RE: ACTION OF THE BOARD CONCERNING PETITION FOR ABATEMENT OR REFUND
OF TAXES - RPM PROPERTIES, RLLP
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, at
a duly and lawfully called regular meeting held on the 28th day of February, 2011, at which
meeting there were present the following members: Chair Barbara Kirkmeyer, and
Commissioners Sean P. Conway, William F. Garcia, David E. Long, and Douglas Rademacher,
and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, with said Assessor, Christopher Woodruff, being
present, and taxpayer, RPM Properties, RLLP, not being present, and
WHEREAS, the Board of County Commissioners has carefully considered the attached
petition, and is fully advised in relation thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Board concurs with the recommendation of the Assessor and
the petition be and hereby is, denied, and an abatement or refund be denied as follows:

Comments: The subject is a francise mini-lube garage and there are are no comparable
sales located in the subject's immediate area. Thus, comparables were selected from
the Denver metro market to determine market value. The sale prices for these
properties typically include the equipment, francise opportunity, and goodwill which
inflates the price above what the building and land alone are worth. Using the
comparable sales from the Denver market area, the sold price range for other mini-lube
properties was $134.74/sf to $664.19/sf; with the average price per square foot at
$331.47; and the median price per square foot at$298.51. The highest priced sold
properties had the best locations, largest site size, and/or had car wash bays. The
subject was built in 2006 on a slightly above average size site, and has a decent location,
thus$375/sf is reasonable based on the comparable sales. The subject was completed
near the end of 2006 and there is no income/expenses for the time trend period. The
subject was purchased just after the time trend period for$1,225,000 on 9/29/2006.
This price included equipment, opportunity, and location. We suggest a subject value of
$864,375 ($375/sf).
After evaluation of the property, Elite Property Services Inc. recommends a value of
$864,375.00.
