1. THE PROPOSED USE OF THE PROPERTY WILL BE:
A.) TO STORE OILFIELD EQUIPMENT, SUCH AS
PIPE RACKS, PUMPS, ENCLOSED SEWAGE UNITS,
PORT A POTTIES, TRAILERS AND TO PARK OUR
TRUCKS, PICKUPS, TRENCHERS, AND SKIDSTERS
AND TO BUILD AN ENCLOSED ADDITION TO THE
EXISING WAREHOUSE TO TRANSFER TRASH
FROM OUR COVERED TRASH DUMPSTERS TO A
TRASH COMPACTING TRUCK TO THEN HAUL
AWAY TO THE LANDFILL.
• 2. THIS PROPOSAL IS CONSISTENT WITH WELD
COUNTY CODE, CHAPTER 22 OF THE
COMPREHENSIVE PLAN BY FOLLOWING WELD
COUNTY'S 6 PRINCIPAL'S:
1.) WELD COUNTY UPHOLDS THAT I, AS A U.S.
CITIZEN HAS THE RIGHT TO OWN AND UTILIZE MY
PROPERTY WHILE CREATING A BALANCE THAT
PROTECTS THE COMMUNITY AROUND ME. MY
PROPOSED INTENT IS TO PROVIDE A SERVICE TO
THE OIL AND GAS INDUSTRY BY PICKING UP THEIR
TRASH THAT IS LOCATED ACROSS ALL OF WELD
COUNTY AND CONDENSING IT INTO SEVERAL LOADS
THAT CAN THEN BE HAULED TO THE LANDFILL.
THIS WILL PROVIDE FAR LESS LOADS BEING
HAULDED INDIVIDUALLY AND WILL KEEP ANY
• EXCESS TRASH FROM BEING HELD ON LOCATIONS
• LONGER THAN NECESSACARY AND GIVING IT THE
CHANCE TO ATTRACT INSECTS, RODENTS AND
HAVING THE POTENTIAL TO GET FREE AND BLOW
ACROSS THE COUNTY.
2. ) OUR IMMEDIATE PROPOSAL IS TO HAVE THE
LAND RE-ZONED AS COMMERCIAL AND IN THE NEAR
FUTURE TO ADD ON TO THE EXISTING WAREHOUSE
TO PROVIDE A TRANSFER STATION FOR OUR
PRESENT OILFIELD SERVICE , HOWEVER IN THE
LATER FUTURE WE WOULD LOOK TO PROVIDING A
TRANSFER SERVICE TO THE COMMUNITY TO
PROVIDE THEM WITH AN ALTERNATIVE PLAN THAN
HAULING THEIR TRASH AN EXTRA 50 MILES TO THE
LANDFILL. WITH WELD COUNTY'S ESTIMATION OF
OVER ONE HALF MILLION PEOPLE IN THE NEXT 20
• YEARS THERE WILL DEFINITELY BE AN
UNIMAGINABLE AMOUNT OF TRASH TO BE
DISPOSED OF.
3.) I HAVE THE GREATEST RESPECT FOR OUR
AGRICULTURE TRADITION AS I WAS RAISED MY
ENTIRE LIFE ON A FARM AND THAT WAS MY
FAMILIES SOLE SOURCE OF SURVIVAL. I DO NOT
LIKE TO SEE AGRICULTURAL LAND TAKEN OUT OF
EXISTENCE AND THAT IS PRIMARILY WHY I BOUGHT
THE PIECE OF LAND THAT I NOW HAVE, AS IT WAS
LAND ALREADY TAKEN OUT OF AGRICULTURAL USE
AND HAD THE WAREHOUSING AND PARKING
AMENITIES THAT I NEEDED FOR MY BUSINESS.
4.) FAIRNESS IN LAND USE PROCEDURE IS ONE OF
• THE PRINCIPALS THAT WELD COUNTY FOLLOWS
• AND ALLOWS ME TO CONTINUE TO USE THE
