Proposed Use Bigfoot Turf is an agricultural operation which has been family owned and operated since 1979. We specialize in raising sod for the residential, commercial and municipal markets serving the front range of northern Colorado. In the fall of 2001 we build a baseball field so that our oldest son could have a fall wooden bat league team. The league required each team to host games and no fields in the surrounding area would open their fields up in the fall so we decided to build a baseball field on our farm. Since that first year, the Bigfoot baseball field has had limited use by adult baseball leagues, the Colo. University and University of Northern Colo. club baseball teams, the Greeley Boys and Girls Club baseball teams, local high school baseball teams and this past fall, by a 13 year old Greeley Evans Youth team who practiced on the field because they couldn't get practice time on a field at the Greeley Evans Youth complex. 2. Consistency with Chapter 22 of the Comprehensive Plan Section 22-2-20 item B. 3. A. Policy 2.3 Encourage development of agriculture and agriculturally related businesses agri-entertainment. • Our baseball field encourages the public to enjoy agricultural land and be entertained at the same time by allowing them to watch their friends and/or family members' baseball games while out in the country. Section 22-2-10 E states: In keeping with the intent of the preamble of the Weld County Charter"to provide uncomplicated, unburdensome government, responsive to the people," development in rural areas provides opportunities for land divisions that are exempt from subdivision regulations and allow land use by small agricultural operations and home businesses. Our baseball field is a small business which gives us the ability to support our sod farm, agricultural operation thru advertising, name recognitions and good will. Section 22-2-20 item F. 4. A. Policy 6.4 Encourage agri-tourism. Review land use regulations to ensure that they are consistent with this policy and that they support agri- tourism. Our baseball field is viewed by quite a few people who have heard about our Colorado "Field of Dreams" and want to tour the facility. Our field helps support agri-tourism. It gives urban people the opportunity to experience agriculture first hand and to see how agricultural operations contribute to the community and the well being of area youth. 3. Compatibility with Chapter 23 of the Comprehensive Plan Section 23-3-20 J lists Public parks and Public recreation facilities as being a"Use allowed by right". A Private park and Private recreation facility is the same use as a Public park and Public recreation facility so it's a consistent use with the Public "Use • allowed by right". If the code allows public parks and recreation facilities by "use allowed by right", then a private park and private recreation facility use is also consistent. 1 Section 23-3-40 C. 8 allows Recreational Facilities such as waterskiing lakes Commercial Recreation Facilities. Our baseball field is another Commercial Recreation Facility thus allowed by the County Code. • 4. Consistency with surrounding land uses The surrounding irrigated farm ground to the east, south and west of the field is covered with sod. A baseball field is 95% sod so the baseball field fits in well with the surrounding use. Besides the infield dirt, warning track and backstop, which make up a small percentage of our baseball field area, no person could distinguish our baseball field from our sod fields. We grow sod on our farm ground and sod on our baseball field making the baseball field consistent with the surrounding uses. To the north of Bigfoot field is Bob Easton's Valley View Air Park which he uses as his base of operations for his aerial application business. Valley View Air Park is also used by recreational pilots who fly ultra light and self propelled hang gliders along with regular aircraft. Valley View is also home to a remote controlled model aircraft club who use the air field mostly on the weekends for recreational flying of their remote control airplanes. The baseball field is consistent with the current, surrounding recreational uses. 4A. In the future,the land surrounding our baseball field will most likely be used for residential housing. Our baseball field will blend in nicely with a residential community setting and satisfy open space requirements. Our baseball field will be a valuable amenity for a future residential environment. 5. Descriptions a. Storage and stockpile of wastes Bigfoot Turf supplies trash cans at field and empties them daily into a dumpster, serviced by Waste Management, located at our office. (See Attachment 4) 11. Dust control • The office parking area and the baseball field parking area is covered with pea gravel which suppresses dust. The road from the office area to the baseball field is partially irrigated with a center pivot sprinkler which helps with dust control and Bigfoot Turf uses EnviroTec to apply mag. Chloride on the road if road dust gets bad. In regards to the complaint from Any Martinez, Mayor of LaSalle: Martinez's complaint was based solely on his perceived danger for the kids to be driving on CR 49. Martinez obviously failed to research Colorado statistics before filing his complaint. We contacted the Colorado State Patrol and received the following data(see attachment 5). The chances of being involved in an accident are 8 times greater on Hwy 85 than on CR 49. Valley High School student athletes will ride to our field on a school bus which will never even drive on CR 49. Valley High School students and fans are going to be safer because of the fact that they won't have to drive on Hwy 85 as much as they did when games were at the LaSalle fields. The baseball players will also be safer while playing on our field than on LaSalle's because our field is maintained properly. LaSalle's infield is basically a large bowl which retains water. This muddy and inconsistent playing surface is dangerous for the athletes because of inconsistent ball hops. LaSalle's transition from infield dirt to grass (known as lips) has been allowed to rise in elevation from lack of maintenance. These lips create an unsafe condition which sometime causes hard hit baseballs to unexpectedly fly up and hit players in the face causing injuries. • Valley baseball players will be playing on a Major League quality playing surface that is maintained with the same techniques and cultural practices as Coors field in Denver. 3 General Information Applicant: • Greg Johnson for my 89 year old father H.
