RECEIV ROLL CALL: The meeting was called to order by President Don Mueller. Councilwomen Perry Buck and Ginny Buczek and Councilmen John Kivimaki and Charles Tucker were present, constituting a quorum of members. Also present was Commissioner Long, Judy Griego, John Kruse and Council Secretary Karla Ford. APPROVAL OF AGENDA: President Mueller requested an executive session to discuss a personnel evaluation be added to the end of the agenda. Councilwoman Buck made a motion to approve the November 14, 2011 agenda with the addition. The motion was seconded by Councilman Kivimaki and carried. APPROVAL OF MINUTES: Councilwoman Buczek made a motion to approve the October 17, 2011minutes. The motion was seconded by Councilman Kivimaki and carried. APPROVAL OF REPORT TO THE PEOPLE: Councilman Kivimaki made a motion to approve the 2011 3rd Quarter Report to the People. The motion was seconded by Councilman Tucker and carried. PUBLIC COMMENT: There was no public comment. PROGRAM REVIEW: Commissioner Long, Human Services Director Judy Griego and John Kruse came to update the council on the reorganization of entry points to Human Services. Handouts were distributed. Commissioner Long gave an introduction about the Reorganization of Entry Points to Human Services. The results of the reorganization was a comprehensive process of identifying visitor needs, a uniform method of delivering services and reduce duplication of efforts. Improved efficiencies from the restructure and reorganization will result in a more fiscally responsible department and increased staff productivity. It will improve the department's ability to provide customer satisfaction and will provide a uniform department face. There will be customer navigators with the most knowledge put out front to get people where they need to go. Paperwork will be scanned right at the front desk and sent to the area/service the resident is applying for. This should help with efficiency and time. John Kruse discussed that with unemployment going up, public assistance has greatly increased. With the uncertainty of health care reform coming up, numbers could continue to increase. The new entry points with Human Services will help with trying to better teach those coming in about programs they are qualified for and not duplicating applications for things people do not qualify for. Goal is to try to be a model in the state for this point of entry process. The department wants to provide better customer service for residents. In res tbhes-jo Chu tbilma`n Mueller, Mr. Kruse stated that this change of minimizing points of contact should help prevent fraud. Weld County is very aggressive with fraud preventi¢ v j:u The reorganization was to look at the new model, which created a reduction in force effective November 15. The department posted new positions internally to give people the opportunity to look and apply for other positions within the department. There will be new and existing staff. There have been about four people who have chosen to go into a different field. The new process will help find the gaps. The training and transition with staff will be starting soon and continue through the spring and summer. In response to Councilwoman Buczek— Ms. Griego stated that the federal and state emphasis is access, very little on accountability. These areas push the county to require less documentation for benefits. She also stated that when federal dollars shrink, the county dollars will shrink and the department is continuously looking at different ways to cut costs. OLD BUSINESS: 2012 Budget Work Session Council President Mueller attended the 2012 Budget Work Session. NEW BUSINESS: Notebook Change Section "N" of the council notebook had a few revisions regarding Employee Performance Evaluations. Incoming Correspondence A packet of information from the Federal Energy Regulatory Commission was delivered to the council regarding the LaSalle Pipeline Project. The Council Secretary will contact Chair Kirkmeyer with this information. Upcoming Meetings/Events The Council was invited to the Weld 150th Celebration and the Town/County Dinner on November 21st and the Elected Officials Meeting on December 19th. Coordinators Report Councilwoman Buczek will be in Mark Udall's office in Greeley on November 19th interviewing candidate nominations for the Military Academy. Weld County Council Minutes November 14,2011 Page 3 of 3 Payment of Bills Councilwoman Buck made a motion to pay bills as listed below: Mileage for Councilman Don Mueller $ 17.65 Mileage for Councilman Charles Tucker $ 36.38 Mileage for Councilwoman Ginny Buczek $ 36.92 Mileage for Councilman John Kivimaki $ 50.02 Mileage for Councilwoman Perry Buck $ 16.58 The motion was seconded by Councilman Kivimaki and passed. EXECUTIVE SESSION: At 7:36pm, Councilwoman Buczek made a motion to go into executive session to discuss an employee evaluation. This is authorized by C.R.S. 24-6-402 (4) (f) (I). The motion was seconded by Councilman Kivimaki and carried. During the session, the council discussed the employee evaluation. At 7:48pm; Councilman Kivimaki made a motion to come out of executive session. The motion was seconded by Councilwoman Buck and carried. Councilman Kivimaki made a motion to accept the employee evaluation as discussed in the executive session. The motion was seconded by Councilwoman Buczek and passed.
