
underwriting standards in the case of FAIR areas .

Dear Mr. Billings:
Thank you for your preapplication for Community Development Block
Grant Discretionary Funds. We have completed our review and are
encouraging a full—Application for the following projects and
amounts:

The deadline for full applications is June 1 , 1976.
This invitation is based on your ranking under the selection
criteria published in the October 30, 1975, Federal Register.
The invitation does not indicate a commitment funds, since
we are not permitted to make any commitment of these discretionary
funds until the full applications have been reviewed and approved.
It does mean that you rank high enough to be a likely recipient
for available funds.
We refer you to the October 30, 1975, regulations, Section 570.402(e) :
"Full applications will be accepted only upon invitation from
HUD, based on HUD's review of the preapplication. Addition
of new activities or the substitution of different activities
from those proposed in the regulations will not be approved
if such addition or substitution will alter HUD's rating of
the preapplication."
Should your community change the activities listed above, please
notify us immediately so that we can determine whether it would
change your ranking. The ranking of all preapplicants is available
in our office, should you wish to see it.

The workshop on the full application is being held to provide
you with the forms and information necessary for the preparation
of the full application.
Should you wish to be reimbursed for costs incurred in the
preparation of a full application, you must request and receive
a Letter to Proceed from HUD prior to incurring the costs for
which you wish to be reimbursed. Again, we refer you to the
October 30, 1975, Regulations, Section 570.400(e) .

s"niaor Progress Report Evanston Rehabilitation Project
The Housing Rehabilitation work in the Evanston Project area began on Wednesday,
June 6, 1977, by contacting persons interested in filling out applications for
the housing rehabilitation program. A total of seven (7) families and individuals
were interviewed and applications taken for processing. In each case these
applicants are considered eligible for rehabilitation grants pending further
processing of their application based on low income eligibility guidelines set
forth by Weld County in regard to the Evanston program.
Although the Housing Rehabilitation program does not have a field office in
Evanston or the general area, a temporary office has been secured to provide
direct services to community residents each Wednesday from 10:00 a.m. through
5:00 p.m. at the Saint Theresa Parish Hall on the corner of Walnut Street and
5th Street. The Parish Hall facilities will be available to Weld County every
Wednesday. Field contacts, interviews and on-going services will be provided to
the Evanston area residents as applicants continue to be identified.
Since field operations began, the community response and acceptance of the program
has been very well received by the applicants, community leaders and the church.
Some residents of the Tri-Area have been very instrumental in assisting and develop-
ing a strong positive relationship between the Evanston residents and county Housing
staff: Mrs. Lupe Hughes, Evanston, and Mrs. Virginia Gabriel, Post Office mistress
in Frederick and Father Peter Burban, of Saint Theresa's Church in Frederick. Mrs.
Hughes is providing her services as an interceding, party between the county staff
and the residents by taking names and addresses of interested residents in need
of housing assistance. Her assistance has served as a catalyst in "breaking the
ice" and establishing a good working relation in behalf of the program.