PROPERTY AS IT HAD BEEN BEING USED WHEN I
BOUGHT THE LAND AND WILL ALLOW ME TO
CONTINUE MY BUSINESS BY PROTECTING THE
OTHER PROPERTY OWNERS IN THE VICINITY BY
PROPOSING TO ADD ON AN ADDITIONAL SHED
THAT WOULD CONTAIN MY TRANSFERRING OF
TRASH INSIDE WHILE PREVENTING ANY TRASH
FROM BEING BLOWN ONTO ADJACENT PROPERTY AS
IT IS TRANSFERRED.
5.) THE COUNTY WANTS TO RECOGNIZE ITS
DIVERSITY FOR LAND USE AND I BELIEVE THIS IS
CONSISTENT IN THE FACT THAT TO THE EAST OF ME
IS A CORN SALES/TESTING WAREHOUSE , TO THE
NORTH IS A CATTLE FEEDLOT, TO THE WEST IS A
• COMMERCIAL CONSTRUCTION/ EQUIPMENT
BUSINESS AND TO THE SOUTH IS STORAGE FOR
OILFIELD EQUIPMENT.
6.) BY SUBMITITNG A PLAN THAT REQUIRES A
LAND USE CHANGE , I HAVE PROPOSED TO THE
COUNTY THE EXACT PURPOSE OF MY USE AND HAVE
EXPLAINED HOW I WILL PROTECT THE RIGHTS OF
THOSE AROUND ME. ECONOMIC GROWTH IS THE
LAST PRINCIPAL, AND AS THE OIL AND GAS
INDUSTRY HAS PROVIDED A HUGE BOOST TO THE
ECONOMIC GROWTH OF WELD COUNTY , I AM IN
TURN PROVIDING AN ADDITIONAL ECONIMIC
BOOST TO WELD COUNTY BY HIRING LOCAL
EMPLOYEES THAT IN TURN SPEND THIER MONEY IN
WELD COUNTY.
• 3. THIS PROPOSAL IS CONSISTENT WITH THE
INTENT OF THE WELD COUNTY CODE, CHAPTER 23
(ZONING) AND THE ZONE DISTRICT THAT IT IS
LOCATED BY:
A. WE WILL LESSEN CONGESTION ON THE ROADS
BY BEING ABLE TO CONDENSE 10 LOADS OR MORE
INTO 1 TRASH TRUCK TO DRIVE TO THE ANDFILL AS
OPPOSED TO HAULING OVER 10 INDIVIDUAL LOADS
DAILY. WE ARE REDUCING WEAR AND TEAR ON
HIGHWAYS, USING LESS FUEL AND ARE REDUCING
THE NUMBER OF VEHICLES ON ROADS THAT ARE
ALREADY SATURATED WITH IMPATIENT DRIVERS.
B. WE ARE PROTECTING THE TAX BASE OF WELD
• COUNTY BY UTILIZING AND PROVIDING A GREATLY
NEEDED SERVICE TO THE OIL AND GAS INDUSRTY.
C. WE ARE FOSTERING THE COUNTY'S OTHER
ECONOMIC BASES BESIDES AGRICULTURE.
4. MY PROPOSED USE IS CONSISTENT WITH THE
SURROUNDING AREA AS THERE IS A FEEDLOT TO
THE NORTH (WASTE IS WASTE) HUMAN OR ANIMAL;
A CONSTRUCTION/REPAIR SERVICE TO THE WEST
AND A CORN/SALES/TESTING STATION TO THE EAST
AND OILFIELD EQUIPMENT IS BEING STORED TO
THE SOUTH. THUS, WITH THE EXCEPTION OF ONE
SFD, THE ENTIRE SECTION IS BASICALLY
COMMERCIAL USE WITH SOME FARM GROUND STILL
BEING PRODUCTIVE AROUND THE EDGES.

