Dear Sirs:
In reference to the proposed commercial rodeo and roping arenas South of and adjacent to CR6 and
approximately 1,800 feet East of CR 31, I would like to state my objection. This rodeo has been going on
for three years in violation of numerous codes. The arena is within two feet of our property line. Every
time they have a rodeo, my property is inundated with trash including deliberately broken beer bottles
thrown as far as a man can pitch them. I have put garbage cans at the corners of my property to try to
reduce the problem only to have trash thrown within a few yards of the trash cans. The noise from the
mariachi music is so loud it is obnoxious even while driving a diesel tractor or inside my house with the
Won.
Livestock is always allowed to run free in spite of multiple complaints. It is not uncommon to have as
many as six drunken riders chasing a single steer across our property. These people have no respect for
property or people. They respond to complaints with name calling and epithets. Newly planted grass
has been severely damaged by this behavior.
• Over the last three years there have been at least a dozen stables and one human dwelling built on
the property without permits. I am quite sure that none of these buildings meet even the most
minimum of rural codes.
It is also not uncommon for the people using this property to shoot raptors using shotguns and to
throw beer bottles on our property and shoot them with a 22 rimfire rifle. Hawks and vultures are shot
routinely and at least one bald eagle has been killed.
Included is a photo of the view from our house. How would you like to look at this from your patio?
Sanctioning a rodeo will only make this worse. Last week our house was appraised for a refinance. We
were told that this view seriously devalues our property. Adding a rodeo of the type that has been
visited upon us in the past would make this property virtually unmarketable.
Currently, there is a rodeo operating%3 mile to the West of us. It is quiet, attractive, and very
welcome in the way it is run. The proposed operation is a totally different proposition.

Dear Sirs;
This proposal is insulting. Ever since Juan Soto rented this property out for a commercial rodeo
we have so many problems.Trash, excessive noise, abuse of property, animals running loose,
destruction of fencing and hiding behind a foreign language so resolution of problems cannot be
achieved in a timely manner. There have been a multitude of police calls from neighbors about noise
and code violations toward the Soto property. Would you want this property next to your house?
• The noise is so excessive that we cannot enjoy our patio when they have the rodeo; every
summer weekend when it was running. Patios are expensive and time to enjoy them is priceless. This is
just one reason why we've grown in our opposition to a commercial operation.
They only had port-a-potties at one event. And does a domestic well allow for so many people
and animals at one time? Soto's property isn't that large it's just a small portion cut off of our 63.8
acres. The rodeo arena, parking, and non-permitted stall enclosures are probably within 5 acres. There
is another 5 acres for the rental house and more non-permitted animal enclosures, directly on the fence
line. Also, I have seen a person living in one of the trashy buildings in the back of the property.
Currently adequate sanitation is highly questionable.
I personally have witnessed the immigrants cut the bottom fence, brace the middle wire on the
top of the post and drive the Mexican cattle onto our property. When I objected they grinned stupidly
and said "No English". I've seen them drop the posts to the ground to push the bigger cattle through
more quickly. When I confronted the group about the destruction;they just got intimidating,trying to
stare me down.
And those buildings... rickety, non-permitted, some on the fence line; also the arena is within 2
feet of our property line.
I know other cultures treat animals differently, but some of the animals on Soto's property have
looked pretty damaged. Goats with broken legs,a horse left with a foot infection for weeks(a huge
swollen mass on one hoof), a horse with a deformed or broken nose, and a German shepherd with

cherry eye(not treatable a vet told Juan). Are these injuries normal?These animals quickly disappeared
• when someone noticed I was looking at them.
Please do not allow case USR-1763 to pass. As an owner of the property behind Juan Soto's I am
very concerned as to what it will do to the value of not only our property, but those of our neighbors'.
Soto's property going commercial doesn't fit into our idea of a quiet rural community.

We are opposed to the above project for the following reasons:
• Greatly Increased traffic on both road 6 and 31.
• Noise created by the loudspeakers and music which has been such that it can be heard inside of
our house with the windows closed.
• Trash that is either thrown out or blows out of the trucks and trailers.
• More livestock than is currently present which is frequently on others property or on the roads.
• We are not opposed to having an arena for personal use training horses, but we are opposed to having a
Commercial Rodeo and Roping Arena that close to our home.

