Re: Response to Review Comments Pertaining to the Case Number USR-1722
Dear Mr. Gathman:
This letter is being submitted in response to your letter dated October 14, 2009 in which you provided review
comments pertaining to the submittal of a Use by Special Review prepared by Civil Resources, LLC.
The following text includes comment responses to Weld County's comment's/questions.
Weld County Road Classification Plan (FHU):
WCR 36 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a 60-
foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the
Weld County Zoning (23-1-90),the required setback is measured from the future right-of-way line.

The most current road count for WCR 36 is 107 AADT taken in August of 2007.
R: Comment noted.
At this time, it is unclear whether or not the applicant is proposing a secondary access on to WCR 36 in
addition to the main access onto the 1-25 frontage road.
R: An additional access is not being proposed at this time on to WCR 36.
The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to the Interstate
frontage road. Please contact Gloria Hice-Idler at the Greeley office(970-350-2148 or 970-350-2163)to
verify the access permit or for any additional requirements that may needed to obtain or upgrade the permit
(1-25 Frontage Road)

Access:
The access information sheet that was submitted shows an access onto WCR 36 which is not included in
the drainage report drawings; please clarify if this access is being proposed. A commercial access shall be
a minimum distance of 150 feet from the intersection of a county or state roadway.

The location of the existing main access was field verified to have sufficient sight distance in both directions.
R: Comment noted.
A stop sign shall be placed in the appropriate location prior to entering the frontage road.
R: A stop sign has been added to the plot plan.
Plot Plan:
The access from the 1-25 frontage road must be paved on to the site for 100 feet. Please identify the
surface for the rest of the site(pavement, recycled asphalt,gravel, etc.).
R: The access on to the site has been noted as a paved surface for 100'and the remainder of the site has
been identified as a gravel road base.
Each customer parking space shall be equipped with wheel guards or curb blocks when necessary to
prevent vehicles from extending beyond the boundary of the space and from coming into contact with other
vehicles,walls,fences or plantings.
R: Curb blocks have been added to the customer parking spaces located by the office building.
Please show the drainage features on the plot plan in drainage easements. The proposed site layout on the
drainage plan should match the plot plan.
• R: The drainage features are shown on the plot plan, they are conceptually designed right now and
easements will be created upon final design and sizing.
The boundary of the property on all drawings should match as should the plan for the southern end of the
site across the existing irrigation ditch. If access to this part of the property is proposed, there must be an
agreement with the ditch company and a design for the ditch crossing or piping.
R: The boundary of the property has been adjusted and corrected.
Storm Water Drainage:
A"Drainage Conformance Certification Letter'was submitted. It was stamped and signed by Brad Hagen,
P.E. Number 32982 and dated May 5, 2009.
A complete drainage report is required for this project. All drawings must be stamped,dated, and signed by
a registered professional engineer licensed to practice in Colorado. Please utilized the attached"Weld
County Use By Special Review Drainage Report Outlines"to verify that all of the required information has
been included in the report.
R: A preliminary drainage report has been submitted for review.
Please return the redlined drainage report when submitting the corrected drainage report.

• Please address all redline comments in the Drainage Conformance Certification Letter and associated'I E REs JU RC Es,E Ec
drawings.
R: All redline comments have been addressed in the updated drainage report.
Please update and/or recalculate the calculations redlined in the Drainage Report.
R: All calculations have been updated based on the requests.
Please provide complete calculations for the proposed drainage design. If a computer model is to be used,
please provide a copy of the computer model and thoroughly label and discuss all calculations and results
included in the drainage report appendix. Alternatively, please utilize the Urban Drainage spreadsheets
available through their website at: http://www.udfcd.orq/downloads/down software.htm or provide step-by-
step calculations that can be followed.
R: A CD of the CUHP/SWMM models has been provided with this submittal.
Please calculate the 5-year historic runoff amount using 2%imperviousness for the entire site area. This
will be the allowed release rate from the detentions ponds.
R: The 5-year historic runoff rate has been recalculated based on the historic 2%imperviousness.
Please provide outlet calculations including orifice plates to control the Water Quality Capture Volume and
restrict the release rate to the 5-year historic amount. Pleas show the outlets in plan view as well as fully
• detailed.
R: A typical outlet design detail has been provided on the drainage drawing. Upon approval and final
calculations, the detail will be fully detailed with all required dimensions and orifice plate sizes.
If the ponds are to outlet to Parker Lake and Parker Lake is owned by an irrigation ditch company, an
agreement to accept this stormwater will need to be provided.
R: Parker Lake is the historic outlet for the property and an agreement should not be necessary.
Please provide proof of ownership or an agreement with the owner of the area where the gravel channel
and Pond 1 are located. The property line on the site plan does not include this area as part of the site.
R: The drainage channel has been moved to be entirely on the site property.
Please show all drainage related features in a drainage easement on the drawings and include a metes and
bounds descriptions of the drainage easement.
R: Easements will be created once the final design of the drainage structures and facilities are completed.
Metes and bounds will also be created at that time.
Please add a note to the drainage report text as well as all drawings and plats that states"Weld County is
not responsible for the maintenance of drainage related features."
R: A note has been added stating such to the drainage report, plot plan and drainage plan.