A. 8-10 EMPLOYEES WILL USE THE OPERATION
B. 1-2 ON SITE AT ANY GIVEN TIME AND ONLY
PERIODIC ENTERING OF THE GROUNDS
THROUGHOUT THE DAY.
C. HOURS OF OPERATION ARE USUALLY 7-7 MON -
SAT WITH OCCASIONAL SERVICE ON SUNDAY.
D. PROPOSAL TO ADD ONE METAL SHED THAT
MATCHES CURRENT WAREHOUSE TO CREATE AN
ENCLOSED AREA TO TRANSFER TRASH DIRECTLY
FROM THE TRASH BINS TO THE TRASH TRUCK.
• E. NO AMINALS WILL BE ON SITE.
F. VEHICLES ON SITE:

➢ TRASH COMPACTING TRUCK - 54,000
➢ VAC TRUCK - 54,000

➢ SEWER TRUCKS - 23,000
ALL VEHICLES WOULD BE PARKED ON SITE
CONTINUOUSLY WITH AN AVERAGE OF 6 LEAVING
THE FACILITIES THROUGHOUT THE DAY. USUALLY
• AT THE BEGINNING OF THE DAY AND RETURNING
AT NIGHT.
G. FIRE PROTECTION WOULD BE PROVIDED BY
LASALLE VOLUNTEER FIRE DEPT AND THEY HAVE
BEEN NOTIFIED OF SPECIAL USE PERMIT
APPLICATION.
H. WATER SOURCE ON THE PROPERTY IS A WATER
WELL - PERMIT # 192808 WE HAVE CONTACTED
THE WATER RESOURCES DEPT AND THEY
SUGGESTED THAT WE CHANGE THE USE TO
COMMERCIAL WE HAVE RENTED WATER FROM
CBT TO AUGUMENT A PLAN THAT WILL ALLOW US
TO SWITCH TO COMMERCIAL TO HAVE USE FOR
• SANITAY REASONS AND RINSING THE TOILETS,
IN OUR FUTURE PLANS.
I. THERE IS AN EXISTING SEPTIC SYSTEM.
J. ITEMS THAT WOULD BE STORED OR
WAREHOUSED WOULD INCLUDE PORT A POTTIES;
PUMPS; PIPE, PIPERACKS, PALLETS, LIGHT .
PLANTS; OILFIELD EQUIPMENT; ENCLOSED
SEWAGE CONEX RENTAL SYSTEMS AND LIFT
STATIONS.
6. THE PROPOSED LANDSCAPING IS AS IT EXISTS.
THE ENTIRE LAND IS FENCED ON ALL SIDES AND

7. THERE IS NO RECLAMATION PROCEDURE IN
PLACE AS THE ONLY PROPSED CHANGE IS TO
ADD AN EXISITNG BUILDING, THE LAND WOULD

BE THE SAME AS IT IS NOW, WITH JUST THE .
ADDITION OF A LARGER WAREHOUSE.
8. A STORM WATER DRAIN IS ALREADY EXISTING.
9. IT WOULD TAKE APPROXIMATELY 30 DAYS TO
COMPLETE THE ADDITION AND WE WOULD LIKE
TO START AS SOON AS THE USR IS APPROVED.
• 10. STORAGE WOULD BE ALONG THE FENCELINE
ON ALL SIDES AND INSIDE THE WAREHOUSE.
THE ONLY STOCKPILE WOULD BE OF METAL
PULLED FROM THE TRASH DUMPSTERS AND
WOULD BE STORED AT THE END OF THE YARD UNTIL
ENOUGH ACCUMULATED TO BE HAULED TO THE
SALVAGE YARD. THERE WOULD BE A STORAGE TANK
THAT WOULD BE HELD IN A PLASTIC LINED
CONTAINMENT BERM WITH A POLY TANK THAT
WOULD HOLD ANY SEWAGE THAT WOULD BE PICKED
UP ON THE WEEKEND AND THEN TAKEN
IMMEDIATELY ON MONDAY MORNING TO THE
GREELEY LIQUID SEWAGE PLANT IMMEDIATELY.

SINGLE AXLE SEWAGE TRUCKS (26,000 GVW)
AND 5 PICKUPS, PULLING TRAILERS TO HAUL

EQUIPMENT . EACH VEHICLE WILL PROBABLY
COME ONTO THE SITE ONCE EACH DAY, WITH
A COUPLE POSSIBLY MAKING 2 TRIPS.
APPROXIMATELY 16 TRIPS PER DAY.
SPECIAL NOTE: WE ARE AT THE WEST END OF
COUNTY RD 48 AND EXIT TO THE WEST SO
THAT OUR TRAVEL ON COUNTY ROAD 48 IS
ONLY FOR A DISTANCE OF .3 MILE . WE DO
NOT TRAVEL EAST IN FRONT OF THE OTHER
PROPERTIES LOCATED ON THAT ROAD.

THAT IF WE MEASURED THE DRAINAGE AREA HE
WOULD DO THE CALCULATIONS FROM THE
MEASUREMENTS.
HE STATED THAT FOR A WAREHOUSE OF 7888SF AND
A 1200 SF ADDITION, THAT 2300 SF DRAINAGE
POND WOULD BE ADEQUATE.
THE RUNOFF IS SLOPED FROM ALL AREAS OF THE
LOCATION TO RUN DOWNHILL TOWARDS THE
• SOUTHWEST, WHERE THE POND IS LOCATED. IT
MEASURES 64' LONG X 28' WIDE AND IS 3 FOOT
DEEP AT THE BEGINNING AND END AND 10FT DEEP
IN THE MIDDLE OF THE POND. THE ENTIRE YARD IS
GRAVELED.
