RE: APPROVE SERVICES AGREEMENT FOR USED OIL DISPOSAL AND AUTHORIZE
CHAIR TO SIGN -THERMO FLUIDS, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Services Agreement for Used Oil Disposal
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Health and Environment,and
Thermo Fluids, Inc., commencing June 1, 2011,with further terms and conditions being as stated in
said agreement, and
WHEREAS,after review, the Board deems it advisable to approve said agreement, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that the Services Agreement for Used Oil Disposal between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of
the Department of Public Health and Environment, and Thermo Fluids, Inc., be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 27th day of July, A.D., 2011, nunc pro tunc June 1, 2011.

SUBJECT: Service Agreement for Used Oil Disposal
with Thermofluids, Inc.
Enclosed for your review and signature is a Services Agreement between Thermofluids, Inc. and
the Weld County Board of County Commissioners on behalf of the Weld County Department of
Public Health and Environment for the recycling of used oil. This Services Agreement is an
amendment of the County's Master Service Agreement with Thermofluids, Inc.
The purpose of the amendment is to change the amount that Thermofluids, Inc. pays the County
for used oil collected at the County's Household Hazardous Waste collection sites. The payment
amount will increase from $0.15 per gallon to $0.33 per gallon.
REQUEST: Because there is no substantive change to the contract I am requesting that you sign
the Agreement and return it to the Department. Note: Stephanie Aries has reviewed the
contract and has no issues. She also indicated that presentation of the Agreement at hearing is
not necessary.
Note: The entire agreement will be put out for bid in 2012.

Per the Master Service Agreement that is in place. Thermm Fluids Inc. and Weld CO HHH Waste agree to amend only the
price per gallon rebate for used oil to increase from .15 per gallon to .33 per gallon.

I have attached an amendment to our contract with Thermofluids. The amendment only changes the amount they pay
us for our used oil—it increased! Stephanie has reviewed and indicated that it doesn't need to go to hearing because of
the minor change. I have attached the amendment, the contract, and an email from Steph—the email doesn't say it
doesn't need to go to hearing but she left me a phone message to that extent. THANKS

Hello
