RE: APPROVAL OF WYOMING MINERAL CORPORATION, SURFACE RECLA-
MATION PLAN.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , at a regularly scheduled meeting of the Board of
County Commissioners , held the 8th day of August, 1977 , the
Board reviewed the surface reclamation plan proposed by Wyoming
Mineral Corporation, in compliance with Development Standard
No. 13 of the Special Use Permit issued to Wyoming Mineral
Corporation, which requires :
The surface of the site shall be leveled and seeded
in accordance with the recommendations of the Soil
Conservation Service. Documents detailing seeding
mixtures and reclamation procedures shall be sub-
mitted for the approval of the Board of County
Commissioners on or before July 1, 1977, and
WHEREAS, the Board has reviewed the recommendations of the
Weld County Planning Commission for approval of the surface
reclamation plan, and has heard the comments of the staff of the
Department of Planning Services ,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that Wyoming Mineral
Corporation' s surface reclamation plan is in compliance with
the Development Standards of the Special Use Permit, and is
hereby approved.
BE IT FURTHER RESOLVED by the Board of County Commissioners ,
that the reasons for approval contained in the Planning Commis-
sion Recommendations dated July 19 , 1977 , be, and hereby are,
incorporated as the findings of fact of the Board of County Com-
missioners in this matter.
The above and foregoing Resolution was , on motion duly made

Moved by Bill Elliott that the following resolution be
introduced for passage by the Weld County Planning Commission :
Be it Resolved by the Weld County Planning Commission that the
application for site approval of surface Reclamation Plan Approval
covering the following described property in Weld County ,
Colorado , to-wit :
be recommended ( favorably ) ( fV3Q U9 ) to the Board of County
Commissioners for the following reasons :
1 . The request complies with the requirements of Development
Standard #13 of Wyoming Mineral Corporation' s Special Use Permit
which states :
"The surface of the site shall be leveled and seeded in
accordance with the recommendations of the Soil Conservation
Service. Documents detailing seeding mixtures and
reclamation procedures shall be submitted for the approval
of the Board of County Commissioners on or before July 1 ,
1977. "

A tract of land situated in the El of Section 24, T1ON, R62W,
of the 6th P.M. , Weld County, Colorado with considering the east
line of Section 24 as being N 00°58' W and with all bearings contained
herein relative thereto is contained within the boundary lines, which
begin at a point which bears N 27°06'30" W, 3065.77 feet from the
Southeast corner of said Section 24 and runs thence N 34°12 ' 10" W,
278.40 feet; thence N 43°57'40" E, 893.83 feet; thence S 46°33' 30" E,
202.02 feet; thence S 13°28' 15" E, 426.86 feet; thence S 84°13'40" W,
453.02 feet; thence S 43025'25" W, 377 .33 feet to the point of
beginning, containing 7 .4725 acres more or less.

We received the Grover Uranium Solution Mining Test Site Reclamation -- -
Plan for comments.

We as the Soil Conservation Service assisting the West Greeley Soil •
Conservation District have the following suggestions :

1. Under the heading of PHASING: We would recommend the seeding be
done after December 15th and before April 15th. The plan calls
for warm and cool season species of grass to be planted. The
wheatgrasses are cool season. If planted in fall, they could
germinate and die if a warm fall is encountered. The grass needs r----
four leaves to survive the winter.

2. Under the heading of MONITORING: (a) Specify four strands of _ ,,,_�
barbed wire attached to posts not spaced greater than 20 feet
apart. (b) Strike out the word "service" in the last sentence.
TABLE I
The pounds of seed per acre should be specified in pounds of pure live
seed per acre. The amount of seed per acre is high for the conditions
they will be planted under. There should be no more than 20 pure live
seeds planted per square foot to insure a good stand. The table should
be set up for the amount of each seed when planted alone. If planted
in equal proportions, then one-eighth of each amount of seed should be
planted as suggested in the following table. �e

The Big Sagebrush (Artemisia tridentata) should be left out of
the planting. It is not found in the plant community of the area.
3. Application method for Western Wheatgrass should be listed as
drilling.

This letter is to let you and the Planning Commission know that a
Mr. Steve Gash, who is working on the Grover Solution Mining Test
Site Reclamation Plan contacted me today. It was in regards to the
letter dated June 28, 1977 to the Planning Commission asking for
comments on the revegetation of the test site.
He stated the changes are being made in accordance with the letter.
The grass seeding rates will be higher than those suggested in the
1. #; letter but these recommendations were for the minimum requirements
and the plan is to go for the maximum amount of seed required.
Otherwise they have adopted the recommendations fully.
If further information is required, please let me know.