Please accept this email as my written objection on the above listed Project Proposal, USR-
1763 Juan Soto. I would like for this response to be considered as a part of the Planning
Commission Hearing that is scheduled for December 7th, 2010. I was planning to attend this
meeting in person, but will not be able to due to a schedule conflict at work.
My name is Barron Davis and I live at 14989 Weld County Road 6, Fort Lupton, CO 80621. I am
strongly opposed to this proposed project and I believe that for the reasons outlined below,
it will very negatively impact our neighborhood and it should not be allowed. In the past,
Rodeo's have been held at this location with very undesirable consequences. Loud music is
played that I can hear from within my house, the announcer's voice can be heard over the loud
speaker from within my house, outside my house I can hear the loud voices of the spectators,
the traffic up and down our roads increases significantly before, during and after the event,
and trash accumulates along the roadside as the rodeo goers throw beer bottles and other
•rash out of their vehicles as they come and go. The increased traffic wears down our dirt
roads and increases the amount of maintenance that the County will be required to perform to
keep them in passable condition. The pens and arenas that have been constructed are of very
poor quality and their appearance detracts from the surrounding residences. Overall it is a
significant disturbance to the peace and tranquility of our rural community, is very
undesirable, and will drive our property values down. Again, I strongly oppose this project
and ask that you deny the request. If you have any questions for me I can be reached at the

Request for special use permit for the holding of rodeos
To Whom It May Concern;
We wish to submit our comments against the issuance of the special use permit referenced above.
Our properties are located on Tate Avenue between WCR 6 and WCR 8, and our concerns are as
follows:
Traffic:
During the months that Mr. Soto has indicated the Rodeos will be held, and have in fact been
held for several years we have seen an increased number of trucks and horse trailers accessing
WCR 6 from WCR 8 via Tate Avenue.
1) These vehicles cause an increased amount of dust and debris in the air surrounding our
homes
2) They do not obey the speed limit set for this road, which causes an increased hazard for those
of us who live in the area
•Noise:
It has been our experience from the Rodeos Mr. Soto has held in the past that these functions
DO NOT end at 8pm in the evening. They may not be holding the events after that time but the
"festivities" DO continue, most of the time well into the night. Mr. Eberly has in fact complained to the
Weld County Sheriff's office in the past when at 2am in the morning the music was still blaring and
continuous gun shots were heard.
Liquor and Fire Arms:
It has been noted by a number of Mr. Soto's neighbors that when these functions are held
there is drinking on his property (even though his application states that there will be no liquor)
evidenced by the amount of liquor related trash that is left around. This is of great concern because
the number of the people who drink will also drive off of the property, and are fairly certain to be in an
impaired state.
It has also been noted by a number Mr. Soto's neighbors that fire arms have been present and
have been used to kill raptors and even target practice which has not been confined to Mr. Soto's
property. Combining this irresponsible use of fire arms with the presence of liquor, and the fact that
the shooting can be heard throughout the night (10, 11, 12 o'clock and even into the early morning
hours) is a MAJOR concern for those of us who live in this area.
Sanitation:
Though we do not see the same type of rubbish experienced by Mr. Soto's close neighbors,
we can still see remnants of the "festivities" along the roads where bottles, cans and even case
•containers have been left (not only along WCR 6 in the vicinity of the property, but also thrown out the
window as they drive away from the area). Though Mr. Soto indicates that containers will be present
for waste to be deposited in (even one of his neighbors has done so), participants and those
"working" the event have made little effort to make sure that the refuse is properly disposed of.

Animal care and welfare:
It has been noted by several neighbors that Mr. Soto does not maintain the property in such a
vvvay as to keep the livestock present confined to his property. We are aware that this area is still
considered open range; however for an animals' wellbeing and safety they should not be allowed to
wander unattended. These animals could easily wander onto the paved roads around this area that
see quite a lot of heavy truck and car traffic where the speed limits are 45, 55 and 65 mph and not
only be killed but end up killing unsuspecting drivers; they could wander into yards and hurt other
animals or children who happen to be present; there are any number of hazards that they could
unwittingly succumb to because they have not been properly penned and maintained.
It has also been noted that wounded and/or sick animals have been seen on Mr. Soto's
property and it is a concern to us how these animals are cared for and who will oversee these
activities to make sure that when injuries and illnesses occur that the proper care / action is taken to
address them.
Mr. Soto has been sighted for holding these events without the proper permits, and has continued to
do so even after he was sighted; this in addition to the disrepair of the facilities and the lack of
concern and respect shown towards those that live in the area by those that attend and "work" the
event does not instill any confidence that there would be any changes for the better should the permit
be issued.
It is our opinion that the issuance of this permit would negatively impact not only the land values in
the area surrounding this location but also the lifestyles of the people who live in this area.
We respectfully request that the issuance of this permit be denied.
