HomeMy WebLinkAbout20253315 Resolution Approve Intergovernmental Agreement for Transfer of Licenses and Maintenance for Cisco Webex Videoconferencing Systems, and Authorize Chair to Sign Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and Whereas, the Board has been presented with an Intergovernmental Agreement for the Transfer of Licenses and Maintenance for Cisco Webex Videoconferencing Systems between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Information Technology, and the Colorado Judicial Department, Office of the State Court Administrator, commencing upon full execution of signatures, with further terms and conditions being as stated in said agreement, and Whereas, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Intergovernmental Agreement for the Transfer of Licenses and Maintenance for Cisco Webex Videoconferencing Systems between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Information Technology, and the Colorado Judicial Department, Office of the State Court Administrator, be, and hereby is, approved. Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign said agreement. The Board of County Commissioners of Weld County, Colorado, approved the above and foregoing Resolution, on motion duly made and seconded, by the following vote on the 8th day of December, A.D., 2025: [Insert Resolution Attestation Block Post Meeting] 2025-3315 IT0014 °nf CA— I'DR iof 4Z BOARD OF COUNTY COMMISSIONERS PASS-AROUND REVIEW PASS-AROUND TITLE: Colorado Judicial Department video arraignment ownership transfer DEPARTMENT: Information Technology DATE: 12/2/2025 PERSON REQUESTING: Ryan Rose Brief description of the problem/issue: In November of 2020 Weld County procured Cisco video arraignment equipment at the cost of $248,899, with an end-of- life expectancy of seven years. This equipment was initially obtained to perform video arraignments for the Weld County Sheriffs Office and Judicial District 19. The technology has been instrumental in facilitating video arraignment interactions between these entities and others across the state and country. The Colorado Judicial department has since centralized judicial district video arraignment from county entities. Weld County is requesting to transfer the ownership of 12 Cisco Webex video conferencing systems to the Colorado Judicial Department for continued operational support for all Judicial District 19 systems located in Greeley. One of the key benefits of this transfer is that the Colorado Judicial Department will assume responsibility for ongoing annual maintenance and support costs, as well as the future replacement of the units in 2027. This shift in responsibility is projected to save the county approximately $10,000 annually in maintenance costs and $210,000 when it comes time to replace the units in 2027. Weld County will retain ownership of video arraignments units utilized by the Weld County Sheriff's Office. Weld Count legal has reviewed the IGA. What options exist for the Board? Transfer ownership of units to the Colorado Judicial Department or retain ownership. Consequences: Transferring the units will save significant funding and standardized Judicial services and support. Impacts: Weld County cost savings with no operational impact. Costs (Current Fiscal Year/Ongoing or Subsequent Fiscal Years): Cost saving: $10,000 OPEX Annually $210,000 CIP expenditures in 2027 Recommendation: Information Technology recommends that the Board grant approval for the Chair to sign the attached agreement. PARTIES. Weld County purchased several Cisco Webex videoconferencing systems for Judicial's use in the 19th Judicial District approximately three years ago in response to the COVID-19 pandemic and the resulting need for remote appearance technology. Weld County now wishes to transfer ownership of those systems to Judicial,and Judicial will assume all maintenance and licensing costs associated with the transferred systems. The Parties are entering into this agreement pursuant to the authority set forth in C.R.S. § 29-1-203(1). 3. TERM OF THE AGREEMENT. This Agreement shall be effective upon being fully executed by the Parties and shall continue indefinitely. 4. RESPONSIBILITIES OF THE PARTIES. A. Weld County will take any action(s)necessary to transfer ownership of 12 Cisco Webex videoconferencing systems,each with a product name of"Room Kit Plus P60"and part number of"CS-KITP-60-K9,"to Judicial. Each Webex videoconferencing system consists of three primary hardware components: (1)WebEx Codec Plus—Part#CS- CODEC-PLUS; (2) WebEx Precision 60 Camera—Part#CTS-CAM-P60;and(3) WebEx Room Navigator Control Unit—Part#CS-T10-TS.
