Yosemite Street, Suite 500 Denver, CO 80237-1829 Subject: Aurora Water—Fort Lupton Complex Pump Station Dear Mr. Hamre: The Department of Planning Services is in receipt of your electronic mail dated May 7, 2010 addressing Aurora's understanding of the proposed "Masterplan Approach" to land use permitting and the proposed approach for access to the pump station across lands identified as the Hill property. To your first point, Planning Services desires to clarify the "Masterplan Approach" as is the understanding of Weld County. Your letter dated March 19, 2010 indicates that Aurora will file a Master plan showing all infrastructure Aurora is proposing to construct as part of the land use application process. Weld County concurs with this approach. The County proposal is to create a series of Master plan documents as Aurora obtains release from the Division of Reclamation and Mining Safety and moves forward with the new portions of the master plan that have been activated for the Aurora Water —Fort Lupton Complex Pump Station. In other words, as the reclaimed cells are released by DRMS, Aurora will provide a new drawing suitable for recording delineating the current stage of the application, for instance if five cells of the total thirteen cells are utilized for the Fort Lupton Complex Pump Station, then a drawing delineating the five cells and the inter-relationship of each cell, including the piping, conveyance structures and associated improvements to the pump station complex will be provided. The final drawing will delineate all cells associated with the facility as approved by the Board of County Commissioners. To your second point, Planning Services will accept the recommendation from the Department of Public Works as outlined in their memorandum dated April 20, 2010 allowing the principle access to the pump station to be an easement across lands identified as the Hill property.
