Since CWSL is a closed facility, financial assurance is for post-closure care only. The insured amount is based on the CWSL Financial Assurance Plan dated March 2007. Section 1.8.3 (C) of the Colorado Regulations Pertaining to Solid Waste Disposal Sites and Facilities, 6CCR-1007-2, requires an annual adjustment to the post-closure financial assurance cost estimate by using the implicit price deflator(IPD) for the gross domestic product. The IPD for 2011 is 1.009 as confirmed with the Colorado Department of Public Health and Environment. The 2010 financial assurance cost estimate for post-closure care was $690,721 for the remaining 16-year post-closure period. The 2011 cost estimate is provided below. It is the 2010 estimate multiplied by the IPD and adjusted for the remaining post-closure period, which is now 15 years. $690,271 x 1.009 x 15/16 = $652,953 A copy of the enclosed certificate has been placed in the CWSL operating record.
