Slimak , Platte River Power Authority, delivered oeputyl a draft copy of a letter concerning location of the proposed Platte River highlines in Weld County . I have enclosed a copy of his draft letter in which he is requesting guidance on where his overhead line should be placed adjacent to our County roads . Mr. Slimak presented two sketches , one showing the proposed overhead powerline adjacent to our R. O. W. and overhanging into our R.O.W. approximately 17i ' . A second sketch shows the pole line located approximately 20 ' from our R.O.W. line with all pole overhang on private property . I feel that an overhang of 17i ' over our R.O.W. which would include over the roadway portion of our County road could constitute a potential hazard if the power lines would break and fall onto the traveled roadway part of the R.O.W. I told Mr. Slimak that I would present this draft letter and proposed locations to the County Commissioners for their consideration . Mr. Slimak asked that we contact him as soon as possible regarding where we would permit the pole line to be placed. Would you please advis me as to what action I should take . One route under study would be along a portion of County Road 3 in Weld County. In order to reduce the impact on agricultural properties along this county road, we are concerned with the feasibility of installing our powers immediately adjacent to the county road right of way fence as shown on the attached diagram, "Transmission Line Overhang Along Roadways". This would allow the minimum impact on the farming operations if acceptable to the Weld County officials. Should we be required to set back on private property far enough to eliminate any overhang of conductors , we would be located about 8 feet into the private property. This would probably causeSinterference with farming around the structures than if they were located well into the middle of fields as farmers could not get equipment between the structures and the right of way fence. We would appreciate it if you would review our request to install these structures immediately adjacent to the fence and allow the 17' 6" overhang as shown on the attached diagram. One prime consideration, of course, is that any future expansion of the road right of way would require relocation of these structures. We would appreciate confirmation from your department and the Board of County Commissioners that this construction would be acceptable and also it is fully understood that any future relocation costs would be at the expense of someone other than Platte River if the roadways are widened. We are attempting to resolve all of these concerns prior to the DRAFT Mr. Straub Page 2 July 16, 1975 September 3, 1975 public hearing before the Larimer-Weld Regional Council of Governments. If we could possibly have your comments on this matter within the next few days , it would greatly help our agricultural consul- tants complete their study in a timely manner.
