HomeMy WebLinkAbout20101029.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR ASSISTANCE PREPARING CONCEPT PLANS FOR WELD COUNTY CRIME LABORATORY AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for Assistance in Preparing the Concept Plans for the Weld County Crime Laboratory among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Finance and Administration, the Colorado State University Extension, and the Colorado Department of Local Affairs, commencing upon full execution, with further terms and conditions being as stated in said memorandum, and WHEREAS, after review, the Board deems it advisable to approve said Memorandum of Understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado,that the Memorandum of Understanding for Assistance in Preparing the Concept Plans for the Weld County Crime Laboratory among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Finance and Administration,the Colorado State University Extension, and the Colorado Department of Local Affairs, be, and hereby is, approved, with the condition that the Steering Committee be chaired by a Weld County Commissioner. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said memorandum. Long Date of signature: C/O 2010-1029 SO0031 MEMORANDUM OF UNDERSTANDING Between • Colorado Department of Local Affairs - Colorado State University Extension And Weld County, Colorado WHEREAS, the Colorado Department of Local Affairs, hereinafter DOLA, has contracted with Colorado State University Extension, hereinafter CSU, to provide technical assistance in a 15 county area of northern and eastern Colorado, and WHEREAS, the Weld County, hereinafter the County, has requested assistance through this program to assist the County in preparing concept plans for the County Crime Lab and WHEREAS, the DOLA and CSU desire to assist local governments and political subdivisions of the State that are experiencing social and economic impacts resulting from the development of energy/mineral resource industries in Colorado, and, WHEREAS, it is necessary and desirable to specify these services, the desired end products, and the responsibilities of both the DOLA, CSU, and the County in completing this project, NOW,THEREFORE, it is hereby agreed that: A.Scope of Work: Work has been requested to help the County compile lab information and layout designs for the configuration of a 24,000sqft regional crime lab to be located in Greeley, Colorado. The site location and layout is a consideration and a limitation on the site foot print of the structure. Design work is to coordinate lab, office, meeting, and facility space with a variety of agencies and the Lab Design Steering Committee. Work will basically follow these steps: a) Kick-off meeting with Steering Committee to discuss the goals of this effort and explore the information and criteria available that can help start the design process. The agencies are to bring their criteria to this meeting and where needed schedule follow-up meetings at the local offices to further discuss their individual needs. b) Follow up coordination will involve an estimated 3-4 meetings with agencies to review their individual needs. c) Alternate Design will proceed to look at the arrangement and sizes of the various units within the Lab. Work will illustrate 3 alternates in plan and sketch format. Design work may include some coordination meetings with the various agencies involved. Layouts and illustrations will be conceptual and illustrate the ideas proposed. Conceptual layouts for the building exterior will be illustrated but will not be based on structural considerations which are later design phase tasks. d) Steering Committee will then meet to review these alternates and decide which is the most desired configuration. The end product may be an assemblage of multiple alternates and may result in a couple layouts to carry to the next stage of design. It MOU-Weld County Crime Lab Designs 1 of 3 April 27, 2010 is anticipated that there may be a couple meetings under this design phase which might include meeting with other agencies or interested parties. e) Final design layout will be based on this input and result in more detailed illustrations and plans with cost estimates for the structure. Cost estimates will be based on basic square footage of the building and modified based on the type of construction desired. f) The Final Conceptual Design will be presented at the identified meetings with the agencies, steering committee and county officials. 4-5 meetings are anticipated for this task. g) With input from those final meetings a final set of plans and sketches will be prepared and assembled for the Steering Committee. Additional work includes assistance with layout of a flyer and other promotional material to help further illustrate and publicize this effort. Work products will include graphic illustration of the ideas presented. Final prints, plans and graphics will be submitted in printed form and all electronic files will be compiled on a CD for future County use. Final work products are not to be considered construction documents nor are they intended to present the final stage in this design process. No structural or other professional architectural services are implied by this scope of work other than conceptual design services. Our final report and plans are intended to be the first phase of a much larger project. Later phases include grant and funding requests and obtaining the services of architects and engineers in the preparation of construction documents. B.Cost Estimate Work will be billed to the County at completion of the final work task. It is estimated that work on the this project will require $4,500 to cover the student intern work, agency coordination, design supervision, expenses, follow up review and preparation of the design document. Project cost estimate is developed with 250 student hours (@ $16/hr) and approximately$500 reproduction-travel expense allocations. Weld County Funds: $ 4,500 Total Project Cost $4,500 C. Department and Community Responsibilities: CSU will provide the personnel and administrative oversight to accomplish the objectives as described. Student intern(s)will do all necessary research, plans, and prepare documents in accordance with this work scope. Supervision of the students and their work tasks rests with Michael Tupa, Community Development Coordinator for CSU. Don Sandoval will monitor the contract on behalf of DOLA. D. Period of Performance This Agreement will be deemed valid by the authorized signatures. It is anticipated that work can begin in mid May and completed over the following 3-4 months. E. Changes and Termination. The CSU Technical Assistance Program, the Colorado Department of Local Affairs, or the County may, from time to time require changes in the scope of Services of this Agreement. In MOU-Weld County Crime Lab Designs 2 of 3 April 27, 2010 the event changes are required they must be made with the agreement of all parties. Either party may terminate this Agreement by giving written notice of such termination and specifying the effective date thereof, at least thirty (30) days before the proposed date of termination. E.
