RE: APPROVE SERVICE EXPANSION REQUEST AGREEMENT AND AUTHORIZE CHAIR
TO SIGN -ACS GOVERNMENT SYSTEMS, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Service Expansion Request
Agreement between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, and ACS Government Systems, Inc., commencing August 1,
2011, and ending December 31, 2016, with further terms and conditions being as stated in said
service expansion agreement, and
WHEREAS, after review, the Board deems it advisable to approve said service
expansion agreement, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Service Expansion Request Agreement between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, and
ACS Government Systems, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 13th day of July, A.D., 2011.

SERVICE EXPANSION REQUEST NO. 2010-01 ("SER")

Related Agreement: Purchase of Service Agreement between Weld County and ACS Government
Systems, Inc. (ACS)dated February 6, 2008,as amended(the"Agreement")
All terms defined in the Agreement and its amendments shall have the same meaning ascribed to them
therein when used in this Service Expansion Request. Pursuant to Sections 1 and 12.1 of the Agreement,
Client hereby requests that ACS perform the additional services described below. The County may, from
time to time, require changes in the scope of the services of the Contractor to be performed herein
including, but not limited to, additional instructions, additional work, and the omission of work
previously ordered. Such changes, including any increases or decreases in the amount of the Contractor's
compensation, must be mutually agreed upon in writing by the County and the Contractor in accordance
with Section 1 of this Agreement.
Description of Services:
ACS will provide one additional FTE for the duration of the contract, one new Data Analyst.
This position will replace the county position currently residing in the Weld County Department
of Human Services. With this position, ACS will assume the scope of work currently provided
by the Human Services Data Analyst as described in the attached job description.
Term:
This SER will be effective on August 1, 2011, with charges prorated based on the actual start date
of the individual filling the position. Although the SER will be coterminous with the Agreement
dated February 6, 2008,the Client may terminate the SER at any time by providing ACS with
written notice of such termination received by ACS at least sixty(60)days prior to the intended
date of termination.
Payment:
The additional amount to be paid by the Client to ACS under this SER will follow payment terms
included in the Agreement, including the annual increases, which will be applied each year
effective on January 1. ACS will invoice the Client monthly beginning August 1, 2011 in the
amount of$7,666.67 for this SER.

DATA ANALYST
SUMMARY: Collects,evaluates,and prepares research and/or other complex statistical data for the Department of
Human Services. Prepares statistical and narrative reports and recommendations, and participates in the analysis
and interpretation of data as appropriate. Develop and implement measurement systems that will collect data from
multiple sources and put together in reports that can be used by management to understand outcomes of current
business practices and as basis for strategic planning purposes.
DUTIES AND RESPONSIBILITIES
1. Develops data collection instruments;develops and utilizes instruments and methods for the evaluation and
quality control of research or operational data.
2. Collects, analyzes, interprets, and summarizes data in preparation for generation of statistical and analytical
reports.
3. Maintains appropriate records of research methods and results.
4. Designs specific databases for collections,tracking,and reporting of research data.
5. May provide a variety of professional,fiscal,administrative, and/or clerical services to department.
6. Develops and implements methodology for accessing data from State systems that warehouse client data.
7. Performs miscellaneous job-related duties as assigned.
KNOWLEDGE AND SKILLS:
• Records maintenance skills
• Knowledge of research methodology,principles and procedures
• Ability to communicate effectively,both orally and in writing
• Ability to prepare research reports and proposals using Cognos and/or Crystal Reports
• Ability to utilize stastical computer software
• Ability to gather and analyze statistical data and generate reports
• Skill in the use of personal computers and related software applications
