The Colorado Department of Transportation(CDOT) plans to remove the Union Pacific Railroad Overpass (CDOT Structure No. B-17-C); two miles north of the town of Nunn in Weld County. AREA OF POTENTIAL EFFECTS The Area Potential Effects(APE)for this project measures out from the intersection of US Highway 85 and the recorded segment of the Union Pacific Railroad. The APE measures 4,600 feet from its widest point from east-to-west and 5,100 feet at its longest north-to-south. A September 21, 2011 field survey found the surrounding topography is open prairie with no structures within a two-mile radius of US Highway 85. Please refer to the enclosed illustration indicating the project's APE boundaries. METHODOLOGY AND SURVEY RESULTS On September 21, 2011, CDOT-Region 4 Senior Staff Historian Robert Autobee conducted a field survey of the project corridor for historic resources. Autobee also conducted research at the Weld County Clerk and Recorder's Office in Greeley and the Hazel E. Johnson Research Room at the Greeley History Museum. CDOT Staff Bridge gives the date of construction for the resource as 1961. FraserDesign of Fort Collins surveyed the overpass as part of the 2008 Historic Bridge Inventory. Between 2008 and 2011,the Office of Archaeology and Historic Preservation(OAHP) issued Fraser Design site number 5WL.6310 for the overpass. The 2008 Inventory has not been officially submitted by CDOT or reviewed by the Colorado State Historic Preservation Office(SHPO). Included with this letter is a Bridge Inventory Form with a determination of eligibility for 5WL.6310. Project plans indicate the replacement of the old overpass and the construction of a new feature will take place above a previously unrecorded segment of the Union Pacific Railroad(5 WL.1969.77). ELIGIBILITY DETERMINATIONS Union Pacific Railroad Overpass(5WL.6310): The Colorado Department of Highways (CDOH) constructed the overpass in 1961. CDOT's Staff Bridge and the Colorado Bridge Enterprise were unable Qt9YnmuA_AUo N(15 CC PL Pto C!} 2011-2664 IO- ID- / / /U, 7_�� Mr.Moreno September 23,2011 Page 2 to provide an exact distance from the roadway's deck and the Union Pacific Railroad(5WL.1969.77) below. The design of the overpass is similar to other highway bridges and conveyance features constructed by CDOH during the 1950s and 1960s. Located on an isolated stretch of US Highway 85 in Weld County, the overpass has no historic connection to the construction of the Interstate highway systems during the 1950s to the 1970s. The September 21 field survey found there is no historic significance in the design,materials, setting and feeling of 5 WL.6310. Therefore, CDOT has determined that 5 W L.6310 is not eligible under NRHP Criteria A and C. 1,500-foot segment of the Union Pacific Railroad (5WL.1969.77): This is the first recordation of this segment of the Union Pacific Railroad in northern Weld County. The entire Union Pacific Railroad was found eligible to the National Register of Historic Places in 1993. Originally known as the Denver Pacific Railroad,the line linked Denver to the transcontinental Union Pacific Railroad. As a component of the first successful attempt at railroad construction in Colorado, CDOT concurs with previous determinations that the Union Pacific Railroad in Weld County is eligible to the NRHP under Criterion A. The rails, ballast and ties have all been recently upgraded. However,these upgrades have not altered the resource's historic setting, feeling and association. The Union Pacific through Weld County remains eligible under NRHP Criterion C. Because the railroad has maintained its setting, feeling and historic association,this segment supports the overall eligibility of the resource. EFFECTS DETERMINATIONS The project will remove the overpass and replace the structure with a new bridge with a working life of 75 years. The project will require temporary and permanent easements around the railroad during construction. Please refer to the enclosed project plans for additional details. Union Pacific Railroad Overpass (5WL.6310): In 2009, CDOT's Staff Bridge found corrosion in the overpass' superstructure and heavy section loss in the girders beneath the joints. CDOT is concerned that these and other currently minor structural issues could eventually result in major structure and safety issues. Staff Bridge has recommended replacing this feature with a new overpass. Based on the September 21,2011 field survey, CDOT has determined that the structure is not eligible to the NRHP under Criteria A and C. This office has determined that the replacement of the old feature and construction of a new overpass will result in no historic properties affected. 