ROLL CALL: The meeting was called to order by President Don Mueller. Councilwoman Perry Buck and Councilmen John Kivimaki and Charles Tucker were present, constituting a quorum of members. Councilwoman Ginny Buczek was excused. Also present was Commissioner Chair Barbara Kirkmeyer and Council Secretary Karla Ford. APPROVAL OF AGENDA: Councilwoman Buck made a motion to approve the December 19, 2011 agenda. The motion was seconded by Councilman Tucker and carried. APPROVAL OF DOCUMENTATION: Councilman Kivimaki made a motion to approve the correction to the October 17, 2011minutes. In the 7th paragraph under Review Program the budget year should be corrected to 2012. The motion was seconded by Councilman Tucker and carried. Councilwoman Buck made a motion to approve the November 14, 2011 minutes. The motion was seconded by Councilman Kivimaki and carried. PUBLIC COMMENT: There was no public comment. PROGRAM REVIEW: Weld County Commissioner Chair, Barbara Kikrmeyer, presented key highlights from 2011. She informed the council that the 2012 budget was adopted the week of December 12`h. Revenues did increase primarily due to the oil and gas industry and expenditures also went up due to public safety and roads and bridges. The county is also investing in the tower/infrastructure of communications. Commissioner Kirkmeyer gave highlights of the following departments: The Weld County Extension Office has a new director— Keith Maxey. He has prior years experience as a dairy agent with the extension office. He has gotten engaged with other departments within the county such as Health Department due to CSU grants that have to do with food and nutrition. He also gave input on planning code changes in regard to the dairy industry. Planning —The Director of Planning and the Director of Environmental Health were combined and Trevor Jiricek is the Director of Planning Services. He has tackled the change in many planning codes, specifically the dairy industry. The department is trying to be more business friendly. Public Works —A Weld County Road 49 Access Management Plan has been initiated. There is an intergovernmental agreement with Kersey, Keenesburg, Hudson and the Oovwvwuii /-23-2o/Q 2012-0230 Weld County Council Minutes December 19,2011 Page 2 of 3 county. The department will be looking at an extension of WCR 49 up through 47 1/2 and 47 up to the Weld Airport. Want to preserve the roadway and the safety of the roadway. US Highway 85 Coalition is also continuing with projects. Building and Grounds —The new Administration Building was completed and without debt. Health Department — There will be several changes with respect to Medicare and Medicaid. Office of Emergency Management —This department will be moving from under the Sheriffs Office to reporting to the Board of County Commissioners. Offices will be moving to the Administration Building effective January 1, 2012. Paramedic Services — City of Greeley is currently looking at having their own services. This year there will be $4.2 million dollars written off due to Medicaid and Medicare reimbursements. However, the fees are not going to be increased for the 2012 year. Communications —There will improvements in IT and Tower Systems. A long term plan for communications and how to fund it has been started. Coroner's Office —There have been changes with the contract with Dr. Allen (former Coroner). He does serve as a medical examiner and performs autopsies. Mark Ward is the coroner and he report to Monica Mika. Human Services — This department has had a reorganization to help with customer service. Other highlights are the allocations over the last couple of years - increase allocations in the TANIF program. Child Welfare may also get increased allocations in July 2012. The commissioners are always looking at strategic and long range plans for the county. The Transportation Plan is one that will take several years to complete and approximately $450 million needed for the Weld County roadways. The county is also always proud that it has not increased the mill levy in 20 years. There were also no budget cuts for the upcoming year— 2012. In response to Councilman Kivimaki, Commissioner Kirkmeyer stated that the large long term capital projects such as the addition to the jail will be put on hold if they are not needed. However, the upcoming IT and communication towers will have to be updated. The jail project will be pushed back if the jail population continues to decrease. She also stated that the Employee Medical Clinic appears to help with holding down insurance costs. Employees have responded that they like the facility and it has helped with absenteeism. Commissioner Kirkmeyer also responded about the man camps (as in North Dakota), if and when they happen, they would need to have a permit. This is currently not a problem in Weld County. The vacancy rate is down and there are plenty of places for oil company employees to find housing. Weld County Council Minutes December 19,2011 Page 3 of 3 In response to Councilman Mueller, Don Warden will continue his status of Director of Budgets. He is planning to be available for another four years and possibly longer. In response to Councilman Kivimaki, the biggest challenge facing the county going forward may be housing and jobs. Economic develop and water will always be a challenge. There is too much housing available due to foreclosures. There are more renters than buyers right now. NEW BUSINESS: Set 2012 Meeting Dates Councilman Kivimaki made a motion to set the 2012 Weld County Council meetings to be held 6:30 p.m. on the third Monday night of each month with the exception of February, when the Council will meet on the second Monday. The motion was seconded by Councilman Tucker and passed. Coordinators Report Councilwoman Buck wanted to inform the council of an upcoming Northern Colorado Legislative meeting on January 5th. The secretary will email the council with the details. Upcoming Meetings/Events The Council was invited to the Martin Luther King March on January 16th and the Longmont Unity in the Community Event on February 23rd Payment of Bills Councilwoman Buck made a motion to pay bills as listed below: Mileage for Councilman Don Mueller $ 11.77 Mileage for Councilman Charles Tucker $ 36.38 Mileage for Councilman John Kivimaki $ 50.02 Mileage for Councilwoman Perry Buck $ 33.17 Metrowest Paper— 3rd Qtr Report to the People $ 29.40 The motion was seconded by Councilman Tucker and passed.
