Dear Mr.Nichols: This letter constitutes a request for comment on a Determination of Eligibility and Effects for the project referenced above. The Colorado Department of Transportation(CDOT)plans to replace the existing St. Vrain River Bridge(Colorado Office of Archaeology and Historic Preservation [OAHP]No. 5WL.3007) over the St.Vrain River and perform resurfacing over a two-mile stretch of State Highway(SH)66 in Weld County. AREA OF POTENTIAL EFFECTS The proposed Area of Potential Effects(APE)is 2.25 miles in length and extends one lot out from the project corridor along SH 66 where the property has been developed for commercial or private use. Because most of the project corridor will remain within CDOT Right-of-Way(ROW),the boundaries of the APE narrow to follow those of CDOT ROW. Please refer to the enclosed illustration indicating the project's APE boundaries. METHODOLOGY AND SURVEY RESULTS In April and May 2011, John Hoffecker of Historic Preservation Consultants conducted field surveys of the two-mile project corridor for historic and archaeological resources. CDOT's Environmental Programs Branch in Denver will also be submitting Dr. Hoffecker's archaeological findings to your office for review. Dr. Hoffecker also conducted research at the Weld County Clerk and Recorder's Office in Greeley and the Northern Colorado Water Conservancy District in Loveland. CDOT-Region 4 Senior Historian Robert Autobee conducted additional research at the archives of the Greeley Historic Museum in Greeley. The field survey and research identified three previously evaluated historic resources: the St.Vrain River Bridge(5WL.3007),the Gowanda Railroad Siding(5 WL.1076), and a segment of the Last Chance Ditch (5 W L.1975.3). Along SH 66,there are five previously unrecorded sites—three segments of unnamed ditches drawing water from the St.Vrain River(5WL.2189.8, 5WL.2189.9 and 5WL.2189.10)and two farm sites: the Miller Farm(5WL.6720)and the Carpenter Farm(5WL.6721). rn1nWU CQI � D1'1s et : PL, cA 190 2011-1347 5 as /i S ?Ll ri Mr.Moreno May 13,2011 Page 2 ELIGIBILITY DETERMINATIONS Gowanda Railroad Siding(Union Pacific Railroad,Dent Branch) I5WL.10761: According to the OAHP Compass database,the Gowanda siding was initially surveyed by James Spalding of Greeley in 1976. Your office found that 5 WL.1076 was"Field-Not Eligible"based on Mr. Spalding's submission. Because of the limited information on the original form 1976,this office is submitting a management data and historic architectural component forms for your review. The initial Gowanda Railroad Siding was constructed as part of the Dent Branch of the Union Pacific Railroad between 1907 and 1910. The original depot is gone leaving only the shed/garage built in 1965. Because the remaining structures are less than 50 years old and display poor physical integrity,CDOT has determined that 5WL.1076 is not eligible to the NRHP under Criteria A and C. 1,500-foot segment of the Last Chance Ditch (5WL.19753): CDOT surveyed this segment of ditch in the summer of 2006. On August 14,2006,your office conferred with our finding that the ditch was eligible under NRHP Criteria A and C. Because it has been less than five years since the last recordation, CDOT will not submit a re-evaluation of 5 WL.1975.3, but this office does concur that the site retains its eligibility under Criteria A and C. St.Vrain River Bridge(CDOT Structure D-17-AK) I5WL30071: CDOT's Historic Bridge Inventory (2000) determined 5WL.3007 was not eligible to the National Register of Historic Places(NRHP). Further consultation on eligibility is not required for bridges determined not eligible as part of that survey. We have attached the 5WL.3007 inventory form from the 2000 Historic Bridge Inventory for your convenience. Three 1,500-foot long segments of unnamed ditch off St.Vrain Creek(5WL.2189.8,5WL.2189.9 and 5WL.2189.10): Western Cultural Resource Management, Inc. initially recorded these features in July 1995 and determined that they were not eligible to the NRHP under Criteria A and C. Research related to this project was unable to find any additional historic documentation regarding these resources. CDOT has determined that these ditches do not have any association with events or persons that have contributed to Weld County history. The resources are known as"tail-water ditches"and function to return water to the St. Vrain Creek. The ditches do not have the characteristics of a type, period,or method of construction,and do not have the potential to yield information furthering the understanding of Colorado's past. CDOT concurs