RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 54
BETWEEN COUNTY ROADS 15 AND 17
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Weld County Department of Public Works has recommended to the Board
that"45 M.P.H."signs be installed on County Road 54 between County Roads 15 and 17, in order to
ensure safety to the traveling public, and
WHEREAS,the Board has determined that said traffic control devices are necessary for the
protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"45 M.P.H." signs on County Road 54 between County Roads 15 and 17, for the safety of the
general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 12th day of July, A.D., 2010.

COLORADO SUBJECT: Study Speed Limit WCR 54 between WCR 15 & 17
A Request Resolution from the BOCC directing Public Works to install traffic regulatory sign (Speed Limit R2-
1) on WCR 54 between WCR 15 and WCR 17.
A traffic count on WCR 54 between WCR 15 and WCR 17 was performed in May 27, 2010, the
Average Annual Daily Traffic (AADT) was 2637 and the 851h percentile of speed was 53 mph. The
Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph
of the 85 percentile speed limit (page 2B-10). Other factors such as road characteristics, roadside
development, accident records, and shoulder conditions may be considered when establishing speed
limits.
I made a site visit to review the speed limit issues and road characteristics. WCR 54 is a paved arterial with
approximately 18 accesses onto WCR 54. Research into the recent accident records showed 2 accidents total;
both were injury accidents occurring in this segment of roadway in the past 4 years. There are sight distance
issues at two access locations that would require a speed of 45 mph.
Based upon the above information, I recommend that the speed limit on WCR 54 between WCR 15 and
WCR 17 should be increased to 45 mph.
