SUBJECT: USR-1720, Petro-Canada Resources Inc.
The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan , Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. A detailed review of these items was not complete at this step in process.
Comments made during this stage of the review process will not be all inclusive, as revised materials are
submitted other concerns or issues may arise. All issues of concern and critical issues during further review
must be resolved with the Public Works Department.
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002) WCR 89 is a local gravel road and requires a
60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by
Weld County. Pursuant to the definition of SETBACK in the Weld County Zoning (23-1 -90), the required
•stback is measured from the future right-of-way line.
Our most recent average daily traffic (ADT) count for WCR 89 reflects 141 vehicles. The count was taken in
2009.
Additional ADT counts were taken on the traffic flow plan included in the application indicating that Petro-
Canada Resources trucks will utilize this flow plan to access their facility by avoiding the Town of Grover.
Additional counts are available with my memo_
Access: Access shall be gained from WCR 90 from 89 across the existing cattle guard to the four strand
barbed wire fence/gated area.
The access drive and circulation pattern within the fenced area shall be surfaced with gravel or the equivalent
and shall be graded to prevent drainage problems_
Theexisting leased road shall be a graded and drained road to provide an all-weather access.
Traffic: The applicant has provided a traffic flow pattern for the Grover area avoiding bringing large trucks and
equipment through town. Their headquarters are located within the city limits. Bathroom and washing facilities
are available at this location_ Pick up traffic will utilize these facilities.
Storm Water Drainage: The applicant has supplied water quality calculations as requested at the pre-
application meeting and in the 7 day review comments. The calculations appear to be acceptable to Public
Works.

The water quality feature needs to be labeled as "Water Quality Feature — No Build\Storage Area".
',lading Permit: It should be noted that a grading permit will not be issued until all issues have been resolved
and a set of acceptable construction plans have been provided to Public Works. An early grading permit will
not be issued. A copy of the CDPHE approved SWMP plan has been submitted to Public Works.
Flood Hazard Development Permit: This area is not in a Special Flood Hazard Area (SFHA) as determined
by the Federal Emergency Management Agency (FEMA). A FHDP is not required for this site.

Environmental Health Services has reviewed this proposal for an oil and gas equipment
storage yard. The site will not have any employees. Personnel will access the site,
however this will not occur on a daily basis. The Grover field office, which is located 2
miles south , will be available for sanitation needs as necessary. Waste management
and dust abatement plans will be required .
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval :

1 . The applicant shall submit a dust abatement plan, on site dust, for review and
approval , to the Environmental Health Services, Weld County Department of
Public Health & Environment.
2. In the event washing of vehicles or equipment will occur on site the applicant
shall ensure that any washing area shall capture all effluent and prevent
discharges from the washing of vehicles in accordance with the Rules and
Regulations of the Water Quality Control Commission, and the Environmental
Protection Agency. Vehicle or equipment washing areas should be designated
on the plat.
3. The applicant shall submit a waste handling plan , for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum , the following :
1 ) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated ).
2) A list of the type and volume of chemicals expected to be stored on site.

3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
development standards:
1 . All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C. R.S . , as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination .
2 . No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C. R.S . ,
as amended .
3. Waste materials shall be handled , stored , and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. The applicant shall operate in accordance with the approved waste handling
plan, at all times.• 5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan, at all times.
6. Any vehicle or equipment washing area shall capture all effluent and prevent
discharges in accordance with the Rules and Regulations of the Water Quality
Control Commission, and the Environmental Protection Agency.
7. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in Section 14-9-30 of the Weld County Code
8 . Adequate drinking, handwashing and toilet facilities shall be provided for
personnel utilizing the facility. The sanitary facilities located at the Grover field
office shall be available for use.
9. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division .
10. The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

property to mitigate the potential negative impact and aesthetic concerns on surrounding properties.
Section 23-3-350.G addresses the Required Landscape areas, which have not been addressed per this application.