with the previous determination and finds that 5WL.2189.8, 5 WL.2189.9 and 5WL.2189.10 are not eligible to the NRHP under Criteria A and C. Miller Farm (5WL.6720): This is the first recordation of this resource. The main farm house was completed in 1915,and subsequent owners expanded the site over the following century. By the 1990s, the long-time owners of the farm,the Millers, had developed their holdings into a"farm tourism" destination. Research was unable to find a significant individual or event associated with this property. The integrity of the 1915 main house has been compromised by a new addition and most of the other buildings on site were constructed after 1965. Therefore,CDOT has determined that 5WL.6720 is not eligible to the NRHP under Criteria A and C. Carpenter Farm(5WL.6721): This is the first recordation of this site. The main house was built in 1905, and for many years,Alfred Carpenter,the brother of Colorado water attorney, Delph Carpenter, farmed this site. The farm site's integrity has been compromised by the introduction of outbuildings introduced within the past 50 years. Because of no association with any historically significant event or • Mr.Moreno May 13,2011 Page 3 individual and the loss of design, material, setting and historic association, CDOT has determined that the Carpenter Farm is not eligible to the NRHP under Criteria A and C. EFFECTS DETERMINATIONS CDOT will replace 5WL.3007 with a new bridge over the St. Vrain River. The project will also resurface two miles of SH 66 between Mileposts 46 and 48. The work will require right-of-way acquisition and temporary easements at various points along the corridor. Please refer to the plan set included with this submission for a further illustration of project effects. Gowanda Railroad Siding(Union Pacific Railroad,Dent Branch) I5WL.10761: According to project plans, resurfacing will not extend outside CDOT ROW near 5WL.1076. Because CDOT will not encroach on any property boundaries associated with this site,and that the site has been determined not eligible to the NRHP under Criteria A and C,there will be no historic properties affected from this project. 1,500-foot segment of the Last Chance Ditch (SWL.1975.3): The Last Chance Ditch empties into the St. Vrain River before reaching the St.Vrain River Bridge. The project plans indicate that construction will not require temporary or permanent easements in the ditch. CDOT has determined that there will be no historic properties affected resulting from construction. St.Vrain River Bridge(CDOT Structure D-17-AK) (5WL.30071: Because this site has been found under the 2000 Historic Bridge Inventory as not eligible under NRHP Criteria A and C, CDOT has determined that there will be no historic properties affected from replacement of this structure. Three 1,500-foot long segments of unnamed ditch off St.Vrain Creek(5WL/189.8,5WL.2189.9 and 5WL.2189.10): These ditch segments flow beneath SH 66 in Township 3 North,Range 678W, Sections 21 and 28. CDOT will conduct resurfacing operations over these segments. The work will require right-of-way acquisition and temporary easements in the vicinity of these resources. However, since this office has determined that each ditch is not eligible to the NRHP,there will be no historic properties affected resulting from construction. Miller Farm(5WL.6720): The project will continue resurfacing operations in front of the Miller Farm. CDOT has determined that the property is not eligible to the NRHP and the proposed work may require a temporary easement beyond the property boundary. CDOT has determined there will be no historic properties affected. Carpenter Farm (5WL.6721): The project will continue resurfacing operations in front of the Carpenter Farm. The project plans indicate that resurfacing will require a temporary easement and may encroach beyond the site's property boundary. However,CDOT has determined that the property is not eligible to the NRHP and there will be no historic properties affected from construction. As a local government authority with a potential interest in this project,we welcome your comments regarding our determination of eligibility and effects. The northwest corner of the parcel adjoins the intersection of SH 66 and County Road 19; the northern boundary extends 575 feet from west to east and 230 feet from north to south. Ill. General architectural description: The original residence is a one-story wood frame ranch-style single-family house with wood siding and a concrete foundation/basement. The house is rectangular in plan and occupies 