RESOLUTION
RE : ATLAS E. MISSILE SITE PROGRAM OF UTILIZATION AMENDMENTS.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of Administering the
affairs of Weld County, Colorado, and
WHEREAS, an amendment to Part B of Section 5 of the Program
of Utilization of the Atlas E. Missile Site, located on an 18. 5
acre parcel of land West of Greeley, Colorado, has been prepared
for consideration by the Board of County Commissioners of Weld
County, Colorado, which provides for certain amendments to the
original Program of Utilization of the aforesaid Atlas E. Missile
Site, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado deem it advisable and in the best public interest to
authorize the Chairman of the Board of County Commissioners of
Weld County, Colorado, to execute said Amendment to Part B of
Section 5 of the Program of Utilization of the Atlas E. Missile
Site located West of Greeley, Colorado.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Chairman of the
Board of County Commissioners of Weld County, Colorado be, and
hereby is authorized and directed to execute the Amendment to
Part B of Section 5 of the Program of Utilization of the Atlas
E. Missile Site located West of Greeley, Colorado.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 15th day of
June, A.D. , 1977.
The above and foregoing Resolution was read into the record
and signed on the 20th day of June, A.D. , 1977.

A. Narrative
Weld County has acquired an 18. 5 acre parcel for Park and
Recreation purposes. The subject property was utilized as an
Atlas E Missile Site prior to the County' s acquisition. To
date the development by the county has created visitor oppor-
tunities for overnight camping, picnicing, educational outdoor
classroom experience, missile site tours and other day use
activity.
Facility work which has been completed currently is as
follows :
12 picnic tables with barbecue grills
6 picnic shelters
road improvements
restroom facilities
trailer waste dumping facility
underground water system
underground sprinkler system
basketball goals
volleyball net poles
landscaping
missile silo repair
park overseer facilities
park storage and maintenance facilities
utility installation
Original plans indicated additional development of tennis
courts, baseball diamonds and development of the missile silo
for historic use. These areas are requested to be deleted or
modified from the original program. The cost-benefit ratio for
specific use facilities such as tennis courts and ball diamonds
does not show a feasibility for this location. Physiological
conditions add to the difficulty in appropriately locating such
facilities. Renovation of the missile silo for historic use
does not show a favorable cost-benefit ratio. Plans to modify
• the original proposal (to renovate the silo) will consist of
an interpretation program augmented by interpretive devices to
explain the silo history. The silo will be available for pre-
arranged special group tours. Tent camping area development
located in the North East quadrant will include off-street
parking and 6-10 tent sites. Additional landscaping will be
completed throughout the park. A part of the North West portion
of the park site will be developed as an open picnic area.

Dear Mrs. Steinmark:
This responds to your recent request to change the original
program of utilization for the former Atlas "E" Missile
Site, located east of Greeley.
Your revised schedule of development dated June 20, 1977,
is approved. Also, the General Services Administration's
Regional Director, Real Property Division interposes no
objections, with the condition that the revised program will
be subject to all terms, conditions, and restrictions set
forth in the original transfer instrument to Weld County.

Dear Bob:
Thank you for your letter of July 27, 1977 concerning a request by the
Board of County Commissioners, Weld County, Colorado, to amend
the original program of development for the former Atlas "E" Missile
Site, located east of Greeley.
I visited the property earlier this year and was most impressed with
the development that has already taken place for the benefit of the public.
The County's amended plan will correct the deficiency involving the
use of the underground silo. Accordingly, the General Services Administra-
tion is pleased to concur in your plan to approve the County's amended
program of development.
