RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF BID #B1100053, GREASE TRAP
CLEANING AND REMOVAL AT JAIL AND ANNUAL CLEANING OF TWO (2)
STORMCEPTORS IN COUNTY PARKING LOT- DEPARTMENT OF BUILDINGS AND
GROUNDS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for the Grease Trap Cleaning and Removal at the Weld County Jail and the Annual Cleaning
of two (2) Stormceptors in a County Parking Lot Bid for the Department of Buildings and Grounds,
Bid Request No. B1100053, due to the system being full, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that the ten-day waiting period for the Grease Trap Cleaning and Removal at the
Weld County Jail and the Annual Cleaning of two (2) Stormceptors in a County Parking Lot Bid for
the Department of Buildings and Grounds, Bid Request No. B1100053, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from All State Pumping and
Consulting, LLC, in the amount of$5,636.00 per year for grease trap cleaning, and $1,625.00 per
year for stormceptor cleaning, be, and hereby is, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 7th day of March, A.D., 2011.

BID #61100053
The low bid from Liquid Environmental Solutions is incomplete. Therefore, Buildings and
Grounds recommends the second low bid from All State Pumping Consulting LLC be
accepted for pumping and power washing of the Jail grease trap and the cleaning of the two
stormceptors in the downtown parking lot. We further recommend an emergency approval of
this bid as the system is full/backing up.