872 square feet. The original house was square in plan (hipped-roof box) and smaller in area with a pyramidal hipped roof, combined with a shed roof on the south elevation (back entrance); a newer addition on the west side of the house possesses a side-gabled roof. All of the roof surfaces now are covered with asphalt tiles. There is a small brick chimney in the center of the original hipped roof. North elevation (main entrance): This elevation contains an entrance near the east end—a wood- frame single wooden door with window (9 lite) and adjoining concrete porch stairs. The doorway is covered by a small shed roof. There are two wood-frame one-over-one windows (double-hung sash type) evenly spaced on the original (east) wing of the house that may represent the original windows. A newer metal-frame sliding window is located on the addition (west wing). East elevation: This elevation contains two windows located in the center and north end respectively. The center window is one-over-one with a wood frame and may represent an original window. The window at the north end appears to have been replaced; it is one-over-one with a metal frame. There is a separate, outside entrance with descending stairway, to the basement with a south-facing single metal door(new). South elevation (back entrance): The south elevation contains an entrance with adjoining concrete porch stairs at the east end consisting of a single metal-frame metal door (new). A narrow oblong fixed wood-frame window is located immediately west of the doorway. There are two additional windows on this elevation, both metal-frame sliding type (new) and located in the center and west end (later addition). West elevation: This elevation represents the later addition to the house and contains a double glass sliding door(with adjoining concrete steps) located at the north end, and two double windows located in the centre and south end respectively. Construction history(include description and dates of major additions, alterations, or demolitions): The original hipped-roof box-style house was purchased in 1949 by the Miller family, who made various additions/alterations to the house, including the added west wing with sliding glass door side entrance and side-gabled roof (probably in the 1960s). The Millers constructed the farm produce stand in 1966, and other outbuildings were added in 1976 and 1980. Some of the windows on the original house were replaced with sliding metal-frame windows (date unknown), and the original (presumably wood) roof shingles have been replaced with asphalt shingles(date unknown). 30. Historical background: The house was constructed in 1915 and, according to The Irrigated Farms of Northern Colorado map published during the same year, the property was owned by G. W. McLarad; archival research at the Greeley History Museum failed to yield additional information about McLarad. The Miller family purchased the property after World War II. John Miller had settled in Weld County at the beginning of the 20'" century, operating a general store in Windsor. His son Roy purchased the farm on CR 19 in 1949 and grew sugar beets and other crops on the land in the early 1950s. During the 1950s, the Millers opened a roadside vegetable stand. In 1965-1966, the roadside stand was expanded into a larger market ("Millers Market"), and green-houses were constructed. In the 1990s, John Miller's grandson Joseph took over operation of the farm and developed it into a new business that reflected a shift to"farm tourism." 36. General architectural description: The residence is a one-story wood-frame, ranch-style house with wood siding and a concrete slab foundation (no basement). It is painted white with green trim. The house is rectangular in plan (29 x 26 ft) and occupies 872 square feet. The roof has a saltbox configuration, but there also is a smaller side-gabled roof that covers the east side of the house. The roof is covered with asphalt shingles. South elevation (main entrance): The entrance on this elevation is located on the west side and is represented by a wood-frame single wooden door. A concrete slab porch adjoins the doorway; it was formerly covered with an overhang supported by two metal struts, but the porch overhang is no longer present. There is a wood-frame double sliding window near the center of the elevation, and a smaller wood-frame double sliding window at the east end. East elevation (side entrance): This elevation contains another entrance, located on the south side, consisting of a wood-frame single wooden door that appears to be relatively new.
