WELD COUNTY, COLORADO
JANUARY 16, 1975

The Home Rule Charter Commission of Weld County, Colorado, met in session in full
conformity with the law and by-laws of said Commission at the meeting room of the
Weld County Health Department Building, Greeley, Colorado, on Thursday, January 16,
1975, at the hour of 7:30 P.M.
INVOCATION: Mr. Ed Rosenoff, Charter Commission member, opened the meeting with the
invocation.
ROLL CALL: The meeting was called to order by the Chairman J. L. Johnson, and 16 of the
21 members were present, constituting a quorum of the members thereof. Those
present were:

Also present was the Legal Counsel for the Home Rule Charter Commission,
Mr. William West.
MINUTES: The minutes were submitted by mail in rough draft. There were two corrections:
1. Under Public Relations Committee: Mr. Waldo's motion should have read -
to send information to news media who requested it.
2. Under County Services Committee: Omit the notation on the meeting Mr. Lesh
tentatively set up for his Committee on January 11, 1975.
Mr. Waldo made a motion to adopt the minutes with the corrections noted. Mr. Anderson
seconded the motion. Motion carried.
GUESTS: MR. SAMUEL S. TELEP, COUNTY ATTORNEY: Mr. Telep spoke on the functions and budget
of his office. He answered questions from the Charter Commission members.
MR. ROBERT N. MILLER, DISTRICT ATTORNEY: Mr. Miller spoke on the operations of his
office. He answered questions from the Charter Commission members.
COMMITTEE REPORTS:
PRELIMINARY REPORT, COUNTY SERVICES COMMITTEE - (Elections, Recording, Vehicle
Registration, and County Attorney). Mr. Edwin Lesh, Chairman - Committee members
are: Norman Brown, William Southard, George Brooks and Philip G. Bowles.
Mr. Lesh handed out copies of and presented his report to the Commission members.
Mr. Lesh made a motion to have the report accepted as presented, reserving the
right to make deletions, additions and recommendations as necessary.
Mr. Weigand seconded the motion. Motion carried.
PUBLIC UTILITIES - Mr. Weigand, Chairman - Mr. Weigand stated his committee has
set up a meeting for Tuesday, January 21, 1975. The preliminary report will be
ready for the January 23, 1975 meeting.
FINANCE AND TAXATION - Mr. Waldo reported on the Finance Committee meeting of
January 11, 1975. Mr. Clark Buckler and Mr. Palmer Burch spoke; along with the
County Commissioners and Mr. Barton Buss. Also in attendance were the County
Auditor, Mr. Bill Siebert and Mr. William West.
Mr. Waldo sent a letter to the mayors of all towns and municipalities in Weld
County inviting them to attend this meeting.
COUNTY RELATIONS: Mr. Martin has set up an Open Hearing for Tuesday, February
4, 1975 at 7:30 P.M.
There being no further business at this time the meeting was adjourned at 9:50 P.M.
