SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL
• REVIEW(USR) QUESTIONNAIRE
1. Explain, in detail,the proposed use of the property.
The property is the home and farm of the Amen family. The Amen's wish to operate Amen Oilfield Service,
Inc. from the site. They have designated a portion of one steel building to store equipment and a fenced area
to park trucks, trailers, a grader, scrapers, backhoes and trenchers.
Amen Oilfield Service, Inc. construct oil and gas facilities. Large equipment is not serviced or repaired on site.
Colorado Machinery in Fort Collins repair and service the equipment at the construction sites. Repairs to
trailers are done at North American Manufacturing east of Evans. Repairs to the 6 one-trucks are done at
Spradley Barr Ford in Greeley. These trucks are currently serviced at the site approximately every two months.
Servicing takes about 30 minutes per truck. Mr. Amen is willing to service the 6 trucks if necessary to limit
employees time at the site.
No washing of equipment will be done on site.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan.
The proposed use is consistent with the following Goals and Policies of the Weld County Code:
G. A.Goal 7. County land use regulations should protect the individual property owner's right to request a land
use change.
2. A.Policy 7.2. Conversion of agricultural land to nonurban residential, commercial and industrial uses should
• be accommodated when the subject site is in an area that can support such development, and should attempt
to be compatible with the region.
22-2-10.B. The intent of the agricultural Goals is to support all forms of the agricultural industry and, at the
same time, to protect the rights of the private property owners to convert their agricultural lands to other
appropriate land uses.
A. ECON.Goal 1. Encourage the expansion of existing businesses and the location of new industries that will
provide employment opportunities in the County.
2. ECON.Policy 1.2. Promote the expansion and diversification of the commercial economic base to
achieve a well-balanced commercial sector in order to provide a stable tax base and a variety of job
opportunities for County citizens.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning)
and the zone district in which it is located.
Section 23-A-1 allows for an oil and gas support and service facility to be located within the Agricultural zone
district upon approval of a Use by Special Review Permit.
4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with
surrounding land uses.
Surrounding properties are agricultural in nature. Little, if any impact should be felt by neighbors. A six-foot
wood fence surrounds the buildings and storage area.
5.a. How many people will use this site.
• Four family members including Mr. Amen and a maximum of 11 employees.
•5.b. How many employees are proposed to be employed at this site.
Amen Oilfield Service, Inc. employs up to 12 people, including Mr. Amen.
5.c. Hours of operation.
Employees meet at the site around 6:30a.m. each morning and leave around 7:00a.m. Typically the
employees work a 10 to 12 hour day off site before returning to the yard to retrieve their personal vehicles.
Amen Oilfield Service is on 24 hour call so on rare occasions workers may be at the site at different hours of
the day. An employee may be at the site for short periods to service the one-ton trucks.
5.d. Type and number of structures to be erected (built)on this site.
An existing 80' x 128' steel shop is proposed to be used for storage.
5.e. Type and number of animals, if any,to be on this site.
Currently there are alpaca, llama, horses, chickens, ducks, peacocks, dogs, and cats. The number and type of
animals on the site does not remain consistent but will stay within the numbers allowed in the Agricultural
District by the Weld County Code.
5.f. Kind of vehicles(type,size,weight)that will access this site and how often.
Currently the business consists of 5 backhoes, 2 scrapers, 1 road grader, 5 flatbed trailers and 6 one-ton
trucks. Only the one-ton trucks move to and from the site daily. Usually, the one-ton trucks would only be
parked at the site outside of work hours and large equipment remains off-site until completion of a job.
•5.g. Who will provide fire protection to the site.
Platte Valley Fire Protection District in Kersey.
5.h. Water source on the property(both domestic and irrigation).
The site is currently serviced by a well which allows for ordinary household purposes inside not more than three
single family dwellings, the watering of poultry, domestic animals and livestock and the irrigation of not more
than one acre of home gardens and lawns.
We are proposing that this well remain as permitted and that bottled water and a portable toilet with a hand
sanitizing unit be allowed.
County Staff has requested that the existing well be re-permitted as commercial so that it may accommodate
an employee restroom. Re-permitting of this well to commercial would eliminate all outdoor watering. This
would drastically impact the agricultural operation and landscaping on the site. A restroom would be needed
very seldom given that employees are on the site only long enough to pick up equipment and vehicles. The
loss of all outdoor watering is excessive given the debatable need for a restroom.
Mr. Amen owns 1 share of Neres Canal water for irrigation.
5.1. Sewage disposal system on the property(existing and proposed).
The residence on the site has an existing septic system. We are proposing to use a portable toilet with a hand
sanitizing unit for the business.

5.j. If storage or warehousing is proposed what type of items will be stored.
• The 5 backhoes, 2 scrapers, 1 road grader, 5 flatbed trailers, 6 one-ton trucks and the trenchers will be stored
within the fenced area. All other storage within the fenced area is not related to the business. The steel
building will store hand tools, employee lockers and uniforms, tires, ladders, hoses, air compressors and other
miscellaneous oilfield tools and supplies.
6. Explain the proposed landscaping for the site.
The site is screened by a six foot wood fence. No additional landscaping or screening is proposed.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity
occurs.
No reclamation will be necessary. The building will revert back to agricultural uses.
8. Explain how the storm water drainage will be handled on the site.
Stormwater from the developed portion of the lot drains to the southeast. A low area on the property naturally
collects storm water. This low area is adequately sized to meet drainage requirements.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
All construction is complete with the exception of an portion of the fenced storage area where Mr. Amen may
wish to put crushed asphalt in the future. The drainage plan did take this area into consideration.
10. Explain where storage and/or stockpile of wastes will occur on this site.

Wastes are removed from the site.
Todd and Rhonda Amen own all mineral rights for the property, therefore, no mineral owners notification is necessary.

The Amen property naturally retains most stormwater. The attached map shows elevated
portions of the property as well as the direction of storm water flows.
Stormwater within the improvement area flows in an southeasterly direction. A low area on the
property naturally collects storm water. This low area is adequately sized to meet drainage
requirements.
Only a small amount of water comes from off-site. Property lines are bordered by roadways,
ditches, and the peaks of hills. AU of these features limit water from off-site.

• Traffic
The vast majority of the traffic to and from the site is via County Road 49. County Road 49 has
been designated an Arterial roadway making it well suited to handle traffic from Amen Oilfield
Service. From County Road 49 to the entrance of the property vehicles must cross 800 feet of
County Road 38. County Road 38 is a well maintained gravel roadway.
The access from County Road 38 onto the property has been adequately designed to handle
large equipment.
The interior roadway has been laid with crushed asphalt along with traffic areas behind the service
shop. Some of the area southwest of the shop is currently covered with gravel. This area may
also be covered with crushed asphalt at a later date.
Currently the business vehicles and large equipment consists of 5 backhoes, 2 scrapers, 1 road
grader, 5 flatbed trailers and 6 1-ton trucks.
Employees meet on the site in the morning and drive to the worksite in the 1-ton trucks.
Equipment is transported via the 5 flatbed trailers when necessary. The equipment does not
return to the site on a daily basis.

• Dust Abatement Plan
Off-site dust related to the business will be minimal. Traffic will travel from County Road 49,
which is paved, to County Road 38, which is a well maintained gravel road.
