VARIANCES DISCUSSFO CR POSSIBLE: '
1. Term of Commissioners - L to 6 years.
2. Could provide it is un to Commissioners whether one Commissioner be County Administrator or
a professional administrator to be appointed by Commissioners
3. Department heads could be appointed by County Administrator or by County Commissioners, or
by County Administrator subject to approval of County Commissioners
•4. Department heads serve at pleasure of County Administrator or County Commissioners (none to
be removed from Commissioner control to remove)-Parer to arpoint is power to remove.
5. County Administrator qualifications-
a. Due to base o2 existing qualified staff, does not require experience or training for a
County Government level administrator. Talents of agrarian experience fits anyone
the voters would elect for County Administrator duties.
b. Split County Administrator functions to 7 or 8 departments - each with technician to
report to County Administrator.
c. Get outside single administrator to coordinate and manage County Government Admrinistrat
5. Full time v. Part Time Commissioner - If relieved of citizen complaints by internal duditor
and relieved of administrative responsibilities, is full tine necessary,when it excludes
many from Commissioner position as they would have to give up job for 1 term and get back
• into job cycle when out of office. Part time could have lower salary. CR is full time
necessary to keep up on all County developments and business, and would sacrifice too much
for good job if done on part time basis only. Tendency of 5 members to give priority to
the outside job.
