Ultimately, much of the discontent associated with such a proposition is how the proposed project will affect the quality of life in the surrounding areas. The expansion of Moser's business in addition to the already present influx of oil and gas companies in the region will disproportionately add commercial vehicles to a stretch of road that simply cannot take such traffic. For those who have been on WCR 46 between 39 and 37,the washboard-filled dirt road barely allows for two medium-sized automobiles to pass by one another. Taking this into consideration—along with the extremely dangerous sharp turn nearly a quarter mile west of the proposed project—and one can see how the addition of repeated commercial traffic poses a threat not only to the road itself, but to the residents who live on it. In addition to the effects on road conditions, the proposed project only creates negative externalities for other residents in the area. Local inhabitants are forced to accept the excessive noises and odors associated with a construction and welding business for no compensation or other positive externality. Simply put, the proposed project benefits the quality of life for one landowner while sufficiently decreasing that of its immediate neighbors. • • In terms of objections as a property owner, whatever is built on that site is what becomes visible out of my front door. My parents, along with others who sought to escape the commotions of city-life, built this house in 1971 as a place of serenity and solitude in the country. Having peacefulness and quietness as one of its main attractions,the addition of a construction and welding business directly across the road severely jeopardizes the solitude of the property—thus, making it far less appealing to potential future homebuyers. Obviously, I wouldn't be writing you with these concerns and objections if they weren't important to me. For someone whose family has lived on the property for forty years, I cannot simply stand aside and witness the quality of life of such a beautiful piece of land deteriorate. Stewart • asR--1195 2011-2514 • Weld County Planning Services Planner:Chris Gathman Project Number:USR-1795 To Whom It May Concern: I am writing to express my concerns about the proposed Special Use Zoning Change being requested for property immediately adjacent to my property and less than 500 feet from my personal residence. My family has resided on our property since the 1880's and it has always been agriculture. I appreciate my quiet country life and the ability to be close to agriculture and wildlife. I am very concerned that allowing a special industrial manufacturing facility to operate immediately adjacent to my property will measurably reduce the value of my property for residential use and future sale. Industrial manufacturing facilities are better suited to industrial parks with the proper infrastructure. CR 46 between CR37 and CR39 is a low maintenance dirt road sufficient for local traffic but is not designed to handle the volume of traffic being proposed. Dust control is the obligation of each individual resident and I,for one,do not expect to do my dust control to benefit a business.The road is narrow with a large deep canal to the north side which barely accommodates today's' agricultural machines. The additional vehicle traffic of 18 to 20 cars and 4 trucks per day will be excessive. There are already more than 20 vehicles to the business on most days and their drivers leave a great deal to be desired in • terms of safety and common sense. I have already had two very close calls with them. Proper waste disposal has been addressed in the proposal and is a mirror-image of the county code requirements. I have personally observed waste disposal by burning on several occasions which results in black plumes of acrid smoke(as is seen in rubber, plastic and foam fires). Although air particles and pollutants will dissipate,the ash residues are left to wash to the adjacent properties and drainage ditch which drains to Latham Reservoir and is redistributed for agricultural irrigation. No controls for these residues appears to be addressed. As my property lies close to the drainage area proposed I am concerned with toxic material leaching toward my home and landscaping. I have attempted to verify rumors that some of the unskilled employees are obtained from Community Corrections programs. I am totally in favor of a second chance for everyone and I see great value in this program. However, I see no mention of monitoring these employees or who would be responsible. I am beginning to feel like it will be necessary to install an alarm system on my property as people will have access to it and will be very aware of my presence and absences. I am totally offended by the idea that this would be necessary because of a business operation in a quiet ag community. Thank you for the opportunity to voice my concerns about this zoning change.
