WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for the Replacement of Bridge 26/25A from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to Colorado Counties, Inc., commencing upon full execution, with terms and conditions being as stated in said grant application, and WHEREAS, after review, the Board deems it advisable to approve said grant application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Grant Application for the Replacement of Bridge 26/25A from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to Colorado Counties, Inc., be, and hereby is, approved. Enclosures M:AFrancieAAgendaMikeBedell.doc 2011-2655 BOARD OF COUNTY COMMISSIONERS REVIEW/WORK SESSION REQUEST RE: Grant Applications for Bridges 26/25A and 68/59A Replacement DEPARTMENT: Public Works DATE: September 27, 2011 PERSON REQUESTING: Michael Bedell, Senior Engineer Brief description of the problem/issue: Public Works Department is requesting approval to submit grant applications for bridge funds for replacement of Bridge 26/25A over Platte Valley Canal, and Bridge 68/59A over Crow Creek. The grant application will be submitted through the Colorado Counties Inc. office. The submittal deadline is October 21, 2011. If the grant application is approved, Weld County would be responsible for 20% of the costs of the project. Our estimate of the total project costs for Bridge 26/25A is $400,000 therefore our 20% cost-share portion would be $80,000. Our estimate of the total project costs for Bridge 68/59A is $1,100,000 therefore our 20% cost-share portion would be $220,000. Pat Persichino has reviewed and approved the grant applications. What options exist for the Board? The Board may choose to approve or not approve these proposed grant applications. Recommendation to the Board: The Department recommends the Board approve these grant applications. The Special Highway Committee responsible for reviewing the grant applications plans to make funding recommendations by late November, 2011. This bridge is currently load posted, yet heavily used by local truck traffic. WCR 26 is a vital link between HWY 85 and many oil/gas production facilities,and agricultural facilities in central Weld County. Traffic counts in 2008 show an average daily traffic of 162 vehicles per day. Replacement of this bridge is our#1 priority for this bridge funds application period. The bridge is 30' wide, 37' long(one span), and was built in 1960. It is structurally deficient, and has a sufficiency rating of 40.9 reported by LONCO on 2/26/10. The bridge has major problems with rusting of exposed steel, especially areas exposed to the canal water. The bridge rails and guardrails are in poor condition and do not meet current AASHTO/CDOT standards. Weld County believes this bridge is in need of replacement because of its structural incapacity,poor driving surface condition, and safety concerns. The bridge is beyond the point where rehabilitation work would be cost effective because of the extensive rusting. New construction would have to take place in the winter, when irrigation water is shut down.