1,500-foot segment of the Union Pacific Railroad (5WL.1969.7fl: The new design will require fewer spans than the existing overpass. This will result in a more open viewshed beneath the highway. The project will realign a yet undetermined length of railroad 20 feet to the west of the existing line to make way for the new spans. Realignment of the tracks will impact a minimal portion of the overall resource. Therefore, CDOT has determined there will be no adverse effect to 5WL.1969.77. As a local government authority with a potential interest in this project, we welcome your comments regarding our determination of eligibility and effects. General Description (should include both on site as well as geographical setting with aspect, landforms, vegetation, soils, depositional environment, water, ground visibility): The site crosses an isolated portion of Weld County beneath US Highway 85. The topography around the track is flat, open prairie with an earthen berm supporting US 85 over the railroad. The nearest permanent water is Lone Tree Creek. The Creek is approximately 1.5 miles east of the recorded segment. Various weed species comprise the vegetation in the immediate vicinity. A dirt roundabout formed after many years of vehicles turning around to head southbound on US 85 is located 300 feet northwest of the intersection of the track and highway. The soil in the project corridor is light brown sandy with some clay and the depositional environment is alluvial. On the day of the survey the ground visibility was more than two miles. According to the Colorado Department of Transportation's Staff Bridge Section, the overhead clearance for this 1,500- foot long segment of the Union Pacific Railroad beneath the overpass (5WL.6310) is approximately 23.3 feet. The segment contains a single standard-gauge track, resting on a bed load of coarse angular gravel several feet above the surrounding landscape. The segment runs diagonallyfrom northwest to southeast beneath the overpass. There is no signaling equipment or crossing gates in the recorded segment. The track is within eight feet of the third overpass pier looking northeast. Grasses and weeds grow over the berms supporting the overpass and the highway. 7. Original use: Railroad 8. Current use: Railroad 9. Modifications (describe and include dates): The rails and ties have been replaced since the original railway line was constructed during the early 1870s. A significant portion of the bed load probably has been replenished since the original graded alignment was built. Research was unable to find if this segment had been realigned. 10. Extent of Entire Resource: The first segment of the Denver Pacific (the original owners of today's Union Pacific alignment) between the Colorado-Wyoming border and Evans was completed between September 15 and December 17m 1869. Denver Pacific completed line between Evans and Denver between May 8 and June 22, 1870. The alignment remains in use today. This segment is 1,500 feet long and 20 feet wide. 11. Associated Artifacts: Stones of various shapes and sizes form the ballast along the track bed. 12. Historical/Archival Data: The Denver Pacific Railroad is significant in Colorado history as the first railroad to enter Colorado and provide passenger and freight service to the Territory's settlers. In September 1869, track laying began at Cheyenne, Wyoming to establish a connection with the Union Pacific coming out of Nebraska into Colorado. Operations reached the Colorado state line by October 4 of that year and continued to Evans before winter suspended operations that December. The line from Evans to Denver took six weeks to complete in May and June 1870. Union Pacific Railroad (UPRR) was incorporated as a consolidation of the original Union Pacific Railroad Road (chartered in 1862), the Kansas Pacific and the Denver Pacific in January 1880. Because of a national economic depression, the line went into receivership in 1893. Management was reincorporated the Union Pacific in July 1897. Research was unable to determine if this segment of the railroad had been aligned resulting from the construction of the overpass in the early 1960s. The line remains in service. 17. The first generation of Colorado entrepreneurs were responsible for the arrival of the Union Pacific to Territory in the 1870s and its subsequent growth during the late 191h- early 20th centuries. It was built in 1960 by the Domenic Leone Construction Company,using structural steel fabricated by the Burkhardt Steel Company. VI. HISTORICAL ASSOCIATIONS 33. Historical background: Comprised of parallel rows of relatively shallow,rolled I-beams set over piers and abutments, steel stringers were the simplest type of all metal spans. The Colorado Highway Commission published its first design standards for steel stringer bridges in 1914. These early structures featured I-beams with depths ranging from 12 to 24 inches,which could cover a range of spans between 16 and 36 feet. Because of their flexibility and economy, steel stringer bridges received widespread use on Colorado highways from the 1940s to the 1960s. Research was unable to find any significant individual involved in the design or construction of 5 WL.6310. 34. Statement of significance: This structure is a standard design of Rolled I-beam Steel Stringer built as a grade separation on a U.S. highway. Although built during a period of extensive highway construction during the mid-20" century 5WL.6310 has no significant historic association with the interstate system or a noteworthy engineer or designer. The structure shows signs of aging or corrosion in various sections. The overpass's physical integrity is fair, but likely to age rapidly allowed to remain in place. CDOT has determined that 5WL.6310 is not eligible to the NRHP under Criteria A and C. 44. Assessment of historic physical integrity related to significance: Since the early 1960s,the structure has carried vehicular traffic with its superstructure and substructure unaltered. The overpass's guardrails and deck have undergone moderate alterations since the 1970s. The original guardrails remain in place,but the addition of Thrie beams at the approaches represents a major alteration to the structure's overall physical integrity.
