RE: ANNUAL MEETING AND 2011 BUDGET HEARING-BEEBE DRAW LAW ENFORCEMENT
AUTHORITY
A public hearing was conducted on December 15, 2010, at 9:00 a.m., with the following present:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tern
Commissioner Sean P. Conway
Commissioner William F. Garcia
Commissioner David E. Long
Also present:

Director of Budget and Management Analysis, Donald D. Warden
The following business was transacted:
I hereby certify that pursuant to a notice dated November 12, 2010, and duly published
November 17, 2010, in the Fort Lupton Press, the Annual Meeting of the Beebe Draw Law
Enforcement Authority Board was conducted, and a public hearing was conducted to consider the
proposed 2011 Budget for the Weld County Beebe Draw Law Enforcement District Authority.
Donald Warden, Director of Budget and Management Analysis,stated the only order of business for
the Annual Meeting is to approve the minutes from last year's meeting. Commissioner Garcia move
to approve the minutes from the 2009 Annual Meeting. Commissioner Conway seconded the
motion, which carried unanimously.
Mr. Warden stated the Board sits as the Beebe Draw Law Enforcement Authority (LEA), and in
accordance with the creation of the District,the voters approved a 7.0 mill amount to supplement the
police services for the area. He stated, for 2011, the property tax amount to be raised will be
$12,866, in addition to approximately$1,000.00 for specific ownership tax from vehicles in the area.
He recommended approval of the total budget, in the amount of$13,866.00.
No public testimony was offered concerning this matter.
Commissioner Conway moved to approve the Resolution to Adopt Budget, in the amount of
$13,866.00. The motion was seconded by Commissioner Kirkmeyer. In response to Commissioner
Kirkmeyer, Mr. Warden stated the amount reflects both Districts 1 and 2, including the oil and gas
assessment and the reduction could be a result of various factors in the oil and gas production of
the wells. He indicated he will contact the Assessor's Office to determine why there was a
reduction. There being no further discussion, the motion carried unanimously.
(Clerk's Note: The Board was presented with the Resolution to Appropriate Sums of Money;
however, the motion was inadvertently omitted from the discussion. The Resolution was passed by
signature only.)

Commissioner Kirkmeyer moved to approve the Resolution to Set the Mill Levy, at 7.0 mills. The
motion was seconded by Commissioner Garcia, and it carried unanimously.
Commissioner Conway moved to approve the Law Enforcement Agreement and authorize the Chair
to sign. Commissioner Long seconded the motion, which carried unanimously.
There being no further discussion, the hearing was completed at 9:52 a.m.
This Certification was approved on the 20th day of December, 2010.
