Dear Mr. White:
We understand that you are currently investigating the use of County-owned ve-
hicles by County employees. We would like to make it clear to you that the
Commissioners have authorized many department directors and other employees to use
a County vehicle for County business during normal working hours , as well as to
drive that vehicle to and from work in order to have it available to them for
County business during evenings and weekends. Where the Commissioners feel that
the level of responsibility and the specific duties of a department director or
other employee warrant his use of a County vehicle during and after normal work-
ing hours , we have made available such a vehicle so that the employee may conduct
such County business promptly either from his home or his County office. Some of
our employees are on call 24 hours a day, others have intermittent on-call periods .
Many have business meetings or other contacts after normal working hours.
The use of County vehicles by County employees is reviewed each year during
budget discussions . At that time the Commissioners review with each department
director the number of vehicles he operates , and the need for County employees
to operate them.
County employees are not authorized to use County vehicles for personal or
family use. The Commissioners understand and accept, however, that the County
employee authorized to drive a County vehicle home from work may occasionally stop
on route for a small errand at the post office or the grocery store. The Commis-
sioners do not allow an employee to deviate substantially from his business routes
in order to carry out personal errands.
If you are uncertain about the Commissioners policy on employees use of County
vehicles , please call us. If you find that you must question a particular em-
ployees use of a County vehicle, by all means please first ask the Commissioners
what instructions or guidelines we may have given that employee.
