WHEREAS , the petition of Rodney Westberg, Roggen, Colorado,
for a conditional use permit for a radio tower on a parcel of
land in the Northeast Quarter of Section 21, Township 1 North,
Range 61 West of the 6th P . M. , Weld County, Colorado, being

WHEREAS , the above described parcel of land is located in an
agricultural zone as set forth in the Weld County Zoning Resolution,
and
WHEREAS, the above described parcel of land is below the
minimum lot size of 80 acres required in an agricultural zone, and
WHEREAS , Section 3 . 3 .D. 4 .r of the Weld County Zoning
Resolution authorizes such a use in the agricultural district on
the grant of a conditional use permit by the Board of County
Commissioners , and
WHEREAS , the petitioner was present, and
WHEREAS , the Board of County Commissioners has considered all
the testimony and statements of those present, has studied the
request of the petitioners and has studied the recommendation of
the Weld County Planning Commission , and having been fully
informed and satisfied that the requested use complies with the
Weld County Comprehensive Plan and the provisions of the Weld
County Zoning Resolution;

Commissioners , Weld County, Colorado, that the application of
Rodney Westberg for a conditional use permit for a radio tower
on the above described parcel of land be, and hereby is , granted,

The above and foregoing Resolution was , on motion duly
made and seconded, adopted by the following vote this 18th

for passage by the Weld County Planning Commission:
Be it Resolved by the Weld County Planning Commission that the
application for radio tower
covering the following described property in Weld County,
Colorado, to-wit:

1. The proposed radio tower facility is in compliance with the Weld County Com-
prehensive Plan since it will be utilized in agricultural operations for

2. The Weld County Engineering Dept. has indicated there are no apparent engineer
ing problems with the request.
3. The Colorado Geological Survey has indicated there are no expected geological
hazards at the proposed site.
4. The Weld County Health Department has indicated the proposal is not in conflict
with any County or State Health Regulations.

Development Standards
1 . The permitted uses on the hereon described parcel shall be a radio tower
approximately 118 feet in height and all uses permitted by right in the
Agricultural District as set forth in Section 3.3(B) of the Weld County
Zoning Resolution.
2. The Conditional Use Permit area shall be maintained in such a manner so
as to prevent soil erosion, fugitive dust, and the growth of noxious
weeds.
3. The Conditional Use Permit shall be limited to the plans submitted and
governed by the development standards stated above and all applicable
Weld County regulations. Any changes to the plans and/or development
standards shall require approval of another Conditional Use Permit be-
fore such changes shall be allowed.
The Weld County Planning Commission held a luncheon meeting on Tuesday,
October 5, 1976, at the Holiday Inn, Greeley, Colorado at 12:00 noon.

Mr. Ron Heitman presented a letter from Mr. Weigand asking to be replaced
as Vice Chairman of the Weld County Planning Commission. A unanimous vote
placed Chuck Carlson in the position.
Mr. Fortner presented the proposed budget for 1977.
The Weld County Planning Commission held a scheduled meeting on October
5, 1976, at 2:00 P.M. , in the Weld County Commissioners' Hearing Room,
1st Floor, Weld County Centennial Center, Greeley, Colorado

DISCUSSION: Mr. Westberg stated that they have a radio tower for their farm
use and use their own frequency. It's a 100 foot tower. (w/18 ft. antenna) Has
about 6400 acre of dry land and that is alot of ground to cover if some-
thing breaks down. Mr. Tom Honn read the staff comments as follows: The
Weld County Planning Commission staff recommends that this request be
approved for the following reasons: (1 ) The proposed radio tower facility
is in compliance with the Weld County Comprehensive Plan since it would be
utilized in agricultural operations for communication on the farm. It

Mr. Honn read the staff re mendatio as follows: The Weld County
Planning Commission staff re men that this request be approved for the
following reasons: (1 ) The p sed rabbit and worm farm agrees with the
Weld County Comprehensive Plan aid plan states: "Expansion and
development of agri-busines nd a iculturally oriented industry will be
encouraged, provided thes enterpris do not adversely affect the total
economy or environment." It is felt at with the design of this operation
there is little chan for adverse impa on the surrounding environment.
(2) It is the opi on of the Planning C ission staff that this proposed
operation is i ompliance with the provis ns in Section 3.3(E)(2) of the
Weld County ning Resolution. The propose se will be compatible with
the sur ding area, in harmony with the cha ter of the neighborhood and
existing agricultural uses, compatible with fut e development in the area,
and will not adversely affect the health, safety, nd welfare of the in-

This tower is to be used in our agricultural operation.
It is for a business band radio communication system. This is
a large farm with most fields several miles from the home place.
The radios will be in the tractors and pick-up trucks so that
the operators can communicate with each other and can call in
to the base at the house. The tower is 118 feet high to give
clear communication over the entire farm.

We have reviewed the conditional use permit request for a radio tower by Mr.
Rodney Westberg. Considering the proposed land use and the expected geologic
conditions of the site, it appears that there is no geologic reason why this
application should not be approved. We do recommend, however, that a soils
and foundation investigation be prepared prior to final plans and construction
to ensure a safe and long-lasting structure.

Included in this unit arc G-ume soils with loam and light clay loam
subsoil. Also included ',.717 some some leveled areas .
Typically the surface lo, t Is brown 1 'om about 3 inches thick. The
subsoil is brown to pale 'ouma heavy lay loam to light clay about
20 inches thick. The :c` .treturn, to a -Depth of 60 inches , is a silt
loam or loam.
Permeability is slow. loilable water ' --nacity is high. Effective
routing depth is 60 in. hos de more . Surfaces runoff is slow and
erosion hazard is low.
Where irrigated this soil is suited to all crops adapted to this area,
including corn, sugar bc'--ts , beans , alfalfa , small grains, and onions .
An example of a suitable cropping system is alfalfa 3 to 4 years
followed by corn, corn for silage , sidar beets , small grain , beans and
back to alfalfa. Some c oonservati.on pr:ar tices such as land leveling ,
ditch lining and pipellaee may he needed for proper water applications.
All methods of irrigation are suitable with furrow irrigation the
most common type used. e nyard manure. and commercial fertilizers
are needed for top yield along with maintaining good organic matter
content.
This soil is well suited to winter wi‘ett , barley and sorghum, with
alternate years being, e su mar fallow, Winter wheat is the principle

crop. if the crop of winter wheat should fall due to winter kill ,
spring wheat may be seeded . Normally , prccii: i ' r,tiun is too low to
make beneficial use of fertilizers .
(Mod cultural practices such as stubble mulch farming, strip cropping
and minimum tillage are nr:'ded to combat wind and water erosion.
Terracing may also be one: d to control eater erosion.

half and leaving half of the total annual production. Seeding is
advisable if range is it 'cor condition. Sideoats grama, little
bluestem, western wheatgc :rns , blue grama , pubescent wheatgrass and
crested wheatgrass are suitable for seeding. The grass selected
should meet the seasonal requirements of livestock. For successful
.seding , a clean , firm, ,i glum stubble -- prepared the growing
season prior- to seeding — or a firm, prepared seedbed and grass

Windbreaks and envirotots sidl plantings are generally well aoltei on

are best adapted to this inil . Wildlife habitat development , including

years . Under irrigation good wildlife habitat developments coold he
established that would ie nefit many binds of openland wildlife.
This Weld soil has a goad potential for urban and recreational
development . The prix g: limiting soil features for urban development
are the shrink-swell `al of the eileumil as it wets and dries
and the soils limited : aility to support a load . lawns , shrubs
and trees for beautifieafion will do well.
