Box 758 Greeley, CO 80632 Commissioner Kirkmeyer: Because of the expansion of Halliburton, the City of Fort Lupton has a need to make improvements to a portion of Weld County Road 8. WCR 8 will likely become one of the County's designated haul routes for oil and gas operators, so we need to make sure that this portion of the road meets high standards. During testing, our engineer found WCR 8 was not up to standards and has to be completely replaced. Fort Lupton's annexation of WCR 8 was ill timed in that Council at the time was unaware that the road was below standard. In addition, the US 85 Access Control Plan on page 38 states 'Weld County must make auxiliary lane improvements on WCR 27 at WCR 8 and adjacent intersections so large trucks can safely make turns". If the County is going to require municipalities to annex roads, there is a need for the roads to be up to standards that municipalities can afford to maintain in the future. In the past the County has helped with economic development by helping with road impacts. For instance, the County helped with the Windsor-Severance road and with WCR 6 for Vestas. The County contributed approximately $500,000 toward the WCR 6 project for Brighton and in the process lost 50% of the tax revenue to the Urban Renewal area. Halliburton created 600-700 new jobs and the County's tax revenue stayed whole. Thanks to Halliburton, over the coming years, because of the water and sewer, more jobs and tax revenue will be added. We are already seeing a lot of interest from additional oil and gas service companies because of the new infrastructure. Oil and gas will be with us for a long time into the future. Although Halliburton is paying a Road Impact Fee to the City, it will not be enough to bring WCR 8 up to current standards.
