It is the opinion of the Planning Commission that this proposed operation is in compliance with the provisions of Sections 3 . 3 . E. 2 . and 6 . 1(4) of the Weld County Zoning Resolution . The proposed use will be compatible with the surrounding area , in harmony with the character of the future development in the area and will not adversely affect the health , safety , and welfare of the inhabitants of the area and the county . The hog operation and management practices as outlined and controlled in the Development Standards will make this operation compatible with the surrounding area by minimizing any potential adverse impacts . B. The request is to establish an agricultural enterprise in the Agricultural Zone District with existing land uses being predominantly agricultural . C. The following referral entities have reviewed this request and have set forth no objections to it : 1 . Weld County Engineering Department ; 2 . Colorado Division of Water Resources ; 3 . West Greeley Soil Conservation District provided the applicant considers the recommendations contained in its letter dated October 10 , 1978 ; 4 . Weld County Health Department provided the applicant complies with the Health Department ' s comments in its letter dated October 16 , 1978 . The Health Department ' s comments are incorporated in the attached Development Standards . D. The Weld County Extension Service has indicated there is ample space proposed for all phases of this operation for the proposed numbers . The County Extension Agent indicated this appears to be a sound design for a complete swine operation . He did not observe any problems with this unit . L. The Water Supply and Storage Company has set forth no objections to this request provided the applicant addresses the concerns of the ditch company in its Totter dated October 4 , 1078 , Those same concerns have been addressed in the attached Development Standards . All phases of the operation shall comply with all County and State Health Standards and Regulations pertaining to air quality , water quality , noise emission , and sanitary disposal systems. Odors shall not exceed the 15 : 1 dilution ratio ( 15 parts odor-free air to 1 part odiferous air) at the property boundary ns specified in the Colorado Air Pollution Control Commission Regulation No . 2. 4 . No permanent structures of any kind shall be located or permitted within 20 feet on each side of the Larimer County Canal . 5. No crossing of the Larimer County Canal shall be permitted without a written contract from the Water Supply and Storage Company. 6 . There shall be no pumping of water from the Larimer County Canal at any time. 7. The Water Supply and Storage Company shall have a maintenance right of ingress and egress along the Larimer County Canal at any time . 8. All accesses shall have the approval of the Weld County Engineering Department . Frank Suckla then said he felt in regard to Operation Standard #1 that mining as near as 10 feet as stated is too close as it could cave and ruin the ditch . Mr . Schlagel responded that according to the Slope Stability Study 10 feet is sufficient , but they would be in agreement to 25 feet if the Planning Commission felt it necessary . The slope as presented in the application would be a 3 . 1 slope . Discussion followed . Some discussion followed regarding ' ' the canal which goes through the Legino ' s two parcels . Road 84, 5 miles north and 1/2 mile west of Severance, Colorado. Mr. Legino states in his application that he will not utilize any holding ponds nor lagoons for animal wastes disposal. He will utilize a Cargill slab that will discharge animal waste to a holding apron that will then be cleaned mechan- ically and deposited in storage areas until it can be applied to the land. All gestation pens will be on earth and will be cleaned 2 to 4 times yearly. The soils located on this area are adequate for all planned activities. Surface drainage conditions should be carefully considered prior to any approval of this request. Special attention should be given to the areas that will receive and hold animal wastes prior to application to fields. Storm drainage should be diverted around these areas or holding dikes should be constructed to keep the animal wastes from being washed into nearby drainage areas during times of heavy rains. Surface runoff is medium and erosion hazard is low. Where irrigated this soil is suited to all crops adapted to this area, including corn, sugar beets, beans, alfalfa, small grains, potatoes and onions. An example of a suitable cropping system is alfalfa 3 to k 4 years followed by corn, corn for silage, sugar beets, small grain, beans and back to alfalfa. Some conservation practices such as land leveling, ditch lining and pipelines may be needed for proper water applications. All methods of irrigation are suitable with furrow irrigation the Immoimow common type used. Barnyard manure and commercial fertilizers are needed ;.: for top yields along with maintaining good organic matter content. . In non-irrigated ares this soil is suited to winter wheat, barley and sorghum. Most of the area is devoted to winter wheat which is alter- ' nated with summer fallow to allow moisture accumulation. Normally, precipitation is too low to make beneficial use of fertilizers. Good cultural practices such as stubble mulch farming, strip cropping and minimum tillage are needed to combat wind and water erosion. Terracing may alsd be needed to control water erosion. WNBR i The potential native vegetation on this soil is dominated by blue grama. Several midgrasses such as western wheatgrass and needle and thread are also present. Potential production ranges from 1600 pounds per acre in favorable years to 1000 pounds in unfavorable years. When range condition deteriorates, the midgrasses decrease, blur grama, buffalograss, snakeweed, yucca and fringed sage increase and production drops. Undesirable weeds and annuals invade the site as range condition becomes poorer. �. Management of vegetation on this soil should be based on taking half and leaving half of the total annual production. Seeding is advisable if range is in poor condition. Sideoats grama, little bluestem, western ::o wheatgrass, hlue grama, pubescent wheatgrass and crested wheatgrass are suitable for seeding. Surface runoff is rapid and erosion hazard is moderate. This soil is suited to limited cropping; intensive cropping is hazar- dous because of erosion. The cropping system should be limited to close grown crops such as alfalfa, wheat and barley, The soils also are adapted to irrigated pasture. Close grown crops may be irrigated from closely spaced contour ditches or sprinklers. Contour furrows or sprinklers should be used for new crops. Sideoats grama, little bluestem, western wheatgrass and sedge are also prominent. Potential production ranges from 1800 pounds per acre in favorable years to 1500 pounds per acre in unfavorable years. When range condition deteriorates, sideoats grama and little bluestem decrease production drops and blue grama, buffalograss and several perennial forbs and shrubs increase. Undesirable weeds and annuals invade the site as condition becomes poorer. Management should be based on taking half and leaving half of the total annual production. Seeding is advisable if range is in poor condition. Sideoats grama, little bluestem, western wheatgrass and pubescent wheatgrass are suitable for seeding. The grass selected should meet the seasonal needs of livestock. For successful seeding a clean, firm, sorghum stubble -- prepared the growing season prior to seeding -- or a firm, prepared seedbed and grass drill should be E used. Plowing and drilling should be done on the contour to minimize runoff and soil losses. Early spring seeding has proven most suc- cessful. Windbreaks and environmental plantings are generally well suited on ` ' - - P this soil. Generally all trees and shrubs adapted to this area will grow. Continued cultivation to control competing vegetation should be practiced for as many years as possible following planting. Trees that are best suited and have good survival are Rocky Mt. juniper, eastern redcedar, ponderosa pine , Siberian elm, Russian olive and hackberry. In cropland areas , habitat favorable for ring-necked pheasants , mourning doves , and many non- game species can be developed by establishing wildlife areas for �•' a" nesting and escape cover. For pheasants , the inclusion of undisturbed ` ' _••: = nesting cover is vital and should be included in plans for habitat development: this is especially true in areas of intensive agriculture. Rangeland wildlife , exemplified by the pronghorn antelope , can be assisted and encouraged by development of livestock watering facilities, proper livestock grazing management, and range reseeding where needed. This Kim soil has a good potential for urban and recreational develop- ment. Increased population growth in the area (county) has resulted in increased home site construction. The primary limiting soil feature for urban development and road construction is the soils limited ability to support a load. Septic tank absorption fields will function properly, however, community sewage systems should be provided if the population density is increased. The permeability of the substratum may require sewage lagoons to be sealed. Lawns , shrubs and trees for beautification will do well.
