Box 758 Greeley, CO 80632 Re: Public Service Company of Colorado — Proposed 24" Cherokee Natural Gas Pipeline Project: Local Government Notice and Consultation Pursuant to C.R.S. § 29-20-108(4)(a) Dear Commissioner Kirkmeyer: I am writing to you regarding the local government notice and consultation process initiated by Public Service Company of Colorado ("PSCo") with Weld County pursuant to requirements under C.R.S. § 29-20-108(4)(a) ("Statute"). Specifically, I am writing as a follow- up to our most recent meeting held on September 13, 2011 during which we discussed PSCo's contemplated siting and permitting of a new natural gas pipeline facility to provide a natural gas supply to the Cherokee Generation Station (the "Cherokee Pipeline Project"). As you know from our communications, the Cherokee Pipeline Project is part of PSCo's implementation of the Clean Air-Clean Jobs Act, which involves the replacement and conversion of Cherokee's coal- fired units with new natural gas-powered units that will produce 921 MW of power. The Cherokee Pipeline Project will involve approximately 34 miles of new 24" steel pipeline from a new natural gas facility in Ft. Lupton to the Cherokee Station. We believe that our meetings and other communications to date satisfy the consultation process contemplated under the Statute. Your comments and other information have been very useful to us, and we are most appreciative of your willingness to participate in those discussions. Nevertheless, please inform me if there are any additional land use issues regarding the site selection and development of the Cherokee Pipeline Project which have not been addressed in our communications to date. We will continue to keep you apprised of our plans for siting the project, and will of course be in communication as we move forward with the Use by Special Review (USR) Pre- Application.
