RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY
ROAD 13 BETWEEN STATE HIGHWAY 66 AND COUNTY ROAD 46
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that 55 Miles Per Hour signs be installed on County Road 13 between State Highway 66
and County Road 46, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install 55 Miles Per Hour signs on County Road 13 between State Highway 66 and County
Road 46, for the safety of the general public, and said signs shall conform to the State Manual
of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 17th day of October, A.D., 2011.

1. I SUBJECT: Speed Limits on WCR 13 between SH 66-WCR 46
Public Works requests a resolution from the BOCC directing Public Works to install traffic regulatory signs
(Speed Limit R2-1) on WCR 13 between SH 66 and WCR 46.
There have been numerous traffic counts for this 8 mile segment performed; the Average Annual Daily
Traffic (AADT) and 85th percentile of speed along the corridor are listed below:

The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5
mph of the 85 percentile speed limit (Section 2B-13). Other factors such as road characteristics,
roadside development, accident records, and shoulder conditions may be considered when establishing
speed limits.
WCR 13 is a paved road and is classified as an arterial road. During the review into the recent accident
records it was determined that for the years of 2008-2010 there were 22 property damage only accidents and 3
injury accidents. There were only 2 accidents related to speed out of the 25 accidents. One accident was for
excessive speeds and was weather related and one accident was a passing violation where a vehicle was
attempting to pass a slower moving vehicle. Based on this information; Public Works recommends that the
speed limit on WCR 13 between SH 66 and WCR 46 should be 55 mph.
