The Weld County Council met in regular session in full conformity with the Weld Qo,unt
Home Rule Charter, Monday, April 18, 2011, 6:30 p.m. at the Weld County Centehniat)
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Don Mueller. Councilwomen
Perry Buck and Ginny Buczek and Councilmen Charles Tucker and John Kivimaki were
present, constituting a quorum of the members. Also present was Chris Woodruff, Tucker
Morrell, Boy Scout Troop 13 Representative, and Karla Ford, Council Secretary.
APPROVAL OF AGENDA:
Councilwoman Buck made a motion to approve the April 18, 2011 agenda. The motion
was seconded by Councilman Kivimaki and carried.
APPROVAL OF MINUTES:
Councilwoman Buck made a motion to approve the March 21, 2011 minutes. The
motion was seconded by Councilman Tucker and carried.
PUBLIC COMMENT: There was no public comment.
PROGRAM REVIEW:
Weld County Assessor Christopher Woodruff distributed the Abstract of Assessment for
2010, which breaks down valuations for all taxing in Weld County and total amount of
taxes as they generate from the property tax. There was a reduction of property taxes
collected in Weld County from 2009 and 2010. This was due to the reduction in oil in
gas valuations.
2011 is a year for reappraisal in the state of Colorado. All Colorado counties are
completing the process. Weld County does the reappraisal on a two year cycle. All
property was reappraised through 6/30/10 for the 2010/2011 year. Sales from 7/1/09 -
6/30/10 were used —which sales were analyzed to estimate values. State law does
prohibit the use of any data after 6/30/10 in 2011/2012 valuations. By the time people
receive their tax value information, the data is a year old. Mr. Woodruff has suggested
going to an annual evaluation to many legislators as the system does not make much
sense to the residents or property owners. Foreclosure re-sales which occurred
between 7/1/08 - 6/30/10 were also considered. Foreclosures currently make up 30%
of the overall market transactions.
The reappraisal forecast for the 2012 collection/budgets are as follows: the vacant land
and residential values going down, commercial and industrial values flat, Ag land value
going up and the oil and gas starting to recover. The overall county values may depend
on oil and gas.
The Notice of Value will be mailed on May 1, 2011. Owners can protest during the
period of May 1 — June 1, 2011 by contacting the Weld County Assessor's office by
appointment, email or letter. Mr. Woodruff with be formally presenting the assessment

role on 2nd Monday in July to the Board of County Commissioners, which allows them
to will see the numbers after protests and what the decisions were. The districts will get
their preliminary certifications of values on August 25, 2011.

Coordinator Reports
Councilwoman Buck attended the Progressive 15 meeting spring conference in Akron.
Upcoming Meetings
The Council was invited to an Elected Officials Meeting on April 26th, Upstate Colorado
Annual Meeting on April 28th, North Colorado Leadership Prayer Breakfast on April 30th
and the Greeley Chamber of Commerce National Tourism Week Luncheon on May 10th

Councilman Kivimaki a motion for the mileage to be paid as listed below:
Mileage for Councilman Don Mueller $ 9.55

Mileage for Councilman John Kivimaki $ 44.10

The motion was seconded by Councilwoman Buczek and passed.
