Dear Phil:
This letter is in response to your letter dated January 12,2011,addressed to the Weld County Board
of County Commissioners regarding the Town of Firestone's Urban Growth Boundary (UGB).
First off, the County would like to thank you for taking time to address the Fire District's concerns
with respect to the Town of Firestone's 2010 Master Plan Update and,more specifically,their Urban
Growth Boundary (UGB).
It appears that the primary theme in your letter centers on notice, or lack thereof. Although the
County firmly believes in transparency and open discussions with its neighboring counties and
communities within our borders,we have no jurisdiction or authority when it comes to dictating to a
community how it disseminates information. Some communities choose to notify residents of Master
Plan changes solely within their corporate limits,while other communities choose to notify residents,
not only within their respective corporate limits,but outside them as well. In some cases,the County
receives a referral or notice of a community's intent to modify or amend their Master Plan.When the
County receives such a plan it is informational only and the County stores the document for future
reference. The County is not responsible for sending notice on behalf of a municipality.
With this said, Weld County applauds your efforts to work with other special districts and
municipalities to be more open and to talk about potential impacts, e.g. loss of service area and
property taxes. Taking action upfront to engage in talks with Firestone will undoubtedly put them on
notice in the future and ensures that Firestone sends the Fire Districts adequate notice.

Dear Commissioners,
The purpose of this letter is in reference to the proposed growth area for the Town of Firestone.
We recently received a map indicating the growth boundary for the Town of Firestones extends
well into the western and northern areas of the Fort Lupton Fire Protection District.
First off, I must advise that at no time has the Town of Firestone contacted the Fort Lupton Fire
Protection District in reference to the proposed growth boundary. We also were not aware of any
hearing pertaining to this matter which would directly impact the service area and tax revenue
base of the Fort Lupton Fire Protection District.
We believe it would be more effective and reasonable to engage in open discussion regarding this
matter when a proposal would have significant financial impact to neighboring jurisdictions and
affect service delivery to these areas. The proposal easily exceeds six miles to the east from
existing town limits in an attempt to include the railroad, river, and two major highways within
their growth boundaries. The fire district does not view this as reasonable, prudent, and effective
growth projection. The Weld County Commissioners have been very effective in evaluating the
benefit to all entities involved and this would appear to benefit only the Town of Firestone.
In any case, we strongly oppose this plan and find the proposed map before Weld County as an
opportunity to try to stake a claim for the future acquisition of as much land as feasibly possible.
This growth would not appear to be reasonable or achievable in the near future. Therefore we do
not believe that it should be approved.
