Proposed Use Requested use of present nature includes storage of commercial equipment and vehicles in and to the west of the 2-unit metal building (small outside area 100' x 200'x. We would also like to include these anticipated commercial uses for the metal building that are allowed by special review: farm equipment sales and repair, home business, storage, fabrication, auto storage, and repair. This property has been and will continue to be used as a residential horse property, with animal boarding and training, as well as other uses allowed in the Agricultural Zone District. Also requested is conforming status for the front house as a caretaker residence for those taking care of the animals on the property. The front house is located near Weld • County Road 6 on the south end of the property. The house has been in existence since 1971. The back house is located at the north end of the property. It was built in 1999. Both houses are occupied by those taking care of all of the animals on the property. The property was purchased with the 2 houses from the Weld County Trustee in 2008 by Troy and Judy Hefner. 2. Comprehensive Plan We believe the proposed use fits well with the long term goals of the Weld County. We believe this property is uniquely located in an area that can support the proposed use and is compatible with the region. It encourages the agricultural and commercial uses that it can accommodate because of its location. The following policy goals are found in Sec 22-2-20 Agriculture goals and policies of the Weld County Code. Goal 9. "Reduce potential conflicts between varying land uses in the conversion of traditional agricultural lands to other land uses." • Policy F. 6.2 "Support opportunities, such as, yet not limited to . . . home business." Page 1 of 6 • • USR QUESTIONNAIRE 4343 CR 6 PROPERTY • TROY &JUDY HEFNER Policy 7.2 "Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region." Policy 6.3. Encourage multi-generational, caretaker, guest and accessory quarters. Strategy A.6.3.a. Develop land use regulations that allow for auxiliary housing, without an attachment or square footage requirement, on agricultural lands that are suitable for those uses. This would include those units that are now considered nonconforming. Regulations could address compatibility and impacts associated with such housing. Section 22-2-120 1 R Policy 9.3. "Provide for appropriate housing suitable as caretaker quarters or accessory units." • Section 23-2-30 G A Policy 7.1. "County land use regulations should support commercial and industrial uses that are directly related to or within the agricultural areas, when the impact to surrounding properties is minimal, or can be mitigated..." We believe the proposed use fits well with the goals of Weld County in both preserving the agricultural use and encouraging commercial uses on properties that are located next to like commercial uses. 3. Zoning The property is in the Agricultural zone district and is approximately 10 acres. 4. Uses surrounding the site The property is bordered on the west by the Althen Boyer Commercial Unit Development. This includes the Jeeps Unlimited salvage yard and AARV Auto and RV Storage on the adjacent property to the west. The City and County of Broomfield • borders the property on the north, east, and south. The property to the east is a residential horse property, which is screened by buildings and trees. It helps to ease the transition from the commercial development on the west to the residential horse property on the east. Proposed employees Approximately 2-5 employees will be using the building. Animal care will be performed by those living in the residences. c. Animals • Animals include farm type animals, horses, and dogs. Animal Units will not exceed 4 per acre as allowed by Agricultural zoning. Vehicle Traffic Access to this site is by Weld County Road 6, which is maintained by the city and county of Broomfield. It has a 60 ft right of way. Proposed use includes a hard surface access approach made of recycled asphalt to prevent mud from reaching the roadway. Parking areas have been noted on the plat map. Vehicles utilizing the site are estimated to be as follows: Semi truck or dump truck, w/or w/o trailer, 2 per day Passenger vehicles driven by employees, 2-5 per day Delivery vehicles 2-3 per week Tenant vehicles 4-5 per day • Horse owners 1-3 per day g. Fire protection Fire protection is provided by the Mountain View Fire Department. h. Water source Water is supplied by Central Weld Water District. CWWD is serving both of the dwellings on one account. They are billing an extra charge of$3.50 per month for each dwelling. Please see their attached rate sheet with explanation of multiple dwelling or business units and a copy of a bill showing the additional $7.00 charge. They are prepared to provide the water to the building for the bathrooms, and will add an additional monthly fee for each additional usage. Sewage disposal There are currently 2 septic systems on the property for the residences. Septic permit information for both systems has been provided. Proposed use will include an addition of two bathrooms in the metal building and the installation of a new septic system for the building for the bathroom purpose. The system will be engineered to handle the proposed use and future uses that may occur. j. Items to be stored Commercial tools and equipment, excavating and landscaping equipment and supplies, vehicles, farm equipment, animal feed, personal household items, • agricultural items. Outside storage area (100' x 200' area west of the metal building) may include 2- 4 semis, 2-4 lowboy, flatbed, or semi trailers, 2-4 tractors and equipment, and landscaping supplies. Please note that this area is small and could not accommodate all of the items listed at one time, but a much smaller combination of the items listed. 6. Landscaping Approximately 25 trees and bushes were planted within the last few months, as well as grass around the residences. The trees are watered with an automatic soaker hose watering system. The remainder of the property is covered in natural grasses, which is not irrigated at this time and will be grazed or mowed as necessary. The landscaping is compatible with existing adjacent lots and land uses. The property is basically flat, with a low spot on the north side of the barn. The Bull Canal runs through the north end of the property and the ditch bank is 1-2 feet higher • than the surrounding land. Parking areas are noted on the map. Page 5 of 6 • • . Storm water drainage Water drainage on the property has been well established for many years with the existing property configuration. There is no noticeable runoff from bordering properties. The water absorbs into the ground fairly quickly. Any excess water drains to a low area north of the barn, encompassing about an acre. The Bull Canal also cuts across the north side of the property. We do not believe that the water would ever enter the Bull Canal because of its high ditch banks. The entire surrounding area would have to be highly flooded for this to occur. • Plans and computations for a water quality feature have been included. 9. Construction Time We will need at least 6 months from approval time to construct the bathrooms and septic system, and water quality feature. 10. Storage or stockpile of waste There will be no stockpiling of wastes. All wastes will be disposed of promptly in the dumpster, which is emptied weekly. Additional dumpsters or pickups will be acquired if necessary. Trash outside of the dumpster will not be allowed. Dumpster will be screened or concealed so it is not visible from outside of the property. Any waste generated that will not go in the dumpster, will be properly disposed of immediately and removed from the property. Fluids collected from maintenance of equipment will be collected and taken to a disposal facility such as Autozone or Checker when full. Any wastes that can be recycled will be recycled. Trash or derelict vehicles will not be • allowed to remain on the property.
