SUBJECT: USR-1792, DCP Midstream, LP, Boulter Site aka LaSalle Gas
Plant
The Weld County Public Works Department reviewed the submitted application for critical items, including but
not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical Soils Report, and Flood
Hazard Development Permit. A detailed review of these items was not completed at this step in process.
Comments made during this stage of the review process will not be all inclusive; as revised materials are
submitted other concerns or issues may arise. All issues of concern and critical issues during further review
must be resolved with the Public Works Department.

COMMENTS:
CR 51 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a 60-foot
right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Weld County
Public Works Department most recent traffic counts for CR 51/50-54 reflect 188 vehicles.
R 50 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a 60-foot
Wight-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line. Weld County
Public Works Department most recent traffic counts for CR 50/49-51 reflect 192 vehicles.
SITE PLAN REVIEW:
The applicant needs to place on the plat drawing the width of the access and identify as paved or gravel. Keep
in mind that larger trucks utilize the facility and the access road needs to be wide enough to accommodate two
trucks passing in different directions. Turning radiuses shall be 45°-60° to accommodate tractor-trailers.
A tracking pad consisting of double cattle guards will be required to prevent tracking of material from your site
in the way of mud or debris on to Weld County Roads. This needs to be placed and shown on the plat drawing
across both lanes. A stop sign shall be installed prior to entering on to CR 51 as a safety item.
PARKING AND CIRCULATION:
In the questionnaire, you are identifying 10-15 full-time employees, 5-7 pickups, and 3-5 delivery trucks utilizing
the facility. The site plan is identifying over 60 parking spaces and the truck unloading facility is identifying 3
active bays. It appears that the number does not reflect your application. Please provide a response to clarify
this discrepancy. Question: Are the Administrative Office and Shop Maintenance area to be considered future
improvements to the site that would reflect the additional parking area, or do you need to revise your
approximate number of users and trip generation at this facility?
ursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist on the property or
Illtecome established as a result of the proposed development, the applicant/landowner shall be responsible for
controlling the noxious weeds. All vegetation, other than grasses, needs to be maintained at a maximum
height of 12 inches until the area is completely developed.

TRAFFIC STUDY:
Dust abatement will be triggered by this application. A full depth Mag-Chloride treatment will be required for the
ul route. Typically a full depth Mag-chloride treatment occurs twice a year with topical treatments
eriodically occur that dependent upon the weather. A joint road inspection will be performed to establish the
condition of the haul route to determine if any road damage was caused by the facility's operation. The
applicant will be responsible excavate, repair, or patch any damage on the haul route to mitigate for heavy
truck traffic volumes created by the construction of the facility. The type and method of repair will be
determined by the Department Public Works. Based upon submitted material it appears the haul route will be
off of CR 49, on to CR 50, then CR 51 to the site.
The applicant has received an approved access permit AP11-00249.
STORMWATER DRAINAGE:
The applicant has supplied a drainage report from Enercon. This report has been signed and stamped by a
professional engineer. Please address the redline comments provided in the drainage report that has been
returned to the applicant's engineer. Please place the detention pond in a drainage easement and label as a
"No build/storage area" on the final plat.
Please address the redline comments provided on the construction drawings that have been returned to the
applicant's engineer. Please provide construction details for all drainage related improvements that are
proposed for this site.
Please place the following notes on the Plat:
1. The historical flow patterns and runoff amounts shall be maintained on site in such a manner that it will
reasonably preserve the natural character of the area and prevent property damage of the type
• generally attributed to runoff rate and velocity increases, diversions, concentration, and/or unplanned
ponding of stormwater runoff.
2. The applicant must take into consideration stormwater capture/quantity and provide accordingly for best
management practices.
3. Weld County shall not maintenance of onsite drainage related features.
GRADING PERMIT:
As the applicant is proposing to disturb more than 1 acre of land, a grading permit is required in order for Weld
County to maintain compliance with Colorado Department of Health and Environment regulations. Please note
that a grading permit cannot be released until the drainage report has been finalized and accepted by Weld
County Public Works and the applicant has signed the improvements agreement and posted the necessary
collateral.
SPECIAL FLOOD HAZARD AREA:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
IMPROVEMENTS AGREEMENT:
An improvements agreement will be required for this facility. Collateral will have to be posted for this facility.