Colorado Department of Public Health and Environment must be provided.
R: A copy of the Storm water construction permit will be provided to Weld County when the project
progresses to that point.
Please provide a copy of the corrected drainage report to CDOT.
R: A copy of the corrected drainage report has been provided to COOT.
Geotechnical Soils Report:
The applicant shall provide a soils report for review and comment.
R: There is soils map in the reference section of the drainage report.
Flood Hazard Development Standards: This area IS NOT in a Special Flood Hazard Area(SFHA)as
determined by the Federal Emergency Management Agency(FEMA).

• L Explain,in detail,the proposed use of the properly.
To Build 1350 long-term storage units for public use, to range in size from 5 x 10 feet,internal
size,up to approximately 10 x 30 feet, internal size,and varying sizes In between.
2, Explain To how this proposal Is consistent with the intent of Weld County code,22(Comprehensive
Plan)
This Project is compatible with the comprehensive plan. In that it is located along the service
road of the I 25 Corridor in a natural area for commercial use.
3. Explain how this proposal Is consistent with the intent of Weld County code,chapter 23 (zoning)
and the zone,district in which it is located.
This proposed project,being conunercial in nature is a compatible use for this area and Its
proposed future use.
4. What type of uses surround the site?Explain how the proposed use is consistent and compatible with
the surrounding land uses.
Uses of surrounding area include,proposed residential developments to the south,now under
review by the town of Mead Colorado residential developments,directly across 125 to the west,a small
motorcycle racetrack on the service road to the south.to the north approximately 1 mile along service road
commercial radio tower area. And Some large individual acreage residents to the east.
The proposed long-term storage units would be a natural use of the area. In that so many
residential developments are being installed or proposed for the area. the long-term storage units,
• primarily being used by residential occupants. And convenient,certainly for the residential dwellers in
the area.
5. Describe,in detail,the following;
A. How many people use the site?
Given the amount of storage units(1350)ultimately I would expect that many people to use
the site,however,because of the nature of this utility would not expect any more than approximately
10 to 20 automobiles or people to visit this site on any one given day.
B. How many employees are proposed to be employed at the site?
This Site shall have the managers apartment and should not employ more than one person.
C. What are the hours of operation?
Estimated hours of operation,should be from 6 a.m.to 7 p.m. seven days a week.
D. What type and how many structures will be erected on the site?
The type of structure will be a combination of decorative concrete block on the outside
perimeter. The steel construction on the inside.Buildings will be a combination of several long buildings
divided into several units,each unit having a door of Its own.
E. What type and how many animals,if any, will be on this site?
• There are no plans to have any animals on the site.

The type of vehicles accessing the site. Most likely will be automobiles,of all sizes
small and medium-size pickups
G. Who will provide fire protection for the site?
Mountain View fire protection
H. What is the water source on the property? (both Then domestic and irrigation.)
Little Thompson water district. There is no irrigation.
I. What is the sewage disposal system on the property? (Existing and proposed)
Existing sewage disposal is septic tank and leach field,Proposed future,sewage disposal
will be septic tank and leach field.
J. If Storage or warehousing is proposed,what type of items will be stored.
Primarily personal items,homeowners may possess.
6, Explained the proposed landscaping for the site.The landscaping shall be separately submitted as a
• landscape plan map as part of the applications submittal.
Landscaping will consist of groundcover Pine bushes and small pine trees along the exposure to
the service road along I25 in front of the development. Otherwise there is a natural line of trees along
three sides of the prdpbsed development.
7. Explain a proposed reclamation procedures when termination of the use by special review activity
occurs. This Is Not Applicable to this project,according to County planning.
8. Explain how the storm water drainage will be handled on the site.
It is proposed to grade driveway areas in such a way as to collect water into one location,toward the
south end of project where it would be drained into an existing drainage pond. However the technical
drainage plan shall be submitted according to engineered plans,upon approval of this project.
9. Explain how long will take construct the site. And when construction and landscaping is scheduled to
begin.
Approximate construction time would be 12 to 16 weeks after building permits are issued,
landscaping to be completed as soon as buildings are completed.
10. Explain where storage and or stockpiled wastes will occur on the side.
A small dumpster position next to managers apartment.
