Re: Resignation of RTD Board Member Kenneth Riley, RTD Director District K
Ladies and Gentlemen;
Kenneth G. Riley has resigned his position as RTD Board Director, Director District K. The
Adams County Clerk has pointed out that there are voter precincts in both Adams and Weld
Counties for that Director District.

C.R.S. 32-9-112 provides that:
(1)A change of residence of a member of the board to a place outside the director district
from which the member was elected shall automatically create a vacancy on the board.
Upon a vacancy occurring for any reason other than normal expiration of a term, the
vacancy shall be filled by appointment by the board of county commissioners of the
county wherein the director is located.... In the case of a director district which contains
territory in two or more counties the vacancy shall be filled by appointment by the board
of county commissioners of the county wherein the largest: number of eligible electors of
the director district reside...
(2)Any director appointed shall serve until the next regular election, at which time the
vacancy shall be filled by election for any remaining unexpired portion of the term.
Attached is a voter precinct list that RTD believes is updated showing the voter precincts in each
county. Please verify precinct list and location of the precincts. Please provide the number of
eligible electors in your respective counties so that he appropriate county commissioners make
the appointment.
As Director Riley was elected in 2010, the appointee will serve through December 31, 2012. A
new election must be held in 2012 for the vacancy, and the director elected in 2012 will serve
through December 31, 2014 which would have been the end of Director Riley's term.