Environmental Health Services has reviewed this proposal for an oil and gas support
and service facility. An office building and a warehouse will be constructed. There will
be 10 to 15 employees at the gas plant.
Water will be provided by Central Weld Water District however a letter of commitment
from the District was not included with the application.
An engineer designed commercial sewage disposal system is required.
A dust abatement plan was submitted which stipulates the site will be stabilized using
• native vegetation, the access drive and interior fenced area will be graveled and a water
truck will be used if necessary.
A waste handling plan was submitted which indicates a spill prevention, control and
counter measure plan (SPCC) will be followed and all waste will be removed by a
contracted facility. A copy of the SPCC plan and the name, address and phone number
of the waste removal company is required.
The applicant should utilize best management practices to reduce noise as applicable.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit evidence of an Air Pollution Emission Notice
(A.P.E.N.) and Emissions Permit application from the Air Pollution Control
Division, Colorado Department of Health and Environment, if applicable.
Alternately, the applicant can provide evidence from the APCD that they are not
subject to these requirements.
•
2. Submit documentation from Central Weld County Water District indicating that
•
water service is available.
3. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A copy of the SPCC plan.
2) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirement be incorporated into the permit as a
condition that must be met prior to the issuance of a Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations. The septic system is required to be designed by a Colorado
Registered Professional Engineer according to the Weld County Individual
Sewage Disposal Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards.
• 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in Section 14-9-30 of the Weld County Code, or
with all applicable State noise statutes and/or regulations.

6. All potentially hazardous chemicals must be handled in a safe manner in
•
accordance with product labeling and in a manner that minimizes the release of
hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All
chemicals must be stored secure, on an impervious surface, and in accordance
with manufacturer's recommendations.
7. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.
8. Fugitive dust shall be controlled on this site. The facility shall be operated in
accordance with the approved "dust abatement plan" at all times.
9. Any vehicle or equipment washing areas shall capture all effluent and prevent
discharges in accordance with the Rules and Regulations of the Water Quality
Control Commission, and the Environmental Protection Agency.
10.A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
11.Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons, at all times.
12.If applicable, the applicant shall obtain a stormwater discharge permit from the
• Colorado Department of Public Health & Environment, Water Quality Control
Division.
13.The applicant shall comply with all provisions of the State Underground and
Above Ground Storage Tank Regulations.
14.The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

Site Specific Development Plan and Special Review Permit for an Oil and Gas Support and Services,
including oil and gas processing facilities and related equipment in an A (Agricultural) Zone District
1. A building permit shall be obtained prior to the construction of any new structures.
2. A plan review is required for each building or structure for which a building permit is required.
Two complete sets of plans are required when applying for each permit. Include a Code Analysis
Data sheet with each Building permits Submittal plans shall include a floor plan showing the specific
uses of each area for the building. The Occupancy Classification will be determined by Chapter 3 of
• the 2006 International Building Code. The plans shall also include the design for fire separation and
occupancy separation walls, when required by Chapter 5 and 7 of the 2006 International Building
Code. Fire Protection shall conform to Chapter 9.
3. Buildings shall conform to the requirements of the various codes adopted at the time of permit
application. Currently the following has been adopted by Weld County: 2006 International Building
Code; 2006 International Mechanical Code; 2006 International Plumbing Code; 2006 International
Fuel Gas Code; and the 2008 National Electrical Code and Chapter 29 of the Weld County Code.
4. All building plans shall be submitted to LaSalle Fire District for review and approval prior to issue
of Building Permits,

Dear Mr. Ogle:
We have reviewed the above referenced application for a site specific development plan
and use by special review permit for an oil and gas processing facility, designated as the La
Salle gas plant, to be located on a 160-acre parcel. The submitted material does not appear to
qualify as a "subdivision" as defined in Section 30-28-101(10)(a) C.R.S. Therefore, pursuant to
the State Engineer's March 4, 2005 memorandum to county planning directors, this office will
only perform a cursory review of the referral information and provide comments. The comments
will not address the adequacy of the water supply plan for this property or the ability of the water
• supply plan to satisfy any County regulations or requirements.
The La Salle gas plant is anticipated to have ten to fifteen full-time employees. The
proposed water supply for the property is a tap to be provided by the Central Weld County Water
District ("District"). According to information submitted by the District on November 12, 1998, the
District had approximately 5,787.3 acre-feet of secure water supplies for a dry year. To date,
approximately 5,488.3 acre-feet have been committed (not including this proposal), leaving 299
acre-feet available. The Applicant has indicated that they are in the process of applying for a
water tap from the District to serve this property.
With the Central Weld County Water District as the water supplier for the property, this
office has no objections to the proposed oil and gas processing facility. The County should
require the Applicant to submit a copy of a letter of commitment of service from the District prior
to approval of the site specific development plan and use by special review permit. If you or the
