Dear Mr. Rademacher:
This letter is in response to a request the Department of Health Care Policy and Financing
(Department) received from Judy Griego, Director of Weld County Department of Human
Services, to explain the Department's delay in providing Non-Emergent Medical Transportation
(NEMT) brokerage services for Weld County. Weld County's Board of County Commissioners
notified the Department on June 23, 2010, of the County's request to be included in the new
NEMT broker's contract, rather than manage its own NEMT.
The Department originally planned to issue the Non-Emergent Medical Transportation(NEMT)
Request for Proposals (RFP)by July 1, 2011. Due to limited resources as well as Medicaid
reform efforts and the major procurements associated with it,the NEMT RFP was put in the
queue behind three other major procurements. As a result, the Department was not able to
complete the procurement within the initial timeline. The Department has received approval to
extend the current contract until December 31, 2011; therefore, the scope of service cannot be
altered and Weld County cannot be added to it. When the new contract is in place, Weld
County's NEMT will be included.
We recognize that Weld County planned to have county-required brokerage services in place by
July 1, 2011, and that ceasing to provide NEMT, even for a short time, is not an option. As a
possible interim solution, Weld County may be able to contract directly with LogistiCare or
another NEMT broker during the contract extension period. The Department can provide Judy
Griego with a list of broker contact options.
